Developers say in an effort to be transparent they are holding a community meeting on Wednesday.Two developers experienced in affordable housing are leading the project. They call the 50-unit proposal “Permanent Supporting Housing” meaning services will be available on-site.If the complex houses the chronically homeless, neighbors worry about tenants with substance abuse disorders or serious mental illness.The community meeting will take place Wednesday from 4 to 7 p.m. at the SDG&E Energy Innovation Center on Clairemont Mesa Boulevard. 653

SAN DIEGO (KGTV) - About two dozen businesses and houses of worship are taking advantage of a new rule that waives permit fees at San Diego County parks.According to the San Diego Parks and Rec Department, 14 fitness-related businesses and 12 houses of worship have been approved for permits to operate in county parks.RELATED: County Board Approves Plan to Allow Businesses to Operate at County ParksOn Aug. 5, San Diego County Supervisors approved a motion to waive permit fees and streamline the permit process so that businesses and houses of worship could hold events and classes in parks.Supervisor Dianne Jacob, who made the initial request, called it a "creative" way to provide flexibility and help those businesses survive the coronavirus pandemic."We're trying to make it as easy as possible for businesses to survive during this difficult time," Jacob told ABC 10News on the day the rule passed. "This is just another way to do it."Kaylee Kiff owns The Dance Spot in Chula Vista. She says she applied for the permit as soon as she heard about the program. She began holding classes at Otay Lakes Park just a few days later.Kiff says it saved her business."This was the first time I really felt supported as a business," Kiff says of the new rule. "I understand why we shut down, and I was happy to do it. But when it got to the point where I would lose my business, I'm just looking for any lifeline I could get. The county really was that lifeline."A county spokesperson didn't say how many more businesses or houses of worship have applied for the fee-free permits, but told ABC 10News other applications are in process for approval.Since the county changed its rules, several other cities have followed suit, including San Diego, El Cajon, Coronado, La Mesa, and Oceanside. SAN DIEGO (KGTV) – A verdict has been reached in the trial of a former Yuma Police officer accused of raping his then-wife's cousin in 2017.Jurors found 34-year-old Jared Elkins guilty of four felony counts, including forcible rape and sexual penetration by force. Elkins was found not guilty, however, on four similar counts involving an intoxicated victim."I'm extremely pleased with this jury and their verdicts," said Deputy District Attorney Lisa Fox."The fact that he was a law enforcement officer and carried a weapon was significant for the victim in this case she believed that he would carry through with these threats and why she was so afraid of him," argued Fox.Elkins was taken into custody without bail following the reading of the verdict. SAN DIEGO (KGTV) — A surfer was found unconscious, face down in the water near Pacific Beach early Wednesday.San Diego lifeguards were notified of the woman in her 30's just after 8 a.m. inside the surf zone at Tourmaline Surf Park.10News spoke to Jason Glover, a paddleboard surfer who set up a robot-camera on the beach to capture surf videos. One of the clips captured the audio of the exact moment bystanders found the woman unconscious.“Hey! Hey! Call 9-1-1,” they said. Fellow surfers immediately pulled her out of the water and started CPR. Lifeguards continued life-saving efforts once they arrived, according to San Diego Fire-Rescue spokeswoman Mónica Mu?oz.The woman began breathing again and was transported to Scripps Memorial Hospital, but her condition was not immediately known.“They immediately brought her in. But that’s what surfers do. Whenever there’s a crew out here, you know you’re going to be fine because everyone looks after each other,” Glover said.It's unclear what caused the woman to become unconscious. 1042
