SAN DIEGO (CNS) - Violent crime in San Diego County rose in the first half of the year for the fifth consecutive year, according to a report released Tuesday by the San Diego Association of Governments. The report by SANDAG's Criminal Justice Research Division found that the mid-year number of violent crimes in the county was 5,545, up from 5,510 last year; 5,421 in 2017; 5,361 in 2016; and 5,330 in 2015. The five-year increase amounts to a 4% bump in violent crime. Reports of property crime went the opposite direction, falling from 30,447 in 2015 to 27,236 in 2019, an 11% decrease. The mid-year numbers of violent and property crimes in 2019 are vastly different from 2009, when the city received 6,256 violent crime reports and 35,204 property crime reports. Violent crime reports dropped 11.4% in that span, mainly because robbery reports fell from 1,931 to 1,411, according to the SANDAG report. Despite the overall drop in robbery reports, this year's number increased 5% compared to the same six-month period last year. Arson reports saw the largest drop from last year to this year -- falling 28% from 190 to 136 -- while homicides dropped from 40 to 38. Reported property crimes fell 22.6% from 2009 to 2019 and residential burglaries saw the biggest decrease in that time, dropping 53.9% from 4,460 to 2,054. Larceny over 0 was the only category to increase from 2009 to 2019, rising from 7,578 to 8,527. Reports of rape fell to 539 after reaching 604 at the midway point of 2018. However, numbers since 2015 may be somewhat deceiving, as California law enforcement broadened the definition of rape in 2015 to include ``male victims, sodomy, penetration with any body part or object, and no longer requires force,'' according to SANDAG Division Director of Criminal Justice Dr. Cynthia Burke. SAN DIEGO (CNS) - The San Diego-based Institute of Public Strategies reminded residents Tuesday that reduced alcohol usage plays a large part in suicide prevention and increased mental health, especially among teenagers and young adults.According to the San Diego County Medical Examiner, alcohol use was a factor in 30.8 percent of county suicides in 2016. Data from the National Alliance on Mental Health shows that roughly 29 percent of people with a diagnosed mental illness abuse drugs and/or alcohol. The abuse of alcohol can mask conditions like anxiety and depression, and can also impair judgment and spur impulsive behavior -- two factors that lead to suicidal tendencies, according to IPS.The risk for teenagers and young adults is especially high because alcohol and drug abuse can hamper mental and physical development. California school districts with students in grades 7-12 are required to develop policies that aid in preventing suicide and reducing the risk of suicide. Teachers are also trained to recognize the signs of drug and alcohol abuse among teens and young adults.According to IPS, which focuses on public health and safety issues, and the San Diego County Office of Education, helping youth learn about the dangers of alcohol abuse is one of the most important suicide prevention tools educators can use."It is common to see substance use disorder coupled with mental disorders,'' said Heather Nemour, project specialist for the SDCOE's Student Support Services department. "Understanding the role of substance use in suicidal behavior and how to intervene early is a critical component of school staff training in reducing youth suicides.''Local policy can also help reduce alcohol abuse in all demographics, according to the nonprofit, which advocates taking steps to increase alcohol taxes, limit alcohol sales to a certain number of outlets and enforce limits on when alcohol can be sold, using tools like blue laws, to promote healthy lifestyle choices and reduce the risks of abuse and suicide. 2038

SAN DIEGO (KGTV) - A great-grandmother is pleading for the return of her late husband's ashes, after the theft of a truck belonging to the moving company she hired.A frustrated Dee Randolph spoke to 10News from her new home in Tennessee. On a day in May, Mission Transportation - the company she hired for the move - loaded up her belongings at her home in La Mesa. That same night, or early the next morning, the truck was stolen from near a parking lot in the 6400 block of Federal Boulevard in Lemon Grove. "I was just in shock. How do you react? I was stunned," said Randolph.Weeks later, the truck was found abandoned outside a vacant building near Escondido.Three-quarters of her possessions were gone, including furniture, clothing and dozens of pieces of jewelry. Also missing was an urn holding the ashes of her husband David, who passed away from a stroke in 2014."I used to carry him with me for about a year. When I was in the kayak, I brought him with me ... made me feel like he was still with me ... Now I don't feel like he's here. I feel like he's gone," said Randolph.Also stolen was a wooden sculpture and several other art pieces crafted by her husband, a millennial print of a Rembrandt etching valued at several thousand dollars, and a detailing of her lineage inside a bible that's been in her family for several centuries."I was passing it onto my grandsons to continue that history," said Randolph.That history is lost for now, along with a piece of Randolph's heart. "You don't think when you hire a moving company that you will lose everything," said Randolph.The monetary loss will be covered by the moving company and her own homeowner's insurance. Randolph hired a private investigator, who obtained surveillance video showing a white van pulling up to the moving truck. SAN DIEGO (KGTV) -- A 20-year-old woman died following a shooting that left three others injured at a party in La Jolla Sunday morning, according to San Diego Police. Police were called to the 7500 block of Draper Avenue near Jack in the Box around 12:39 p.m. after reports of shots fired. According to police, partygoers were standing outside a home in the area when a light-colored sedan drove into the alley and shot the victims. When officers arrived, they found a 20-year-old woman and 23-year-old man with gunshot wounds, according to police. Police say both victims were rushed to the hospital where the woman later died. The 23-year-old is in serious but stable condition, police say.Two other victims, both 19-years-old, later showed up at different hospitals with gunshot wounds and are in stable condition, police say. The suspects are still at large and police say they have no description at this time. The victims haven’t been identified. SAN DIEGO (KGTV) - As police ramp up their probe, an Otay Mesa dog owner believes his dog may also have been targeted by a pepper spray-wielding mail carrier.The owner of 9-year-old Roscoe didn't want identified, but he tells 10news about two months ago - moments after their mail carrier left - Roscoe started to twitch in pain, which lasted minutes. He say Roscoe was behind a gate and not a threat to the postal carrier. Hours later, the dog's eyes were still red. The dog's owner didn't report it, but says another neighbor complained about a similar occurrence. Both of their homes are just blocks from the Galindo home on Agosto Street."Makes me feel angry and so sad that he's causing so much pain," said Alfonso Galindo.Earlier this week, he spoke to 10news about the strange stains on his patio that prompted him to check his surveillance video. He watched the unbelievable unfold: a postal carrier appearing to hold pepper spray under the mail, as he walked by a metal gate. Behind the gate is his 7-year-old rescue Pupa. At the same time, Pupa begins convulsing for minutes."Sickening. It's scary how nonchalant he is. He's done this before," said Galindo.Galindo says he found nine similar incidents in the recordings on his hard drive, about a month's worth. The Postal Service issued an apology, saying the 'appropriate action' will be taken."That left me with a question. Is this person going to be retrained and put back on my route? That's not going to cut it," said Galindo.There are also more questions about the impact on his two young children, who are constantly touching and hugging Pupa. For months, they've suffered mysterious respiratory issues, requiring frequent trips to the hospital. On Wednesday, both were diagnosed with asthma. Galindo says more tests need to be done, but doctors believe the pepper spray could be the cause, and at the minimum, is an aggravating factor."I'm scared to find out where this could take my children.
