WASHINGTON, Dec. 1 (Xinhua) -- U.S. President Barack Obama announced Thursday that his administration is committing an addition 50 million U.S. dollars in funding for domestic HIV/AIDS treatment and care.Obama also set a new target of helping six million people in countries hardest hit by the HIV virus get access to life-saving antiretroviral drugs by the end of 2013, increasing the original U. S. goal by two million."We can beat this disease,"' Obama declared at a World AIDS Day event in Washington. Former Presidents George W. Bush and Bill Clinton also participated via satellite.Citing the success of the President's Emergency Plan for AIDS Relief program in providing antiretroviral treatment to people living with HIV/AIDS around the world, Obama admitted that new infections are still not going down in the United States."The rate of new infections may be going down elsewhere, but it 's not going down here in America,'' he said. "There are communities in this country being devastated still by this disease. When new infections among young, black, gay men increase by nearly 50 percent in three years, we need to do more to show them that their lives matter.''Anthony Fauci, director of the National Institute of Allergy and Infectious Diseases, also told Xinhua recently that in the United States, the AIDS epidemic has plateaued, but it is still at "unacceptably high" level.About 1.2 million Americans are living with HIV and only 28 percent of them have the infection under control, the U.S. Centers for Disease Control and Prevention reported this week."The fight is not over," Obama declared, but "the federal government can't do this alone." He called on state governments, pharmaceutical companies, and private foundations, to do their part to help Americans get access to all the life-saving treatments.Obama also appealed to global partners to step up their efforts to end AIDS, some 30 years after the epidemic first surfaced. ADDIS ABABA, Nov. 15 (Xinhua) -- The African Union (AU) Commission Chairperson Jean Ping on Tuesday met and held talks with a high level Chinese delegation led by Jiang Yaoping, Chinese Vice Minister of Commerce.The discussion between the two sides was mainly focused on the cooperation between China and Africa in different sectors.Ping said AU is ready to do all possible to further strengthen its ties with China.The Chairperson said China has been working in cooperation with AU member states on various areas, including trade, investment, and diplomatic exchanges."We are happy to meet the delegation; a delegation not only as an important partner but as a friend of Africa, a friend with which we are strengthening cooperation constantly," said the Chairperson.He also reiterated that Africa is benefited from the relations with China.He said Africa has established an important relations with China within the China-Africa Cooperation Forum (FOCAC), and the two sides are now engaged in strategic dialogue on very crucial areas.Jiang said that AU has been committed to economic integration in Africa that enable member states improve the livelihoods of Africans.He also said that AU has played a constructive role in meeting global issues like the climate change.The Vice Minister stated that China has become one of the most trading partner of Africa, and the trade volume between China and Africa is increasing from time to time.Leading the delegation, Jiang has also visited the African Union Conference Center (AUCC) Project which is almost completed and is expected to be the avenue of the coming AU Summit for the first time at its own headquarter.

BEIJING, Oct.25 (Xinhua) -- The China Banking Regulatory Commission (CBRC), the country's top banking regulator, on Tuesday revealed detailed plans to encourage financial support for the country's small and micro-sized enterprises.In a supplementary notice issued to its previous support plan for financing small enterprises, the CBRC said banks should ensure that the growth of loans to small firms will not be slower than that of the average lending, and the growth should be higher than the level of the previous year.Also, commercial banks should give more support to enterprises that borrow less than 5 million yuan (787,401 U.S. dollars), and increase tolerance for non-performing loans to small and micro-sized firms, it said.The regulator has set detailed rules for the establishment of financial institutions serving small businesses, and encouraged banks to create financial instruments to support the development of small high-tech enterprises.The CBRC has also allowed banks to issue special financial bonds to boost financing for small businesses.By the end of August, outstanding loans to small and micro-sized enterprises stood at 14.6 trillion yuan, accounting for 27.2 percent of total lending.

SUVA, Jan. 21 (Xinhua) -- Three in four people of the Fiji population are physically inactive causing an increase in health risks, says the country's Ministry of Health.National Advisor on Non-Communicable Disease Dr. Isimeli Tukana said that lifestyle in this Fijian generation has changed a lot, especially for the younger population that have been influenced by technology.Tukana said on Friday many children nowadays are obese and that was of growing concern. That is why the Ministry of Health is working with the Ministry of Education in promoting more physical education in schools and making it compulsory from this school term.Fiji was recently ranked the fourth-most obese nation in the region, according to the Health Ministry.Recent studies in Fiji showed a high incidence of anaemia in children, women and men.Figures released by the ministry said more than 60 percent of the island nation's population is overweight while a significant number are deficient in iron and micronutrients.The figures show that the high rate of premature disability with Non Communicable Diseases (NCD), infection and cancer has taken its toll on the population."The importance of our traditional diets, healthy eating and physical activities is paramount," a ministry statement had said."In the Pacific NCDs have reached epidemic proportions," it said."Nutritional imbalances resulting from not eating local produce instead of canned, processed food contribute to the equation, especially in these times of global economic crisis."Women's Minister Dr. Jiko Luveni has advised mothers in the country this week to stock up on healthy foods for their families.She said having green leafy vegetables was vital and buying fruits for children's snacks instead of salted prepacked ones was the way to keep the family healthy.The National Food and Nutrition Council said Friday that as the school year draws parents should find healthy alternatives for their children.They have urged teachers and parents to include fruits in every child's meal to reduce NCDs.In other countries in the region Tokelau and Nauru's obesity rates stand at 93 percent to 93.5 percent of the population.In American Samoa and Kiribati obesity stands at 81.5 percent of the population, while Marshall Islands at 80.1 percent, Federated States of Micronesia (Pohnpei) at 73.1 percent.

LOS ANGELES, Dec. 21 (Xinhua) -- The late Apple co-founder Steve Jobs will be honored posthumously with a Grammy award for his contributions to music technology, The Recording Academy announced on Wednesday.Jobs, who passed away Oct. 5 of pancreatic cancer, will receive a Trustees Award for helping create products "that transformed the way we consume music, TV, movies and books," the academy said in a prepared statement.The Apple Computer Inc. first received a Technical Grammy Award in 2002, for contributions of outstanding technical significance to the recording field, the academy said.Along with Jobs, bandleader and composer Dave Bartholomew, recording engineer Rudy Van Gelder will also receive the award.The academy also picked the Allman Brothers, Glen Campbell, Diana Ross and Brazilian pianist/singer/guitarist Antonio Carlos Jobim as recipients of Lifetime Achievement Awards. Jobim was known for composing "The Girl from Ipanema," a worldwide hit in the mid-1960s which won a Grammy for Record of the Year in 1965.Other artists, including trumpeter Wayne Jackson, saxophonist Andrew Love of the Memphis Horns,country legend George Jones,and the late Gil Scott-Heron were also named as recipients.German sound-technology firm Celemony and the late audio engineer Roger Nichols, who worked with artists including Ross, Placido Domingo, James Taylor and Stevie Wonder, were recognized with Grammy Technical Awards."This year's honorees offer a variety of brilliance, contributions and lasting impressions on our culture," said President/CEO of The Recording Academy Neil Portnow.
