Medical organizations of 50 or fewer are eligible, and more than 500 of them registered for the event. Dr. Holly Yang, a hospice and palliative care specialist at Scripps and president of the San Diego County Medical Society, said larger hospital systems have been able to source the necessary PPE for its staff. For smaller operations, however, it has been a challenge."Everyone wants to take care of patients," Yang said. "We should not in this country have to be afraid for ourselves and our families. We should have the right equipment. It’s completely inexcusable that this far into the pandemic that that is not available and I’m so grateful that we are able to do this for our small practices."The items came available due to Gov. SAN DIEGO — San Diego is playing a pivotal role as a testing ground for the future border wall while the region prepares for President Trump’s visit Tuesday.WHY SAN DIEGO?The region, specifically Otay Mesa, was selected as a location for the eight prototypes because of site accessibility to construct and the ability to evaluate the wall as part of a larger, existing border infrastructure system, according to U.S. Customs and Border Protection spokesman Ralph DeSio.San Diego County’s value as a construction site was detailed in a presentation made by the Department of Homeland Security and obtained by NPR.CBP officers can compare the performance of the prototypes to underperforming existing materials in the same location, according to the document. The prototypes can also be evaluated for the impact on operations in an existing enforcement zone.The land where the prototypes are constructed is federally owned, making the project more affordable.As far as the CBP is concerned, the proof of the border wall’s success is in the pudding. The CBP allocated 9,000 to replace the primary fence and replace the secondary fence with a wall in the 2017 fiscal year.Despite the federal green light, the San Diego City Council formally opposed the project.The group voted to support Councilmember Georgette Gómez’s proposal to oppose the Border Wall Funding Act of 2017.In her resolution, Gómez cited a San Diego Association of Governments and Caltrans study on the economic impacts of border delays on the cross-border economy. The study found the effects of border crossing delays cost .2 billion in foregone gross output and more than 62,000 jobs in both the U.S. and Mexico economies in 2007."As a city that is invested in the binational economic development of our region, it is important to oppose the building of a wall and focus our resources in enhancing our border infrastructure to ease access of goods and people," Gómez wrote.“The border wall is a huge mistake for our region economically and environmentally. I am happy the City Council voted to pass my resolution. Our tax dollars should be spent uplifting the quality of life for all San Diegans, and tackling our issues on road infrastructure, housing, and homelessness,” she said.For the immediate neighbors of the border wall prototypes, the initial impact has been positive.Otay Pizza manager Wade Aljabi said he’s had an increase in business from CBP officers and construction workers.That might change tomorrow as President Trump’s visit leads to road closures just east of his location in a strip mall at SR-905 and Siempre Viva Rd.“We’ll be open 7 to 7,” Aljabi said. 2925

  

SAN DIEGO — A new political ad is pushing a proposition it says will eliminate a "tax penalty" on homeowners whose homes burn down in wildfires.That measure, Proposition 19, would allow homeowners who lose their homes in a wildfire or natural disaster to transfer their property tax base to a replacement home anywhere in the state. That's important because in California, homeowners pay their property tax based on the value of a home when they buy it, under 1978's Prop 13. It only increases incrementally after. Therefore, buying a new home could cause a family's property tax bill to skyrocket. A new ad released by the Yes on 19 campaign, funded largely by the California Association of Realtors and California Firefighters Association, emphasizes that point. "It limits property taxes on wildfire victims, so families can move to a replacement home without a tax penalty," the ad says. Truth be Told, the benefit currently exists in California, but only in the county where a governor-declared disaster happened, or counties that accept transfers, which San Diego County only began doing two years ago. Prop 19 opens it to the whole state. Anurag Mehrotra, a professor of finance in San Diego State University's School of Business, said being unable to transfer the property tax basis does equate to a tax penalty."The person did not light his own house on fire, he was continuing to live there. I lost my house, now I have to buy a more expensive house," he said. "And when I get reassessed I'm basically going to be charged a higher amount." Proposition 19 does more than just allow the transfer for wildfire victims. It also allows up to three property tax base transfers for homeowners 55 and older, and those who are severely disabled. They can use it for any property, anywhere in the state. Another change, however, is that inherited properties are reassessed unless the recipient uses it as his or her primary home. Currently, heirs benefit because the property tax base transfers with the property, making for a big tax break. Under the proposition, there would be an adjustment upward, no matter the situation, if a market value of a home is above million. 2184

  

SAN DIEGO (CNS) - A five-vehicle pileup at a College Area intersection left two young women severely injured and sent four others drivers to the hospital, police said Thursday.The crash was reported around 9:10 p.m. Wednesday at the intersection of 70th Street and El Cajon Boulevard, San Diego police Officer John Buttle said.A 63-year-old man driving a 2016 Mercedes E400 eastbound on El Cajon Boulevard suffered an unknown medical issue and slammed into the back of a 2015 Ford Fusion sitting in the northbound turn lane to 70th Street, Buttle said.The impact pushed both vehicles into the westbound lanes, where they were both struck by three vehicles -- a Nissan Rogue SUV, a BMW and a Honda Civic, the officer said. At that point, the Ford caught fire, leaving two 22-year-old women trapped inside before witnesses pulled them from the car.Both women suffered second- and third-degree burns over 70% of their bodies, along with uncontrolled internal bleeding, Buttle said. They were taken to a hospital for treatment of their injuries, which were considered life-threatening.The Mercedes driver was taken to a hospital for treatment of unknown injuries, Officer Tony Martinez said.The Nissan driver, a 20-year-old woman, the BMW driver, a 63-year-old man, and the Honda driver were taken to local hospitals for treatment of minor injuries, Buttle said.No details about the Honda driver were immediately available. 1427
