CHULA VISTA (KGTV) - Nearly 5,000 people were without power Saturday evening in Chula Vista, according to SDG&E.The outage began about 7:30 p.m. with around 1,700 customers in the dark. It expanded to about 4,800 by 9:30 p.m., according to SDG&E's website.The power was restored at about 10 p.m. SDG&E did not provide the cause of the outage.This is a developing story. 10News will update when details become available.  445

(KGTV) - Loved ones are grieving the COVID-19 death of a South Bay great-grandfather, while his wife fights for her life on a ventilator.George Torres, 67, first started feeling sick in early November."He had a headache, diarrhea, and shortness of breath," said his daughter Rachel Cedillos.Cedillos says his symptoms got worse and in mid-November. George was taken to the ER, tested positive for COVID-19 and placed on a ventilator one day later.Several days later, his wife of 49 years, Alma came down with her own symptoms. By the end of the month, both of Cedillos' parents were on a ventilator.On December 3, George Torres, a grandfather of nine and a great-grandfather, passed away."Oddly enough, I felt panic. Didn't know what to do. All I could do was just cry," said a tearful Cedillos.Cedillos says her father was always joking and laughing, and made everyone feel comfortable."The friendliest man. The greatest man to talk to about anything ... He was silly almost all the time ... He loved, loved his grandchildren," said Cedillos.He worked as a part-time handyman and Lyft driver seven days a week. Cedillos isn't sure how her father contracted the virus, but says he was diligent about masks, for himself, and his passengers."If they refused, he would refuse to give them a ride," said Cedillos.As COVID-19 cases continue to grow, Cedillos makes this urgent appeal."Please, please be careful. Be responsible. Wear a mask," said Cedillos.As for Cedillo's mother, Cedillos says she's performed well on recent breathing tests, and is hopeful she'll recover. Alma does not yet know her husband has passed."It’s extremely painful knowing we have to tell her weren’t she wakes up," said Cedillos.George did not have any underlying conditions. (KGTV) -- A beloved South Bay preschool director is being remembered as someone who always made others feel special.Aaron Partch was a co-director at Concordia Preschool in Chula Vista. He passed away September 15th.A virtual memorial for him was held Saturday.Like many other schools, Concordia closed in March during the pandemic. A couple months after the school closure, Partch was diagnosed with grade four glioblastoma. He had undergone brain surgery and was receiving treatment, including chemotherapy and radiation. In mid-September, Partch passed away suddenly from a heart attack.“God took our warrior up to heaven where he no doubt is singing and dancing with the angels,” his family wrote online.His co-workers said his energy will be missed.“He knows everybody by name. His greetings were always extremely cheerful, but sincere. When he asked you how your day was, he wanted to know,” said preschool teacher Meagan Lee, who worked with Partch for the last two years. “I think it’s really hard for all of us to walk down the halls and know he’s not going to be there with us.”Partch had been with Concordia Preschool for more than ten years. Nearby schools also remembered him.“If you knew him, you knew what a loss this is not just for Concordia, but for our community as well. Aaron was one of those people who lit up a room. He filled every moment with happiness and joy, and he was such a great leader to his students,” the Enrique Camarena PTA wrote on Facebook.Partch was 51 years old. (KGTV) - State investigators have cited an in-home daycare in Bonita for feeding melatonin to children.10News learned a criminal investigation is underway into Brenda Saucedo Family Child Care. The daycare has had a license since 2007, according to the California Department of Social Services.6-year-old Julius had been at his new daycare for two weeks when he was put down for his first nap time in early August. Julius says he was handed a red drink with white flakes in it."I thought it was Gatorade but it didn't taste like Gatorade," said Julius.Julius drank it all."They told me to lie down, and I fell right asleep," said Julius.When he awoke, he still felt sleepy. After he told his family, his mother Vanessa Cherry says a complaint was filed with the state's Child Care Licensing Program, sparking a surprise inspection. Weeks later, she received their report."I felt angry. I felt like I let my son down. You feel betrayed," said Cherry. Based on interviews and documentation like text messages, state investigators cited the daycare for "providing Melatonin to the daycare children to alter their behavior and/or help them sleep." A spokesperson with the California Department of Social Services says "the licensee told CSDD staff