SAN DIEGO (KGTV) - A former La Jolla restaurant owner convicted of raping multiple women was sentenced on Tuesday to 40 years in prison. On a live stream to the courtroom while sitting in jail, Daniel Dorado was read his term after several women gave their victim impact statements. The former owner of Voce Del Mare was found guilty last December on 20 counts related to rape and sexual assault of four victims who were unconscious and intoxicated. ABC10 News broke the story two years ago when he was charged with drugging and raping women, sometimes at his restaurant.Fighting back tears on Tuesday, one victim described her trauma from meeting Dorado after answering an ad on Craigslist for a hostess position. "Years after the assault, I still don't feel safe going to job interviews in-person, alone. I don't feel safe to do outdoor activities alone. I can't tolerate being around men. Not even family," she stated."He is an evil individual," said another woman who added, "I simply went on a date with him and ended up getting sexually assaulted by him for hours in a hotel room where I was unconscious."One woman who was named as a victim defended Dorado on Tuesday and said that she was even friends with him. She accused detectives of manipulating her to testify against her will and appear confused about a possible assault. She told the judge, "Your honor, Mr. Dorado never raped me. I never went to the police. I never filed a police report. In fact, I declined a restraining order against Mr. Dorado and I told detectives that I did not want to press charges."Dorado addressed the courtroom and denied any wrongdoing. He added, "I have spoken the truth since the very first day that this all began. I did not skip town. I did not make faces to the accusers. I am still in shock by what has happened." He maintains his innocence and has said that every sexual encounter was consensual."The total term of imprisonment is 40 years. I don't mind saying [that] I believe this is the maximum I can impose under the law," the judge told the courtroom. Dorado was also ordered to pay ,000 in restitution.ABC10 News reached out to the DA's Office for a response regarding the woman who defended Dorado during the hearing. The DA's Office sent the following statement."Today’s comments in open court by the judge, the victims and our prosecutor along with the evidence presented at trial, all support the just result and appropriate sentence in this case." 2469

SAN DIEGO (CNS) - Two community boards that review police practices will hold emergency meetings Wednesday and Thursday regarding the San Diego Police Department's de-escalation-of-force policies. The city's Citizens Advisory Board on Police/Community Relations will meet at 6 p.m. Wednesday, followed by a Thursday evening meeting of the Community Review Board on Police Practices, both of which can be viewed on the city's website and YouTube page.San Diego Mayor Kevin Faulconer said the goal of both meetings is to "take a serious look at de-escalation recommendations that could be implemented by our department" and "increasing and facilitating further dialogue and understanding between our officers, our men and women who are out there protecting us, and the community."Faulconer said public input is welcome regarding what SDPD policies should be updated or changed."Many are crying out to be heard. We are listening," Faulconer said. "Your city is listening. Now we want to turn those words into actions."The meetings will be held amid protests against police brutality staged in San Diego and elsewhere across the country, and follow Monday's announcement by the SDPD that it is banning the use of the carotid restraint technique. While the protests occurring both locally and nationwide were triggered by the Memorial Day death of George Floyd in Minneapolis, some have accused local law enforcement of escalating violence during protests in San Diego and La Mesa through the use of tear gas and bean bag rounds to disperse crowds.During a Monday news conference outside the County Administration Center, community leaders said weekend protests in San Diego and La Mesa were peaceful until officers clad in tactical gear crowded protesters, then fired non-lethal ammunition toward the protest groups. Will Rodriguez-Kennedy, chair of the San Diego County Democratic Party, said San Diego police caused "the panic that led to the escalation of violence" on Sunday by boxing in the crowd in downtown San Diego."How many of y'all think marching troops towards a contained space is de-escalation?" he asked.Local activist Tasha Williamson criticized law enforcement who responded to Saturday's protest in La Mesa, during which protester Leslie Furcron was shot in the head with a projectile, allegedly by a police officer.Furcron's family held a news conference outside La Mesa City Hall Tuesday afternoon to call for the officer involved to be fired and criminally charged. 2487

