Sen. Tammy Duckworth, who just gave birth to her second child, is attempting the rare move of changing longstanding Senate rules in order to accommodate senators with newborns.The Illinois Democrat has submitted a resolution this week that would allow senators to bring a child under one year old to the Senate floor during votes, which they currently cannot do."After many positive, constructive conversations with her colleagues on both sides of the aisle, Sen. Duckworth is glad to be able to offer this legislation to ensure no senator with an infant is prevented from performing their constitutional responsibilities -- and send a message that working parents everywhere deserve family-friendly workplace policies," said Kaitlin Fahey, Duckworth's chief of staff, in a statement provided to CNN on Monday. "She is optimistic that this will be resolved quickly."Duckworth gave birth to a baby girl on April 9 becoming the first US senator to do so while in office. The senator decided to take her maternity leave in Washington rather than in Illinois so as to be on hand and available to cast her vote, if needed.Leading up to giving birth, the senator openly expressed concerns how the Senate rules might impact her ability to do so while caring for her newborn."If I have to vote, and I'm breastfeeding my child, especially during my maternity leave period, what do I do? Leave her sitting outside?" Duckworth brought up in February during a Politico "Women Rule" podcast.There are a whole host of Senate rules that would make voting difficult for a senator while caring for her baby -- being unable to hand the baby off to a staffer, being unable to bring a child onto the floor and being unable to vote via proxy.Duckworth's resolution must first pass the Senate Rules Committee and then approved on the Senate floor to take effect. Rules Committee Chairman Roy Blunt, R-Missouri, and the panel's top Democrat, Amy Klobuchar of Minnesota, have both been receptive to the rules change.Blunt and Klobuchar released a joint statement Tuesday."As leaders of the Senate Rules Committee, we support Senator Duckworth's resolution and intend to move it swiftly through our committee," they stated.The committee might take up the rule change as early as this week, according to a congressional aide.Quick passage could allow Duckworth to be able to vote with her newborn on the floor as early as next week. Special counsel Robert Mueller's team has informed President Donald Trump's attorneys that they have concluded that they cannot indict a sitting president, according to the President's lawyer."All they get to do is write a report," Trump lawyer Rudy Giuliani told CNN. "They can't indict. At least they acknowledged that to us after some battling, they acknowledged that to us."That conclusion is likely based on longstanding Justice Department guidelines. It is not about any assessment of the evidence Mueller's team has compiled.A lack of an indictment would not necessarily mean the President is in the clear. Mueller could issue a report making referrals or recommendations to the House of Representatives.The inability to indict a sitting president has been the position of the Office of Legal Counsel in the Justice Department since the Nixon administration and reaffirmed in the Clinton administration, but it has never been tested in court.It had been an open question whether, if investigators found potentially criminal evidence against Trump, Mueller's team would try to challenge those Justice Department guidelines.CNN reached out to Mueller's team. They declined to comment.Deputy Attorney General Rod Rosenstein publicly discussed the issue earlier this month at an event held by the Freedom Forum Institute. He was asked if a sitting president can be indicted."I'm not going to answer this in the context of any current matters, so you shouldn't draw any inference about it," Rosenstein said. "But the Department of Justice has in the past, when the issue arose, has opined that a sitting President cannot be indicted. There's been a lot of speculation in the media about this, I just don't have anything more to say about it." Rosenstein oversees the special counsel probe.Giuliani tells CNN the special counsel's team has decided that "they have to follow the Justice Department rules.""The Justice Department memos going back to before Nixon say that you cannot indict a sitting president, you have to impeach him. Now there was a little time in which there was some dispute about that, but they acknowledged to us orally that they understand that they can't violate the Justice Department rules," Giuliani said."We think it's bigger than that. We think it's a constitutional rule, but I don't think you're ever going to confront that because nobody's ever going to indict a sitting president. So, what does that leave them with? That leaves them with writing a report," said Giuliani.It would then be up to the House of Representatives to decide what to do about with the special counsel's report -- and whether to pursue articles of impeachment.Giuliani also said that he is using the one-year anniversary of the Mueller probe, which is Thursday, to push the special counsel to disclose how much money is being spent, and to actively begin negotiating with Trump's legal team over any Trump interview Mueller is seeking."Do you really need an interview?" Giuliani said he wants Mueller's team to answer."You've got all the facts. You've got all the documents. You've got all the explanations. We're happy to tell you they're not going to change." 3176

Some people who have been dealing with COVID-19 symptoms for months are getting hope with a new diagnosis.Doctors are starting to recognize a syndrome called POTS in some of them. It stands for postural orthostatic tachycardia syndrome.POTS is a disorder of the autonomic nervous system, which is responsible for controlling things like our heart rate and blood pressure.It's estimated as many as 3 million people in the U.S. have POTS, not connected to COVID-19, but it's a new diagnosis for some post-COVID patients.“One has to have pots like symptoms at least more than 6 months before we can diagnose pots and that's another reason we are only beginning to recognize pots now because the pandemic started earlier this year and although we feel like it’s been going on forever, we are only recognizing it now,” said Dr. Tae Chung, Director of the Johns Hopkins POTS Clinic.Chung just opened a clinic dedicated to post-COVID patients with POTS-like symptoms about a month ago. Those symptoms include lightheadedness, prolonged fatigue and brain fog.It is a hard condition to recognize and doctors are being cautious in diagnosing it.“The symptoms to a medical provider, they may seem kind of non-specific. Oh you've had an infection, you're going to be tired, but no when people have lightheadedness that is severe and seems to be disabling and limiting activity, we need to be thinking about the possibility of an autonomic disorder,” said Dr. Brent Goodman, who runs the Autonomic Lab at the Mayo Clinic in Scottsdale, Arizona.Goodman has also been seeing post-COVID-19 patients who have developed POTS.The treatment is individualized but can include exercise, changing up how much salt is in your diet, and medication.It's not clear yet how recovery will be for post-COVID-19 patients. SPRING VALLEY, Calif. (KGTV) -- A driver was arrested Monday morning after hitting several parked vehicles and shearing a fire hydrant in Spring Valley, sending water towards nearby homes and a church.According to the California Highway Patrol, the incident happened at around 5:15 a.m. in the 9100 block of Akard Street.CHP officials said the man struck at least two parked vehicles, hit a fire hydrant and then lost control, causing his truck to flip over.The driver crawled out of his truck and tried to run away, but officers captured him a few blocks away.When the truck slammed into the fire hydrant, it caused a geyser that reached up to 40 feet in the air and flooded nearby homes and the Grace Covenant Church.Most of the water damage affected the WOW Christian Preschool at the church. School director Sally Gutierrez said both of the classrooms sustained heavy water damage, as well as the playground areas."The floor, the carpets, it all got pretty wet," said Gutierrez. "There's even water dripping down the walls from upstairs."Water crews were able to shut off the geyser after about 20 minutes.The preschool reopened in May after closing during the coronavirus pandemic. Only 10 students were enrolled, but they had planned to expand to 30 students in the fall to start the new school year."We don't really know how long we'll be closed now," said Gutierrez. "Everything's on hold. The car that crashed, it affected to many of the neighbors, but it affected us as well, and all of our families."The driver, who was placed under arrest, was taken to the hospital to be evaluated for minor injuries.
