EL CAJON, Calif. (KGTV) -- Neighbors say two elderly residents of the Lincoln Palms Apartment in El Cajon were taken to the hospital Wednesday, after an explosion on Lincoln Avenue. New resident Jorge Limon told 10News Reporter Rina Nakano he and his grilfriend Samantha were unpacking when they noticed an odd smell. Later, they heard what sounded like two explosions. "We thought somebody threw a table out of the window or something. But then we saw the smoke and fire," Limon said, adding that he immediately grabbed his fire extinguisher to help.  The explosion happened on the first floor of the building around 8 p.m., just below Limon's new apartment.Fire crews arrived four minutes after the 911 call, but were surprised to see that the flames were already out when they arrived. With his extinguisher, Limon was able to put out the flames. The explosion shattered the windows of the downstairs unit, leaving the curtains and glass all around the pool. Inside Limon found the two elderly residents, who he said both suffered injuries. "They both went ot the burn center, which means they had enough burns to where it was a concern," said Heartland Fire and Rescue Battalion Chief Bent Koch. San Diego Gas & Electric, El Cajon Police and several other agencies are investigating what caused the explosion. Limon told 10News his fire extinguisher was no accident. "I made a big deal to bring it," he said. During the second national lockdown in the United Kingdom, the country’s coronavirus cases dropped by about 30 percent, according to a new study.The report, from the Real-time Assessment of Community Transmission (REACT) program in the UK, looked at swab tests on more than 105,000 people between November 13 and 24.Researchers found about .96 percent of the sample tested positive for coronavirus. This compares to about 1.32 percent positive swab tests of a similar sample in a November 2 report.“Three weeks into the second national lockdown in England there has been a ~30% proportionate reduction in prevalence overall,” the REACT report concluded. However, “average absolute prevalence remains high at ~1%. Continued monitoring of the epidemic in the community remains essential until prevalence is reliably suppressed to much lower levels, for example, through widespread vaccination.”An estimated one in 100 people have coronavirus in the UK, according to the study.The UK’s lockdown started on November 5, and data has indicated there was a spike in cases right after, according to the BBC, as symptoms started to show before the effects of the lockdown.The four-week lockdown is set to be lifted Wednesday in the UK, and regions will fall into one of a few tiers based on the rate of infections in that area. The study’s authors said the latest round of test results show a higher prevalence of positive coronavirus tests in school-aged children, however they note schools have stayed open. The UK’s second lockdown kept schools open while the majority of other businesses closed and residents were asked to stay home and not socialize. The country has been paying 80 percent of employee wages during lockdown. They also found a higher prevalence of positive tests from healthcare workers compared to the October data.Researchers estimate the so-called coronavirus reproduction rate, or number of people who will contract the virus from one infected person, has dropped to about .88. EL CAJON, Calif. — The end of a partnership between a police K9 and his handler created an emotional moment in California.One of the El Cajon Police Department’s K9s, K9 Jester, is being assigned a new partner after his current partner resigned from the department.After working with Jester for the last two and a half years, Officer Jordan Walker voluntarily resigned to work for another agency, according to the department. Walker said he offered to pay for Jester, who was brought in through a Ben Roethlisberger?Foundation grant. K9s cost anywhere from ,000 to ,000 to bring in and train, according to the foundation.Because Jester is still in excellent health, he was assigned to work with a new partner, Officer Randall Gray. Gray and Jester have already started the bonding process and training together, the department said Thursday. EL CAJON, Calif. (KGTV) - The pandemic created a surge in food insecurity in San Diego and the purple tier restrictions are making it worse. Neighbors are stepping in to fill the bellies of those in need.In El Cajon a bright yellow wooden box is perched next to the sidewalk. On it a sign reads, "Blessing Box".Inside it's stocked like a mini grocery store, with grains like rice and pasta, beans, canned vegetables and protein. Single serving hot chocolate, tea and oatmeal line the second shelf. On the top shelf, snacks, drinks, and items to round out a meal are ready for the taking.Andrea Roberts heard of a Blessing Box in 2018 on social media and immediately knew she needed one.Her friend had the same intuition and had her husband craft the wooden box. They surprised Roberts by dropping it off on her porch.Roberts painted the box, affixed a stand to it, and cemented the stand in the grass next to her sidewalk in September 2018.Momentum has been growing through social media and the urge to help during the pandemic."Yesterday was jam packed, I had several people come and bring stuff, so much stuff they left the excess on the porch," Roberts said.She lifted her garage door to unveil piles of food and shelves of canned food, illustrating the willingness to give by the community."I'm overwhelmed, really overwhelmed." Roberts said when she put up the box she thought it would be self sustaining, 'take what you need and give what you can.'Since the pandemic, she said, there's been a surge in need and donations.According to the San Diego Hunger Coalition, more than 1,000,000 San Diegans are food insecure.That translates to three out of every ten people in the county don't know where they'll get their next meal."My hope is just that people find a resource where there is no shame no timeline, if you're working and you're barely making it.
