"The emergency exception does not apply in this case, where the delay is the result of outdated and malfunctioning vote-counting technology."Palm Beach County has been hampered repeatedly by faltering machinery and shoddy infrastructure.Susan Bucher, the county's supervisor of elections, told reporters on Thursday she would take "full responsibility" if the county failed — as it eventually did -- to meet Thursday's deadline."It was not for lack of human effort ... it was so incredible, and I thank everybody who participated," she said. "We're trying to meet a deadline that really reasonably shouldn't be there."But the court disagreed and a spokeswoman for the Florida Department of State told CNN on Sunday that Florida law does not give the secretary of state the authority to grant extensions.Palm Beach County GOP Chairman Michael Barnett told CNN on that afternoon that a blown deadline would be "good news for Republicans, because our candidates (for Senate and governor) are ahead.""If they're not able to meet the deadline, the secretary of state of Florida may go ahead and certify the elections for our candidates," Barnett said. "In that case, you can bet your butt there will be lawsuits filed everywhere."The wager would have been a wise one. "The machinery is old. They don't have enough updated machinery to go through all the ballots to run one election, let alone all three statewide races."As of 4 p.m. Wednesday, at least 48 of Florida's 67 counties had finished their recounts. Every one of them reached by CNN, with the exception of Palm Beach, expressed confidence they would get in under the wire — and they mostly did. The death of another Fort Hood soldier is under investigation after he was found unresponsive at a nearby lake.On Friday, July 17 at 12:07 a.m., deputy’s with the Bell County Sheriff’s Department were dispatched to the area of the Stillhouse Hollow Lake Dam after fishermen in a boat located what they believed to be a body in the water at the base of the dam.Upon arrival, deputy’s found the body 26-year-old Pvt. Mejhor Morta was located in the vicinity of Stillhouse Hollow Lake — located about 15 miles east of the Army base.An autopsy was ordered by Justice of the Peace Garland Potvin.A preliminary autopsy shows the cause of death to be consistent with drowning, but at this time, a full autopsy report has not been completed or released by the Medical Examiner’s Office in Dallas, Texas.Morta's body was found just weeks after officials found the dismembered remains of Pfc. Vanessa Guillen — a soldier stationed on Fort Hood who went missing in April. Officials have not said that the two cases are linked.Morta was from Pensacola, Florida, and entered the Army in September 2019, as a Bradley Fighting Vehicle mechanic. He has been assigned to 1st Battalion, 5th Cavalry Regiment, 2nd Armored Brigade Combat Team, 1st Cavalry Division, since May 2020.Friends of Morta say his family is from the Philippines."I reached out to his sister today and they are currently in the Philippines," said Hunter Proffitt, a friend of Morta. The elections board in Florida's Miami-Dade County has collected a set of mysterious ballots in the Opa-locka mail facility after Democrats raised concern about the uncounted votes.The uncounted ballots have emerged as one of many battles over the fiercely contested Florida elections that moved this weekend into a recount phase.Suzy Trutie, a spokesperson for the county's supervisor of elections, told CNN there were 266 ballots in the shipment and that the votes will not be counted. Florida law requires all ballots sent by mail to arrive at the election facility by 7 p.m. on Election Day, and these ballots did not meet that standard, Trutie said.The US Postal Service said in a statement on Friday that it was operating in "close coordination and partnerships with election officials at the local, county and state levels."
