In 2015, Matthew Muncy, a father of four girls, was looking for work.“You go into the store and the kids, they’re wanting things, and you can’t give it to them,” he said. "Even so much as a candy bar could mean the difference between feeding them dinner or not."But the right job can be hard to find in Jackson County, Kentucky. The landscape is green with trees that scale up the mountains that shelter small cities like McKee, Kentucky from the hustle and bustle of the big cities.The entire county has one stoplight.“Great community, great people. I love it here,” said Keith Gabbard, CEO of Peoples Rural Telephone Cooperative.In this a population of fewer than 1,000 people, community means everything. It’s why Gabbard worked to bring hope to his neighbors, like Muncy.Gabbard brought fiber optic internet to the small city.“When you say fiber, people say, ‘cereal? What are you talking about?’” Gabbard recalled of what people thought when the idea first hit the area.Fiber optic internet is some of the fastest internet you can find.“Fine glass the size of a human hair that you send a light through,” he explained.In 2014, Gabbard's rural part of the Bluegrass State went from barely having any internet connection to now having some of the fastest internet in the country.“Think of the speed of light and how fast that is, that’s how I like to compare it,” Gabbard said. “Our Internet here is as good as New York City.”More than half of Americans say internet access has been essential during the novel coronavirus pandemic. However, according to 2016 figures, 39 percent of rural Americans lack access to broadband internet.The cost of bringing broadband to the Jackson County area wasn’t cheap. Gabbard says grants and loans covered most of the broadband network’s -million cost.But one of the biggest payoffs of the light-speed connection is opportunity.“We’re talking about people who have been working at a gas station before on minimum wage that are doing tech support for Apple from their home,” Gabbard said.Gabbard says the network has helped bring hundreds of jobs to the area.Muncy now works doing customer support for a major tech company.“If it wasn’t for the internet, I couldn’t do my job period,” he said.For him, the connection is to more than just the internet; it’s to a new life. 2320

But people living in low-income neighborhoods are waiting longer to get help.A new nationwide study released by the University of California San Francisco looked at more than 63,000 cardiac arrest cases and found, on average, it took ambulances nearly four minutes longer to get to patients in low-income neighborhoods compared to rich neighborhoods.“Ambulance response times is really, really important for health outcomes with regards to heart attacks,” says Andrew Friedson, an assistant professor of economics with the University of Colorado Denver.In fact, each minute delayed increases the odd that patient will not survive.“If you live in a wealthier area, your life expectancy is much longer than someone who lives in a poorer area,” Friedson says. “And this paper is starting to get into the mechanism as to one of the reasons this may be the case and that is ambulances tend to be a lot faster in area that are richer opposed to areas that are poorer.”Friedson, who studies economic disparities in healthcare, says one of the biggest reasons behind the difference in ambulance response times has to do with money.“You have a lot more specialty centers that are opening up in wealthier areas and you have hospitals that are closing in poorer areas, so it's not a question of the ambulances are going slower, but it's that the ambulances have further to travel.”With those hospital closures and the rising cost of health care, the authors of the study hope the report will start a conversation about what can be done to help vulnerable patients. 1593

In areas north of town, like the hard-hit Kingwood neighborhood, tall piles of debris--furniture, cabinetry, bedding--only just recently starting to get hauled away.  And there's no escaping the smell. The Red Cross continues to make daily deliveries to the hardest hit areas. Driving a Budget rental truck tattooed with a temporary Red Cross logo through the Kashmere Gardens neighborhood, volunteers hand off two cases of water to 26-year-old Joel Salazar.He takes it inside his empty apartment--a converted garage owned by his aunt-- where he's lost just about everything he owned. They didn't have insurance. But then again, they didn't expect it to get as bad as it did."The water [from the creek occasionally] gets high over here, but it's never high enough to go into a house. And everybody kept saying, it's not going to be that bad," Salazar said, adding, "I'll be fine."Now, he's relying on the kindness of others to get by--a mattress donated by friends, a t-shirt given to him by a local graphic printing company, and a place to sleep courtesy of his Uncle Hector, whose carpentry skills will come in handy soon. The smell has finally started to fade inside Salazar's place, and they can begin renovations.But there's something else that's made Harvey--and losing his apartment-- that much tougher for Salazar."When I came in here, I just started crying, like I was hurt. This is my house, the place I shared with my mom."Salazar shared the cozy one bedroom with his mother up until her death just over a year ago. She had Leukemia, and for a while it had appeared she'd beaten it, thanks to Salazar; he was the bone marrow donor."And then the cancer came back."She died soon after."I mean, I never really lived on my own until this past past year. It was difficult the first couple of months, and it still is."It was so hard in fact that Salazar had to put most of what reminded him of her--family photographs on the walls and tables--and hide them on the top shelf of his closet. "There was just a lot of memories there, and I just felt depressed every time I saw them."But heading home to take stock in what stayed dry, Salazar takes down the boxes of photos--some of his mother's most cherished possessions, now his, too. Harvey, he says, is his turning point. He's quick to stress that he'll always be thinking about her, but no longer will he feel the need to dwell on his mother's death."This flood is actually--it's kind of a good thing because, you know, I can rebuild and make the apartment my place and my home," he said, welling up with emotion. "It's going to give me a chance to move forward and be able to come home and relax, instead of always thinking about my mom."And you can bet that after Salazar decides which photos to display on his walls once more, the boxes with the others will go back up onto the tallest shelf he can find."They're safe with me." 2944
