SAN DIEGO — Business owners across San Diego County are readying to push back against a potential new round of Coronavirus restrictions.The county could reach the state’s most restrictive purple tier on Tuesday, meaning restaurants, gyms, nail salons and estheticians would all have to stop indoor service.Business owners are now calling this a fight for survival.“We’ve been in the red since March, so the bleeding’s got to stop somewhere,” said Ben Clevenger, who owns Lakeside’s Eastbound Bar and Grill.Clevenger has reduced his staff from 45 to about 15, and he’s now taking shifts running food and cooking in the kitchen. It’s the only way the restaurant can survive amid social distancing restrictions inside, and 100 degree weather outside.“Never do I mind getting my hands dirty, but I would much rather have an employee doing it because it’s money in their pocket,” Clevenger said.The county is on track to move into the state’s most restrictive tier of coronavirus restrictions on Tuesday - largely because of an increase in cases at San Diego State University.On Monday, the county Board of Supervisors will meet behind closed doors to decide whether to take action against the state. Just outside, business owners like Clevenger and Cesar Vallin, a managing partner at Little Italy’s Cloak & Petal, will hold a rally urging the board to act.“Where’s the support from this?” Vallin said. “I just got a property tax bill, I just got a sales tax bill, ,000 that you’re saying I have to pay and if I’m late, it’s a ,000 late fee. But you’re telling me I have to possibly shut down my business again?” 1625

(KGTV) -- The two soldiers killed in an aircraft accident on San Clemente Island have been identified, the U.S. Army Special Operations Command said Saturday.According to the news release, 33-year-old Staff Sgt. Vincent P. Marketta of New Jersey and 22-year-old Sgt. Taylor M. Shelton of San Bernardino died on August 27 during an aviation training mishap.Marketta enlisted in the Army in 2011 as a 15T UH-60 Black Hawk Repairer and was assigned to the 160th Special Operations Regiment. While assigned to the unit, Marketta deployed to Afghanistan in support of Operation Enduring Freedom. He also deployed multiple times to Iraq for Operation Inherent Resolve, according to the Army.Shelton enlisted in the Army in 2016 also as a 15T UH-60 Black Hawk Repairer and was assigned to the same unit as Marketta. During his service, Shelton deployed to Afghanistan in support of Operation Enduring Freedom.“The loss of Staff Sgt. Marketta and Sgt. Shelton has left a scar in this Regiment that will never completely heal,” said Col. Andrew R. Graham, commander of the 160th Special Operations Aviation Regiment (Airborne).“Their level of dedication to the 160th SOAR (A) and their exemplary service in the Army is the embodiment of what it means to be a Night Stalker and a Soldier. Our priority now is to ensure the Families of our fallen warriors receive our complete support as we work through this tragedy together. We ask that you keep Staff Sgt. Marketta, Sgt. Shelton, their Families and fellow Night Stalkers in your thoughts and prayers.”The incident comes just weeks after nine servicemembers, eight Marines and one sailor, were killed in an amphibious assault vehicle training accident off the coast of San Clemente Island. 1766

  

SAN DIEGO (AP) — A congressional watchdog agency says the Trump administration's plan to erect hundreds of miles of barriers along the border with Mexico fails to adequately consider costs, potentially raising the price and creating delays.The administration has estimated it will cost billion for 722 miles (1162 kilometers) of wall but that was based on average cost per mile.The Government Accountability Office said Monday that costs can vary considerably based on the slope and topography, land acquisition costs and other factors.The GAO says that without more information there is increased risk that the wall "will cost more than projected, take longer than planned, or not fully perform as expected." 721

  

SAN DIEGO (CNS and KGTV) - The San Diego City Council Tuesday approved a code amendment that prohibits housing discrimination against applicants using Section 8 vouchers or other rent substitutes. The proposed code amendment blocks landlords from rejecting applicants based solely on voucher status, though they would still retain a right, based on other rental criteria, to choose residents who don't use subsidies.Studies have found that prohibiting income-based discrimination leads to increased neighborhood options for residents and decreased segregation.“Hearing from the community was very powerful and I am happy that the Council approved the ordinance to end housing discrimination taking place in San Diego,” said Councilmember Georgette Gómez. “This is one step towards helping increase access to affordable housing for all San Diegans.”Local California governments with such provisions include Berkeley, Corte Madera, East Palo Alto, Foster City, Marin County, San Francisco, Santa Clara County, Santa Monica and Woodland.San Diego's proposed ordinance also establishes a landlord contingency fund for property damage or lost rent related to renters with vouchers.Implementation of the proposal is expected to take two years. Year one focuses on voluntary compliance as well as landlord outreach and education of the potential benefits of renting to Section 8 users, including consistent on-time rent payments, long-term tenancies, flexible leases and background checks.Year two introduces investigation and enforcement services.More than 15,000 low-income households receive Section 8 assistance through the San Diego Housing Commission. That breaks down to 36,478 individuals, 86 percent being people of color.In June, the San Diego City Council's Smart Growth and Land Use Committee advanced the ordinance to the council with no recommendation through a split 2-2 vote. Council members Georgette Gomez and David Alvarez supported the proposal, while council members Scott Sherman and Lorie Zapf did not. 2061
