SAN DIEGO (KGTV) - Students spent Friday gathering their belongings and saying goodbye to their peers at the Art Institute of San Diego.The school's operator, the for-profit Argosy University, shut down the campus after court documents alleged it misused millions of dollars in federal funds. The move left many students angry and wondering what's next. "I feel so empty," said Marjan Razavi, about six months from graduating and ,000 in debt. "I lose my job and my education at the same time."The Institute's closure is the latest for-profit run school to abruptly shut down in San Diego. In 2018, Brightwood College closed its doors. In 2016, the giant I.T.T. Technical Institute shuttered. Derek Abbey runs the Veterans Center at San Diego State University, a population he says the for-profits target because of their education benefits. Abbey said the schools often make grand job promises, but charge higher tuition than public universities (a federal study showed double), but spend a lot of that money on advertising. "They're getting out in front of the populations that they expect are going to come to their school, and often times those are under represented populations that don't know the higher education systems," Abbey said. Abbey teaches the alternative options like attending community college and transferring to a public university - many now offering the convenience of online classes. About twenty colleges participated in a transfer fair at the art institute building Friday. Students also can request loan forgiveness, however that would involve canceling some, or all, of the credits they've earned so far. SAN DIEGO (KGTV) - Surveillance cameras caught two people in a truck turning an alley in El Cerrito into a dumping ground.Just off Dayton Street is one unsightly mess. Maurizio Rios, who lives near the alley, can barely look at it."Feels terrible. It's actually disgusting," said Rios.Right next to a new home construction are two barbecues, two chairs, and parts of a several different tables. "The image is not a good image. It's trash. It's a dump," said Rios.The men who sullied that image were likely not aware that Rios' surveillance cameras were watching.Monday afternoon, just before 3:30 p.m., a pickup truck loaded with stuff was seen driving down Dayton Street and turning into an alley. From several other cameras, the truck is seen driving through the alley, before it finally stops. Two people then get out and begin unloading. More than four minutes later, the truck drives off."It's unbelievable. Why don't they just take it to the dump?" said Rios.Rios filed a police report and delivered a big clue: a clear image of the front license plate. Last year, the City of San Diego increased penalties for illegal dumping. Fines now range from 0 to ,000. 1178

SAN DIEGO (KGTV) — Surveillance video captures in "disturbing" peeper outside a home in Old Town, as a teenage girl slept inside.Steve rents a home along Jefferson Street. Around 1:30 a.m. Sunday, he was close by with some friends when he got an alert on his phone."Just a feeling of alarm," said Steve.A stunned Steve saw video of a man outside his home, just staring. The cameras capture an older, balding man on the side of the home. His left hand is in his pants, as he peers into the windows."Behavior was really creepy," said Steve.Steve called police and raced home. His 15-year-old daughter was inside, asleep on the couch. In the video, the man keeps looking inside, though all the blinds are closed. His hand is still where it is."My immediate concern is that the guy is going to break a window or climb in the house," said Steve.After peering in the windows, he goes around the back and out of camera range. When he reappears, he decides to smoke before taking yet another look."He was so comfortable in my space looking in my windows and doing what he may have been doing," said Steve.Not long after, police arrive and take him into custody. The video shows he had been outside the home for some 30 minutes. Police say there was not enough evidence a crime had been committed and the man was released after an hour. Steve is still hoping to get the word out on the stranger and the odd behavior he fears could escalate."Probably has done it before and will do it again. Next time, he may go inside the house and decide to do something more than looking in a window," said Steve.Though charges haven't been filed, anyone with information on the case is asked to call San Diego Police at 619-531-2000. 1719

SAN DIEGO (KGTV) — The Camp Pendleton Marine accused of trying to smuggle migrants through the San Ysidro Port of Entry this month has been identified.Bryan Oneal Newell Jr. was arrested Dec. 2 by U.S. Customs and Border Protection personnel at the San Ysidro Port of Entry, according to Camp Pendleton. Newell is accused of trying to bring undocumented immigrants into the U.S.Newell, a junior-enlisted Marine, was being held in civilian custody while CBP and the Naval Criminal Investigative Service investigated.RELATED: Marine accused of trying to smuggle immigrants through San Ysidro Port of EntryCamp Pendleton said Newell was not part of military personnel sent to the border to assist personnel with border operations.Newell is the most recent Marine from Camp Pendleton to be charged in an immigration scandal. In July, 23 Marines were detained over human trafficking, drug distribution, and weapons charges, according to the base.Of those 1st Marine Division Marines, six have pleaded guilty at court martial appearances while 13 have approved agreements to leave the Marines rather than go through court martials or waiving separation board processes. SAN DIEGO (KGTV) -- The City of San Diego is moving forward with a plan to underground utilities in eight neighborhoods throughout the city. In a meeting Monday, San Diego’s City Council voted to establish underground utility districts. The district's would include the neighborhoods of Otay Mesa-Nestor, San Ysidro, Clairemont Mesa, Encanto, Southeastern/ Skyline-Paradise Hills, College Area, Navajo, and Mid-City: Eastern Area. So far, the City of San Diego has moved roughly 400 miles of utilities underground. RELATED: SDG&E moves 20 miles of power lines undergroundAlthough Monday's meeting marked the first step in the process, the city says construction won’t begin for several more years. In total, the project is estimated to cost more than .2 million, including .5 million for the electrical utility work and .7 for related work, including administration, streetlight replacement, street resurfacing and related work. Recently, the city increased staff to accommodate more undergrounding districts and increase customer service.
