TIANJIN, June 8 (Xinhua) -- Scotland will strengthen cooperation with north China's industrial city Tianjin in trade, finance, education and new energy, according to a joint statement signed by officials from the two sides Thursday."The joint statement highlights Scotland's interest in developing long-term ties with Tianjin in areas such as financial services and renewable energy," said First Minister of Scotland Alex Salmond, who signed the document.Salmond, who led business groups to Beijing and Shanghai prior to his visit to Tianjin, said he hoped Chinese and Scottish firms could ink deals on renewable energy, finances, and life science.With a potential wind power generating capacity of 36.5 billion watts, the use of wind power in Scotland ranks among the top in Europe. MANILA, Aug. 26 (Xinhua) -- The Philippine government's high- level delegation to Beijing and the Hong Kong Special Administrative Region to brief the Chinese side the hijack crisis was postponed and would be reset soon, senior government official said Thursday.Presidential Spokesperson Edwin Lacierda, quoting the Department of Foreign Affairs as telling reporters that the Philippine government is "awaiting for the confirmation of the Chinese side on the arrangement that will ensure that the mission of the planned visit is achieved."He added that appropriate announcement will be made when the visit will take place.Earlier, Philippine authorities said the high-level delegation composed of Vice-President Jejomar Binay, Department of Foreign Affairs Secretary Alberto Romulo and Lacierda were supposed to leave for Beijing on Thursday and then proceed to Hong Kong on Friday.The officials will personally deliver President Benigno Aquino III's messages when meeting with Chinese leaders in Beijing and Hong Kong.The hostage crisis in Manila, involving a 21-member Hong Kong tour group, ended on Monday night with eight hostages killed and several others injured. BEIJING, May 10 (Xinhua) -- Home prices in 70 large and medium-sized Chinese cities rose by 12.4 percent year on year in May, the National Bureau of Statistics (NBS) said in a statement Thursday.The growth rate was 0.4 percentage points lower than that of April, as property sales in first-tier cities, including, Beijing, Shanghai and Shenzhen, contracted following a string of government measures to rein in price rises.Second-hand homes prices posted a year-on-year increase of 9.2 percent in May, but fell 0.4 percent from April, said the NBS in the statement.New home prices rose 15.1 percent year on year, down 0.3 percentage points from April.In May, floor space sold stood at 67.77 million square meters, a decrease of 12.74 million square meters from April.Floor space sold in the first five months climbed 22.5 percent from a year earlier to 302 million square meters. Growth in the first five months was down 10.3 percentage points compared with the January-April period.

BEIJING, July 29 (Xinhua) -- The People's Liberation Army (PLA) Navy had conducted a large scale of live-ammunition training exercise in the South China Sea, according to a front-page report on Thursday's PLA Daily newspaper.The exercise, which was carried out on July 26, brought together a large group of warships, submarines and combat aircraft.During the exercise, warships and submarines from the Navy's South China Sea Fleet performed precision strikes on surface targets by firing guided missiles while surface warships conducted anti-missile air defense operations, said the PLA's official newspaper.A naval aviation fleet also participated in air control operations, according to the report, which did not specify the exact location of the training or the number of participating warships.In overseeing the training, General Chen Bingde, PLA's chief of the General Staff, said that the PLA should "pay close attention to the development of situation and tasks" and make "solid preparation for military struggle which depends on massive military training" .

BEIJING, Aug. 13 (Xinhua) -- The State Administration of Civil Service Thursday announced a plan to select personnel for central government organizations from the grass-roots level.In all, 30 civil servants will be selected and assigned to 11 ministry-level organizations such as the ministries of foreign affairs, education, agriculture and culture.Civil servants working in government organizations in the province, city, county and village levels can apply for these posts.However, those at the provincial level will have to have two-years of grassroots work experience while village-level civil servants must have at least three-years of work experience.The written test and interview for the selection will be held in September.According to a statement released by the administration, the plan aims to create a system of cultivating civil servants from the frontline and grass-root levels for optimizing the structure of civil servants in central government departments.
