BEIJING, Sept. 16 (Xinhua) -- China's State Council, or the Cabinet, issued a new regulation Wednesday targeting prevention and remedies for marine pollution caused by ships.     The regulation, which includes nine sections and 78 rules, said transportation departments under the Cabinet should compile emergency plans to deal with pollution caused by ships or related activities.     Once the plans are completed and have been approved by the Cabinet, coastal governments above city level should map out emergency plans based on one proved by the State Council.     China's transport departments and governments above city level have also been asked to establish emergency mechanisms and plans to prevent and deal with marine pollution.     Marine management institutions should cooperate with other departments to improve monitoring and supervision over the activity of ships and pollution caused by them     Professional teams to deal with emergencies, specialized equipment and facilities should be organized, according to the regulation.     Anyone who is responsible for marine pollution should make efforts to eliminate the pollution hazard and make compensation.     The regulation will take effect on March 1, 2010.     Official statistics say 733 ship pollution accidents occurred between 1998 to 2008 in sea areas in China's jurisdiction, which led to huge economic and environmental losses. The regulations will apply to every type of shipping, except military.

WASHINGTON, Sept. 10 (Xinhua) -- Visiting top Chinese legislator Wu Bangguo on Thursday met with U.S. President Barack Obama at the White House on bilateral relations and international and regional issues of common concern.     Wu, chairman of the Standing Committee of China's National People's Congress, was the first top Chinese legislator that has visited the United States during the past two decades.     Before meeting with Obama, Wu met U.S. Vice President Joe Biden at the White House. PYONGYANG, Oct. 5 (Xinhua) -- Chinese Premier Wen Jiabao and Kim Jong Il, top leader of the Democratic People's Republic of Korea (DPRK), on Monday attended a grand celebration marking the 60th anniversary of the establishment of the diplomatic relations and the closing ceremony of the China-DPRK Friendship Year.     In a speech delivered at the May Day Stadium in Pyongyang, Premier Wen said China and the DPRK have understood, supported and helped each other during the past 60 years despite changes in the international situation.     The ruling parties and peoples of China and the DPRK have steadily promoted the development of the bilateral ties, contributing to regional peace and stability, Wen said.     This year marks the China-DPRK Friendship Year, featuring a variety of celebrations and events of exchanges, which have enhanced the friendship between the two countries, strengthened cooperation in various fields and injected new vitality into the bilateral ties, Wen said.     Currently, China-DPRK relations have arrived at a new historic point, he said.     China is ready to join hands with the DPRK to further consolidate and develop the traditional friendship, expand friendly exchanges and cooperation to better serve the well-being of both peoples, and make greater contribution to regional peace and stability, he noted.     DPRK Premier Kim Yong Il, who also attended the event, said the establishment of DPRK-China relations 60 years ago was an epoch-making event and the DPRK is firmly determined to consolidate and develop the DPRK-China friendship.     The events marking the China-DPRK Friendship Year have effectively promoted the friendship and trust between the two peoples, he said.     The DPRK is ready to make joint efforts with China to further the friendly, cooperative relations, he said.     During the celebration, the leaders watched the grand gymnastic and artistic performance "Arirang" presented by DPRK artists.  

NEW YORK, Sept. 23 (Xinhua) -- Chinese President Hu Jintao met with his South Korean counterpart Lee Myung-bak here on Wednesday morning on the sidelines of the UN meetings to discuss bilateral ties and other issues of common interests.     Hu said thanks to their joint efforts the two countries have seen steady progress of exchanges and cooperation in various fields in recent years.     All consensus reached between them have been implemented smoothly, with some already bringing about remarkable results, Hu said.     Hu noted that the two countries have maintained fine communication and coordination in regional and international affairs, adding that China is ready to join hands with South Korea to strengthen strategic communication and expand mutually beneficial cooperation, so as to bring concrete benefits to both peoples and contribute to peace, stability and prosperity in Northeast Asia. They met again on the sidelines of the financial summit of the Group of 20 (G20) in London in April this year.     China and South Korea are both important neighbors and cooperative partners. PHUKET, Thailand, July 22 (Xinhua) -- Chinese Foreign Minister Yang Jiechi underlined here Wednesday the importance of tapping new areas of economic growth so as to enhance cooperation between China and the Association of Southeast Asia Nations (ASEAN).     Yang noted that one area of development is to implement plans to enhance agricultural productivity by drawing on advanced technology and to accelerate the cooperation on new and renewable energies. The ASEAN-China Foreign Ministers' Meeting is held in Phuket, Thailand, on July 22, 2009."We have maintained high-level exchanges, enhanced political mutual trust, shared development experience and strengthened confidence in cooperation," Yang said at the China-ASEAN Foreign Ministers' Meeting on Wednesday afternoon.     China and ASEAN have completed negotiations on the China-ASEAN Investment Agreement, paving the way for the full establishment of the China-ASEAN Free Trade Area (CAFTA) in 2010.     The ASEAN on Monday appreciated China's active role in developing transportation infrastructure between the two sides and welcomed the establishment of the 10 billion U.S. dollar fund for bilateral investment cooperation.     In April, Chinese Premier Wen Jiabao said that China has decided to set up a 10 billion U.S. dollar "China-ASEAN Fund on Investment Cooperation" to support infrastructural development in the region.
