GUANLING, Guizhou, June 30 (Xinhua) -- Rescuers have recovered eight bodies from the ruins of a southwest China village, two days after a devastating rain-triggered landslide destroyed 37 houses and buried 99 villagers under mud, authorities said Wednesday.As of 10:30 p.m. Wednesday, 91 residents of Dazhai Village, Guanling County, Guizhou Province, remained missing, said officials at the rescue headquarters.From 6 p.m. to 10 p.m. Wednesday the bodies of three buried villagers were recovered, bringing the confirmed death toll to eight, said the officials.A total of 26 heavy backhoes had removed 100,000 cubic meters of clay. Some 2,000 people took part in the rescue work, said Pu Jianjiang, head of the provincial work safety bureau.The landslide brought down about 1.5 to 2 million cubic meters of mud, which was unstable and likely to trigger additional landslides, said Yin Yueping, a researcher with the Ministry of Land and Resources.The landslide struck 37 homes in Dazhai Village at 2:30 p.m. Monday.At least 1,000 villagers who lived in the area have since been evacuated.

BEIJING, July 25 (Xinhua) -- A swollen subtributary of the Yangtze River has sent a deluge to Danjiangkou Reservoir, a major reservoir in central China's Henan and Hubei provinces, the state flood control agency said Sunday.The water level of the Danjiang River, a tributary of the Hanjiang River, rose to 217.59 meters Saturday afternoon, with a water flow of 10,000 cubic meters per second, the highest since 1953, said a statement of the State Flood Control and Drought Relief Headquarters.Hanjiang River is the second largest tributary of the Yangtze River, China's biggest river.Flood gushed into the Danjiangkou Reservoir, at the confluence of the Danjiang and Hanjiang rivers, 34,100 cubic meters a second early Sunday, the second biggest deluge since the reservoir was built in 1968.Liu Ning, vice minister of water resources and secretary general of the State Flood Control and Drought Relief Headquarters, said Sunday that local authority should closely monitor the weather, and step up monitoring efforts against potential flood risks.Premier Wen Jiabao has ordered local governments to adopt scientific measures to prepare well for "more serious floods and disasters" as some of the country's major rivers surpassed their warning levels.Wen said China was at a "crucial stage" for flood control during an inspection tour in Hubei Province that began July 23.

BEIJING, July 24 (Xinhua) - Flooding was temporarily eased on the Yangtze River as the Three Gorges Dam on China's longest river saw water levels slightly down from its crest stage, the nation's flood control authority said Saturday.The water level at the dam fell to 158.54 meters as of 8 a.m. Saturday, 0.32 meters lower than its highest level of 158.86 meters which took place on Friday morning, according to data from the Office of State Flood Control and Drought Relief HeadquartersThe water was flowing from the upper stream of the river at 31,000 cubic meters per second, said the office in a statement on its website.However, the water level was still 13.54 meters above the alarm level and is expected to increase again due to rainfall and water inflows from tributaries in the upper stream, the statement said.The office warned that the water level at the dam is very likely to exceed the historical level, if it rises again.Some of the country's other major rivers were also witnessing water levels surpassing their warning levels, including the Jialing River, Hanjiang River and Huaihe River, the statement said.Chinese Premier Wen Jiabao said China was at a "crucial stage" for flood control during an inspection tour in central China's Hubei Province that began July 23.He ordered local governments to adopt scientific measures to be well-prepared for "more serious floods and disasters" .Floods in China this year have left 742 people dead and 367 missing as of Friday, according to the flood control office.

NANJING, July 4 (Xinhua) -- China is mulling using environmental indices as a yardstick to evaluate the performances of local governments and officials as the country seeks to convert its development mode to a green one, experts said Sunday.The new assessment criteria has been proposed in a draft of China's 12th Five-year Plan (2011-2015), which the government is currently working on. The draft is to be reviewed and is expected to be approved in March 2011 by the nation's top legislature, the National People's Congress."This means local governments will have to implement more effective measures to upgrade industries, save energy and cut emissions, rather than simply focus on GDP growth," said Hu Angang, a top policy advisor, at a theme forum of the Shanghai World Expo in Nanjing, capital of east China's Jiangsu Province. The two-day forum ended Sunday.With GDP the most significant indicator in evaluating the performances of local governments and officials, many tend to neglect the environmental factors while concentrating on economic growth."The 12th Five-year Plan will not only be China's first national plan for 'green development' but also the historical starting point on the nation's path towards a 'green modernization'", said Hu, also a prominent economist at Tsinghua University, who has been a member of the research team to draft the 10th, 11th and 12th five-year plans."Altogether, 24 indices in the current draft are about green development, covering more than half of the total index number of 47. Some of those 'green indices' would be used to assess local governments and officials," he added."For instance, indices on 'water consumption per unit GDP', 'proportion of clean coal consumption', 'decrease in natural disaster-resulted economic losses', and proportion of GDP invested in environmental protection' are in the category of assessment criteria in the draft," said Hu."As a large developing country with a population of 1.3 billion people, China is under unprecedented pressure for both economic development and environmental protection," said Zhou Shengxian, China's Minister of Environmental Protection, at the forum."The old path of economic growth based on environmental pollution, implemented in developed countries over the past 300 years, is not feasible in China, and China can not afford the losses brought by this development mode," he added.After the international financial crisis broke out in September 2008, the United Nations Environment Programme (UNEP) advocated the development of a "green economy" worldwide.Many countries have turned to a "green recovery" by developing new energies, environmental protection and recycling the economy.In China's 4-trillion-yuan (about 570 billion U.S. dollars) economic stimulus plan, funds for energy savings, carbon reductions and ecological construction reached 210 billion yuan.