SAN DIEGO (CNS) - The U.S. Department of Defense announced Wednesday its phased plan to distribute and administer the COVID-19 vaccine from the Naval Medical Center in San Diego and the Naval Hospital in Camp Pendleton. The DOD is working with the Department of Health and Human Services and the U.S. Centers for Disease Control and Prevention on the distribution of COVID-19 vaccines. As one of the 64 jurisdictions to which the United States government has allocated vaccines, the DOD plans to administer its initial allocation of 43,875 doses of the COVID-19 vaccine to populations of uniformed service members -- both actives and reserves. That includes members of the National Guard, dependents, retirees, civilian employees and select contract personnel. The department is prioritizing DOD personnel to receive the vaccine based on CDC guidance, first focusing on those providing direct medical care, maintaining essential national security and installation functions, deploying forces, and those beneficiaries at the highest risk for developing severe illness from COVID-19 before other members of the DOD population.Distribution will be conducted in phases. Due to limited availability of initial vaccine doses, the first phase will distribute and administer vaccines at select locations.Initial distribution sites -- including the two local sites -- were selected by the DOD's COVID Task Force based on recommendations from the military services and U.S. Coast Guard, to best support several criteria:-- Anticipated supply chain requirements, such as cold and bulk storage facilities-- Local population of at least 1,000 priority personnel across the military services-- Sufficient medical personnel to administer vaccines and actively monitor vaccine recipientsThe distribution of the allocated COVID-19 vaccines will begin once the Federal Drug Administration authorizes the COVID-19 vaccine for emergency use and in accordance with Operation Warp Speed guidance.Other distribution sites in the continental United States include Fort Hood, Texas, Joint Base Lewis McChord, Washington, Fort Bragg, North Carolina, and Walter Reed National Military Medical Center in Bethesda, Maryland. 2200

SAN DIEGO (KGTV) — UPDATED: MARCH 19, 2020, 7 PM - In a post to Instagram, The Gym San Diego said it would comply with the county’s order and close starting on Friday.San Diego County officials ordered all gyms and fitness centers to close Wednesday in an effort to stop the spread of the coronavirus.Officials also banned gathering of groups of 10 or more people in one room as people worldwide practice social distancing.Despite the orders The Gym San Diego located in Pacific Beach remained open to members."I just think personally, it’s being drawn out of proportion," said gym goer Daniel Rosati.Rosati chose to show up to The Gym and work out, telling 10News he did not see a problem with fitness center choosing to continue letting people in."I think if people have energy and they feel that good, I doubt very highly they have the coronavirus," he said. "That’s just my opinion."Rosati said he believes people were working out a safe distance apart."I know it’s very safe, there’s disinfectants everywhere, they’re wiping everything down all day long in between each person," he explained. "If anyone even slightly has the slightest cough or sniffle, the owner, Rick, asks them to leave."The San Diego Police Department said The Gym choosing to stay open is in violation of the county public health order, which is a misdemeanor. Police officers can give citations and even make arrests. However, officers may also just contact the business, educate them on the details of the order, and try to get them to comply."Everybody is using precautions and I don’t think that they should shut it down," said Rosati. "I’m hoping to come back later a second session."10News did reach out to gym employees to try to get a comment about why the owner chose to stay open, but did not get a response. 1804

SAN DIEGO (KGTV) — A car owner in Old Town has a warning if you're planning on parking in the popular area: A destructive thief may be lurking. On the morning after Cinco de Mayo, blocks from the festivities, Amy Wysocki discover an unpleasant post-celebration surprise."Just heartbreaking. I instantly broke into tears," said Wysocki.Along Congress Street, Wysocki found a side window of her Lexus on the ground, smashed."Then I came upon the other broken window, which was also a shock and quite a bummer," said Wysocki.Inside her car, about 30 bucks in emergency cash was missing, along with some ibuprofen. Her windows are tinted, but if someone peered inside, some boxes filled with paper products can been seen. Wysocki believes those boxes made her car a target. Wysocki is hardly alone. Along Congress Street, there is a trail of broken glass."It's really sad. It's disgusting," said Wysocki.Police told Wysocki there were seven other "smash-and-grab" break-ins discovered in her neighborhood that same day. A check of Crimemapping.com, which tracks data from police reports, reveals a string of car burglaries in the area in recent weeks. Wysocki had only recently moved into the area as well."To smash and break two of my windows which is going to cost me over 0 in repairs for in valuables, that's an overwhelming feeling," said Wysocki. 1363
