SAN DIEGO (KGTV)- Visitors and locals are expected to flock to San Diego beaches this Fourth of July weekend.While some beaches will close in California for the holiday weekend, San Diego County officials will keep local beaches open.San Diego County Supervisor Nathan Fletcher said no COVID-19 community outbreaks had been linked to beaches, and without the data, it would not make sense to close them off.According to Dr. Wilma Wooten, the county’s public health officer, leaders of San Diego’s coastal communities said they believe they can manage the enforcement of social distancing and facial coverings this weekend.Longtime Solana Beach residents Richard and Lori Brenckman are frustrated by the idea of crowds flocking to the beaches during a pandemic.“The general public has shown that it’s not trustworthy to social distance,” said Lori Brenckman. “They want to gather, and most people have proven that they won’t follow the rules.”Beachgoers are required to maintain social distancing and wear a facial covering when they come within six feet of someone not from the same household. Mixing with other groups is prohibited.Lifeguards across the county are preparing for the busy weekend.“It is the big holiday of the summer, so we expect giant crowds,” said Lifeguard Lt. Rick Romero with San Diego Fire-Rescue. “This a tourist destination; everyone wants to come to San Diego. It’s a great place to hang out.”Romero said extra lifeguards would be in place both Friday and Saturday. “We’re just asking people for some compliance, have some common sense, be nice to each other,” he said.Elevated surf and the possibility of dangerous rip currents are expected over the weekend.California Gov. Gavin Newsom also ordered parking facilities at all state beaches in Southern California, and the Bay area to close this weekend. 1839

SAN DIEGO (KGTV)- Assembly Bill 5 (AB 5) may pose a new threat in plans for at-home learning this fall.AB 5 was created to help turn some gig workers, or freelancers turn into employees with benefits.The bill has been met with controversy as it has impacted thousands of freelance workers across California, and now it could change how tutors can be hired.“Many parents are scrambling right now to find out how do they help their children keep pace,” said Carl DeMaio, Chairman of Reform California.DeMaio held a press conference in Escondido with a group of parents, teachers, and education advocates by his side, calling for California Gov. Gavin Newsom to suspend AB 5.“This is absurd that the governor is allowing an environment where parents have to run the risk for violating AB 5, a state law, facing penalties and fines for doing so, just because they’re trying to help their children learn,” he said.DeMaio said parents who want a tutor for their child during this challenging time might be required to hire them as employees, not independent contractors.He has created an online petition and urges people to sign it before it’s sent to the governor.Assemblywoman Lorena Gonzalez authored AB 5 and sent the following statement to ABC 10News in response to DeMaio’s press conference. 1299

SAN DIEGO (KGTV)---San Diego Fire Department recruiter Captain Jason Shanley reminds people all the time, "If you don’t see it it’s hard for you to know that you can be it."As the department's only full-time recruiter he spends his days making connections, trying to show not only kids but adults that being a firefighter is possible, no matter who they are or where they come from."The narrative is that tall white guys with mustaches are the ones that become firefighters and that’s just not true," saidShanley.Take Captain Shanley for instance. His path to the fire department was paved by members of an organization called Brothers United, a group of African American firefighters in San Diego."I started taking some classes, met some other firefighters, got a mentor and then here I am 20 years later," Shanely said.His passion for what he does and desire to share it made him a perfect fit when the department created the full time recruiting position four years ago."As a department, we really wanted to focus more specifically on and make an actual effort to recruit more diversity into our fire department," he explained.Captain Shanley says some of the biggest obstacles are simply educating people on what it takes to become a firefighter. And once they do know, then trying to help them get the training they need.EMT schools are spread out all over San Diego County; hard to get to for those in the middle of the city without transportation."So we're working to try to bring some of those classes and resources to be more centrally located so we can solve that equity issue and that’s part of what we’re doing in the department as we speak," said Shanley.While there is still work to do, Captain Shanley says it's important the department has someone like him dedicated to hiring staff representative of the community it serves."I want other people to know this is something you can do, it’s more than just a job, it’s a career." 1950

  

SAN DIEGO, Calif. (KGTV) -- An appeals court today overturned a ruling that would have allowed the conditional release of the “Bolder Than Most” rapist, Alvin Quarles. The ruling was issued by the 4th District Court of Appeals Monday. The court said, in part that “Quarles is a serial rapist whose crimes were shockingly brutal and destructive. If he fails after he is conditionally released, considering his past, we shudder to contemplate the consequences of such a failure.”After news broke of the reversal, Dianne Jacob, who serves on the San Diego County Board of Supervisors and has been adamantly against the release, spoke out on Twitter. RELATED: Public weighs in on release of 'Bolder than Most' rapist Alvin Quarles into East County“The court decision is a victory for the region and public safety, but we can't let down our guard. We must continue to fight the placement of sexually violent predators into our communities,” Jacob said in part. The ruling comes after San Diego County Superior Court Judge David M. Gill's decision to release Quarles to a home somewhere in San Diego County. After his release, he would have undergone treatment through a conditional release program.Gill's ruling followed a series of closed-door hearings that involved testimony from psychiatrists and other experts. Quarles was dubbed the "Bolder Than Most" rapist due to the way he attacked his victims at knifepoint, sometimes forcing the women's husbands or boyfriends to watch. In 1989, he pleaded guilty to committing over a dozen sexual assaults in the mid-to-late 1980s. He was sentenced to 50 years in prison. SAN DIEGO (KGTV)- The high temperatures, dry brush, and low humidity are leading to elevated fire danger in San Diego County this week.Cal Fire San Diego is asking everyone to be prepared for the possibility of a wildfire igniting.“We depend on the public to be careful; we depend on the public to be prepared at a moment’s notice to evacuate,” said Cal Fire Captain, Isaac Sanchez.“The fact that the winds aren’t there, it does not help us sleep at night; we’re still very dry. It’s still October, and we know that even though there aren’t winds now, we can bet money that there will be winds later.”As fire danger remains a threat across the county, families braved the heat taking schoolwork outside at Mast Park in Santee, after being stuck at home for months.“It’s so much easier for the kids to stay motivated on getting their work done,” Jennifer Sailler. “It’s harder to stay inside our home with the AC running than it is to be outside in the warm heat.”The heat is also keeping business going for some.“My job requires me to have a close relationship with snakes and the sun,” said Alex Trejo, So-Cal Rattlesnake Removal. “When it’s hot, what they’re actually doing is trying to find shelter. “Trejo removes rattlesnakes from properties and relocates them to areas where they can have a second chance at life.He said he’s been getting more calls for rattlesnake removals in the East County during the hot weather.“It’s very important to understand the nature of the snake; the snake is not out to hurt people, the snake is a survival expert,” he said. “My priority is making sure families are safe during this heatwave because they will be coming on people’s properties right now.”The heat advisory will remain in effect until 5 PM Friday. 1757