that she administered melatonin to school-age children and melatonin was found on the premises.""How dare you give my kid something without telling me without my acknowledgement ... you don't have the right," said Cherry.Cherry filed a report with deputies, who started an investigation.Melatonin is a natural supplement used as a sleep aid. Possible side effects include dizziness and nausea. There have been a handful of recent criminal cases across the country involving daycare providers and melatonin. Three daycare providers in the Chicago area were charged with giving children melatonin gummy bears before nap time. In Oregon, a woman sentenced to 21 years for feeding melatonin to kids while she went to a tanning salon and the gym. Some of those kids now complain of problems with their sleep cycles.When 10News knocked on the door of the daycare, a woman identifying herself as the owner told us the only child she fed melatonin to is her own child because he has autism. As for Julius, she told 10News she didn't put anything in his drink. When pressed on the specifics of the licensing division report, she said, "I don't want to comment on that any more.""They should be shut down. Your child should be safe in a place you entrust with their safety. This is a parent's worst fear. Someone is giving something to your child without you knowing," said Cherry.Anyone with information on the case is asked the call the San Diego Sheriff's Department Imperial Beach station at 619-498-2400.Cherry says she is planning on filing a lawsuit against the daycare provider.The California Department of Social Services issued the following statements in response to our questions: "The licensee told CDSS staff that she administered melatonin to school-age children, and melatonin was found on the premises. The licensee was informed that this was a violation of state licensing regulations and must cease. She agreed to end the practice, and stated that she understands the danger of administering melatonin and that she will not do so again ... The licensee must post a copy of the complaint investigation report on site, provide a copy to the parents/guardians of children in care at the facility, and provide a copy to parents/guardians of all newly enrolled children in the next 12 months. She also agreed to review educational materials on children’s personal rights in child care, as set forth in state regulations, and provide a summary of the material to the analyst assigned to the case. If this corrective action is not completed, the facility may be subject to civil penalties. In addition, because of the seriousness of the incident, the licensee will be required to attend a follow-up meeting with CDSS staff to discuss the incident and any other concerns about the facility’s compliance with regulations. Such meetings may lead to additional licensing action.The inquiry conducted by CDSS found no evidence of injuries or complications to the children.CDSS takes the allegations in this case seriously. The Department cannot confirm or deny the existence of an investigation. CHULA VISTA, Calif. (KGTV) - Video shows a frantic rescue effort in Chula Vista after a car went off Interstate 5, leaving two adults and a child trapped upside down. “We got a kid! We got a kid! Oh my god,” said Jay Corona, one of the good Samaritans who rushed to help when they spotted the overturned car near H Street around 10 a.m. Corona and his girlfriend Priscilla Valdovinos were on their way to a salon when they came across the wreck. “I was shocked, I was nervous, I was scared, all that,” said Valdovinos. RELATED: Good Samaritan recounts confrontation with Amber Alert suspect at a California gas station“When I see the stuff moving in the back seat, then it was like ‘go time,'" said Corona. "Somebody's in there. Somebody's in there."Smoke was rushing from the muffler so furiously Corona thought the car would explode. He saw the family hanging upside down by their seat belts and was able to save a mother and her young child. However, the front door of the sedan was stuck. “It wouldn't open. Because it was really jammed. I just kept pulling and pulling, and then the next thing I know I yanked it open,” Corona said. “I got it open and [the grandma] was in the front seat like, traumatized. She was like, 'Help me please, my back is hurting.'” RELATED: Good Samaritan recovering after getting hit by carValdovinos and Corona said the sedan hydroplaned in wet weather. With the help of other drivers, Corona escorted the grandmother back to the roadway. She was shaken up, but not seriously injured. Corona, who works as a security guard at a North Park bar, says his training kicked in. “I was very proud. He makes me proud every day! I fall in love with him every day, but today I told him, this is one that I'll remember,” said Valdovinos. The couple was struck by how many other people stopped to help.
