GUIYANG, Sept. 1 (Xinhua) -- China Wednesday called for the European Union to have a balanced, objective, comprehensive understanding of the world's largest developing country during an upgraded strategic dialogue held in the underdeveloped province of Guizhou.State Councilor Dai Bingguo told the EU side that despite rapid economic growth, China has no possibility to be arrogant, nor is it pretending to be a richer or poorer country than it actually is, with unfathomable strategic intentions, according to Vice Foreign Minister Fu Ying."China expects the EU to treat itself as an equal," Dai was quoted by Fu as telling EU High Representative for Foreign Affairs and Security Policy Catherine Ashton.The meeting was the fifth strategic dialogue between the two sides and the first since it was upgraded from vice foreign-minister level to its current level.China had made remarkable achievements since its reform and opening up to the outside, but it is still a developing country, Dai said.China has a clear understanding of its position in the international arena and its current level of development, Dai said, adding it will focus on economic development in the long run.China has not been, nor is, nor will be in the pursuit of hegemony, but adheres to the path of peaceful development, Dai said.China needs a peaceful international environment for development and its development will promote global peace and development, he said.Ashton echoed Dai, saying that the European Union should have a comprehensive understanding of China.The EU's view of China's development was one topic of the one-day closed-door meeting."It is one major aim of this strategic dialogue to enhance mutual understanding between China and the European Union. Both sides have a strong will to better understand each other and promote political mutual trust, so as to promote bilateral cooperation," said Chinese Vice Foreign Minister Fu Ying in an interview with Xinhua.The two sides also discussed the international situation and the development of the China-EU relationship.On the international situation, China urged all countries to join hands to cope with global challenges.On China-EU relations, China said it supports EU integration. YUZHOU, Henan, Oct. 16 (Xinhua) -- Scores of rescuers on Saturday night slowly made their way through dust-filled underground tunnels to continue searching for 16 miners who were trapped following a coal mine gas leak in central China's Henan province.Twenty-one miners have been confirmed dead in the accident, local work safety authorities said, while 239 out of the 276 miners who were working underground escaped after the gas leak occurred at about 6 a.m. in a small coal mine in Yuzhou city."The thick dust in the shaft is hampering the rescue. We must clear the dust first. We have located the trapped miners already," said Du Bo, an engineer with the mine's parent company who participated in the rescue.He said more than 2,500 tonnes of coal dust were in the pit due to damage caused by the gas leak.The conditions of the missing miners remains unknown. Officials said the miners were located 50 to 80 meters down the shaft from the entrance to the pit."Fortunately, there was no gas explosion. Otherwise, the consequence would be disastrous," a rescuer surnamed Wang told reporters. He said most of the victims were believed to have suffocated.Officials said work crews are struggling to retrieve the remains of the victims from the mine.The mine is owned by Pingyu Coal & Electric Co. Ltd., a company jointly established by four investors, including Zhong Ping Energy Chemical Group and China Power Investment Corp. It was hit by a similar gas and coal leak in 2008. Twenty-three people died in that accident.Ironically, miners were working underground to improve accident prevention measures when the gas leak occurred on Saturday.Billboards reading "Safety is a fortune of the family; Safety is of heavenly importance to our miners" hung at the entrance of the mine.Guo Gengmao, governor of Henan, and Luo Lin, head of the State Administration of Work Safety, supervised the rescue efforts.Authorities are investigating the cause of the gas burst.The accident occurred as people around the globe watched in awe during the rescue of 33 Chilean miners trapped underground for more than two months. China's work safety officials and experts said there are lessons to learn from Chile's dramatic rescue."Mining accidents in China usually claim heavy loss of lives. The lack of modern emergency response systems is a key factor," said Liu Tiemin, a researcher with the China Academy of Safety Sciences and Technology.Gas leaks in China's coal mines left 341 people dead in the first half of this year.Of note, the fatality rates have actually decreased in recent months as the country's senior officials ordered the industry to strengthen safety measures.China closed 7,466 illegal mines in four years, from 2006 to 2009. BEIJING, Aug. 27 (Xinhua) -- The United States has repeatedly blocked investment from Chinese companies on national security grounds, a protectionist move that will only harm its own interests, analysts say.Eight U.S. congressmen recently asked the Obama administration to scrutinize a deal between Chinese telecom equipment giant Huawei and the American operator Sprint Nextel on national security grounds.It was not the first time Huawei's attempts to break into the U.S. market have been stymied. Earlier its buyout attempt of 3Com was summarily dismissed by the U.S. government.Citing national security concerns again, a bipartisan group of 50 lawmakers in July requested that the government investigate an investment project of China's Anshan Iron and Steel Group (Ansteel), China's fourth largest steelmaker, which plans to establish a joint rebar venture with a U.S. partner in Mississippi."It is inappropriate for some U.S. lawmakers to label regular business behavior as a move that threatens national security," Yao Jian, a spokesman for the Ministry of Commerce, recently said about Ansteel's investment plan."I hope the United States can create a better investment environment for Chinese enterprises," he said.Chinese analysts said the actions were sheer protectionism, adding that national security concerns is only a lame excuse by U.S. authorities, whose true intention is to protect the interests of domestic enterprises and industries.Moreover, standing up to China's allegedly unfair trade practices can easily earn the congressmen much needed political chips in the upcoming mid-term election in November, the analysts said.The setback that Huawei and Ansteel suffered is only the tip of the iceberg.
