BEIJING, Jan. 25 (Xinhua) -- The central parity rate of yuan, the Chinese currency, Tuesday gained 2 points to 6.5881 against the U.S. dollar, according to the China Foreign Exchange Trading System.China's central bank announced in June 2010 it would further reform the exchange rate formation mechanism to improve its flexibility.On China's foreign exchange spot market, the yuan can rise or fall 0.5 percent from the central parity rate each trading day.The central parity rate of the RMB against the U.S. dollar is based on a weighted average of prices before the opening of the market each business day.

CANBERRA, April 14 (Xinhua) -- Scientists on Thursday expressed disappointment to the decision to cancel the long-running Australian Science Festival in Canberra.The festival has been operating during August for the past 19 years with free and ticketed science education activities.However, the festival organizers on Wednesday announced to halt this year's program after failing to secure support from the Australian Capital Territory state government in time to arrange events.According to Australian Science Communicators president, Jesse Shore, thousands of school children have attended the festival over its history to learn more about science as a career."It's encouraged other activities to join it, it was very important in getting National Science Week started, and that's stimulated a lot of other science communication activities," he told ABC News on Thursday.Shore said the decision to close it down is unfortunate as the event has been very influential and instrumental promoting science communications activities.He said he hopes that a number of people would gather together in a new partnership, with new ideas and hopefully a new funding base.

BEIJING, May 16 (Xinhua) -- An initial ruling by China's Ministry of Commerce said Monday that European Union (EU) members have subsidized potato starch exports to China, hurting the interests of China's domestic industries.China will impose an anti-subsidy provision of the tariff on potato starch products effective from May 19, the ministry said in a statement on its website. The rate will range between 7.7 percent and 11.19 percent, depending on the subsidy margin, according to the statement.The initial ruling accused several EU companies, including France's Roquette Freres and Netherland's AVEBE, of receiving subsidies.China launched an anti-subsidy investigation into potato starch imports from the EU on August 30, 2010 at the request of the China Starch Industry Association. This was China's first-ever anti-subsidy probe into imports from the EU.China had earlier decided to impose anti-dumping tariffs ranging from 12.6 percent to 56.7 percent on EU potato starch products. The new tariffs were effective from April 19.

  

WASHINGTON, April 11 (Xinhua) -- Taking a statin before having major elective surgery reduces potentially serious kidney complications, according to a study appearing in an upcoming issue of the Journal of the American Society Nephrology.Each year, more than 230 million major elective surgeries are performed around the world. Unfortunately, many patients who undergo major operations develop kidney injury soon after surgery, often due to decreased blood flow to the kidneys and/or the effects of inflammation.Animal studies suggest that the cholesterol-lowering drugs called statins protect the kidneys from such damage, but whether a similar benefit occurs in humans is uncertain. To investigate, Amber Molnar, University of Western Ontario, and colleagues conducted a population-based retrospective study of all older patients who underwent major elective surgery in the province of Ontario, Canada from 1995 to 2008. Surgeries included cardiac, thoracic, vascular, intra-abdominal, and retroperitoneal procedures.A total of 213,347 patients from 211 hospitals underwent major elective surgery, and 4,020 patients (1.9 percent) developed postoperative kidney injury within two weeks of surgery. A total of 1,173 patients (0.5 percent) required dialysis within two weeks of surgery, and 5,974 patients (2.8 percent) died within a month of surgery.Prior to surgery, 67,941 patients (32 percent) were taking a statin. Patients taking a statin were 20 percent less likely to develop kidney injury, need dialysis, and die compared to patients who were not taking a statin. Also, there was evidence of a dose-effect, with patients on higher potency statins having less kidney injury. In addition, statins were beneficial whether they were started greater than 90 days or less than 30 days prior to surgery."Our study suggests that statin use in older persons results in less kidney injury following major elective surgery and reduces the risk of premature death after surgery," said Molnar, adding that the results warrant further investigation with more rigorous studies, but such trials will be difficult to carry out.

  

UNITED NATIONS, Feb. 11 (Xinhua) -- China Friday urged the United Nations and Security Council to give more attention to Africa and called on the international community to provide greater support to the region in order to maintain peace and security. Addressing an open debate of the UN Security Council on the interdependence between security and development, Li Baodong, China's permanent representative to the UN said the inter-linkages between peace and development are most pronounced in Africa. There will be no world prosperity and stability without peace and development in the region. He called on the international community to provide greater support and more assistance to regional countries, AU and other regional and subregional organizations to maintain African peace and security. Li stressed that security and development are mutually linked and reinforcing. To safeguard peace and promote development, the international community should increase development input and eradicate root causes of conflicts. "Poverty and underdevelopment are the major causes for triggering conflicts and breeding terrorism. The developed countries should further increase its development aid, provide debts relief to developing countries, open up markets, transfer technology and help the developing countries to achieve the Millennium Development Goals as soon as possible." Li said development can be anchored only in an environment free from war and turbulence. The UN and Security Council should vigorously promote peaceful culture, encourage and support peaceful resolutions to disputes through dialogue, consultations and good offices. In addition, greater emphasis should be given to peacebuilding so as to prevent relapse into conflicts. "In post-conflict countries and regions, simultaneous progress should be made in the fields of politics, security and development throughout development and reconstruction process, " said Li. "Capacity building should be prioritized in the post-conflict countries to enhance governance, provide basic services, advance development and reconstruction so that the people could enjoy peaceful 'dividend' quickly. This is conducive to consolidating political reconciliation process and stabilizing post-conflict situations, " he said.
