While he's thousands of miles away, the pandemic has made things even more complicated.28-year-old Anthony Galvan- Schaible packed his bags for Bali in February with the intent to stay until April. In March, the pandemic hit, forcing him to stay in Paradise a little longer."It was one of those things to sit it out and wait was the better idea," says Galvan- Schaible.He says one night he hopped on his motorcycle, and that's when things took an unexpected turn."The bike went to the street. I went to the left and ended up in a little ditch head first."He was rushed to the hospital after hitting his head on a concrete pillar. The impact compressed his spine. Within hours he was taken to emergency surgery. Galvan- Schaible now has multiple screws and plates along his back."It's terrifying… when they're across the planet and get hurt," says Mom, Jamie Schaible. "All you can think of is how can they get the care that they would get here."Because of travel restrictions, mom says it was stressful not knowing how she would get to her son."We reached out to the Indonesian embassy and just pleaded from a mother's heart and leaned on their compassion," says Schaible. "They bent over backwards to get me my visas."This allowed her to get to her son's bedside.Galvan-Schaible says he is starting to regain feeling in his hand. SAN DIEGO (KGTV) - The threat of a major lawsuit has led to several San Diego County cities changing how they are holding elections. As voters in those districts head to the polls or get their mail-in ballots, they will notice a big change in their options on who to vote for.15 jurisdictions in the county are switching from at-large elections to district elections. This means those jurisdictions have been carved up into districts. In those races voters will only be able to vote for someone who lives in that same district."It's going to create some confusion at the ballot box," Encinitas City Councilmember Tony Kranz told 10News. "You're going to wonder why you can't vote for some of those folks."Encinitas made the change for 2018, along with Carlsbad, El Cajon, Oceanside, Poway, San Marcos, Santee and Vista. School Districts using the new voting system are Cajon Valley Union, Carlsbad Unified, Oceanside Unified, Poway Unified, San Dieguito Union High School, and San Marcos Unified.In most cases, the change is a response to a threatened lawsuit. Attorney Kevin Shenkman, who works in Malibu, has threatened lawsuits challenging the legality of at-large elections across California. He says at-large elections are a violation of California's Voter's Rights Act of 2001."It's just a fundamentally unfair election system that freezes out minorities," Shenkman told 10News.Shenkman says at-large elections make it easier for the majority, even a slim majority, to take full control city councils, school boards, and other elected bodies. He says studies have shown that leaves minority groups without a voice.In an interview with 10News, he pointed out examples, including a claim that Hispanic voters did not have enough representation in Encintas, and a claim that voters in the southern portion of Poway have disproportionally less power than those in other parts of Poway."District elections are just a more fair system," Shenkman says. 1974

SAN DIEGO (KGTV) — The National Center for Missing & Exploited Children is asking for the public’s help locating a 16-year-old girl who reportedly disappeared from her Northern California home.Lia Long is described as a light skinned Native American female, standing 5 feet 4 inches tall and weighing 125 pounds with long black hair and brown eyes. Long currently has one dermal (dimple) piercing on both her right and left cheek.Long is said to have a tattoo with the words “forever in my heart Alyssa 05/23/17” tattooed on her right clavicle and another with the upside down crescent moon on her right thigh.Police are also looking trying to identity a light skinned white or Hispanic male and a black male adult who are believed to have left the city of Williams with Long. No further information about the two males was provided.A vehicle associated in the search is a blue/silver colored BMW, possibly a 7 series, Lakeport Police said."We continue to be concerned for Long’s safety and ask anyone with information regarding her location or activity to contact your local law enforcement agency or the Lakeport Police Department via Facebook, anonymous text message from your cellular phone by texting the words TIP LAKEPORT followed by your message to the number 888777 or by telephone at 707-263-5491,” police said. 1368

SAN DIEGO (KGTV) — With the threat of yet another rollback for San Diego businesses, owners are concerned. San Diego County is on track to move into the most restrictive tier, meaning restaurants, personal care shops like nail salons, museums, zoos, places of worship, movie theaters, and gyms all have to operate completely outside. The county is expected to announce that rollback Tuesday, Sept. 22.Ricardo Zarate Jr is the Director of Operations for Leucadia Company, a group that manages three Encinitas restaurants, including Valentina and Moto Deli.
