SAN DIEGO (KGTV) - Thirteen people overcoming a unique set of obstacles plan to conquer a 13.1-mile marathon this weekend.They're called the Lucky 13."It takes a lot of courage, and you've got to be really brave, even just to apply," said Paul Carey, the Lucky 13 Coordinator, and Head Coach.The Tri-City Medical Center program assists those who have had or are currently overcoming health obstacles to achieve their fitness goals. For six months, they're professionally trained and receive wellness support ahead of the Tri-City Medical Center Carlsbad Half-Marathon."Everything good I have in my life can be traced back to Lucky 13 and being part of that," said Carey, who was a participant years ago.For 30 years Carey felt trapped in his bipolar diagnosis.During that time, he was on heavy medications, had several psychiatric hospital stays, and underwent 50 sessions of electroconvulsive therapy.Then he found the Lucky 13 program."It's an endless foundation of support that's just something really remarkable," said Carey. SAN DIEGO (KGTV) – The San Diego Unified School District on Tuesday announced a delay in the next step of its reopening plan.District officials, citing a surge in COVID-19 cases, said virtual distance learning will continue into early 2021. Officials also said the district would push back moving into its second phase, which would have reopened school campuses.A letter to families regarding the decision was posted on the district’s website:"Due to ongoing health concerns related to COVID-19 and the safety of our students, staff and community, we have decided to continue with online learning for the majority of students through the first part of the new year. However, appointment-based, in-person instruction will still be available on campus for students with the greatest needs through Phase 1.The decision to remain online longer than we had hoped will be disappointing to the many students, teachers and others who are eager to be back in the classroom. However, the current spread of the coronavirus in our community makes it unsafe to move forward with Phase 2 of our reopening at this time. We plan to reassess the public health conditions and provide an updated timetable on Jan. 13.In the meantime, we will continue to provide updated information on our reopening plans on our website. This includes a status dashboard and a complete list of the conditions we are continuing to watch for when it will be safe again to reopen campuses.We will also continue increasing the number of students participating in the small group instruction, with infant/toddler, early learning, middle school, and high school students to start receiving appointments on Dec. 7. Since October, some 2,000 elementary school students have participated in these appointments.Everyone looks forward to reuniting students and teachers in classrooms in the new year as quickly and as safely as possible. He has two children who attend Jefferson Elementary, but have taken classes virtually since the spring. He wishes the school board would consider other options, such as in-person outdoor learning. “I think it’s a good accommodation that we can do. It’s not the case in Chicago or Minneapolis,” Anderson said. Once the vaccine becomes widely available, Anderson hopes school staff gets access quickly to regain a sense of normalcy. “I’m glad that first-responders and hospital workers are first in line. Hopefully, our teachers and educators and support staff will be second behind them," Anderson said. On November 30, the county's second-largest district, Sweetwater Union in Chula Vista, announced that they too will postpone in-person instruction. They will revisit the situation in February. SAN DIEGO (KGTV) -- The San Diego Police Department is investigating a stabbing in Encanto after a victim was found with stab wounds.Witnesses tell 10News a fight broke out between two males near the intersection of 65th Street and Wunderlin Avenue, across the street from Encanto Elementary School. Their ages are unknown. One male was stabbed at the scene, he was found near the park and recreation center where children were playing, according to witnesses. The second male fled before police arrived, police caught up to him and arrested him on Massachusetts Avenue.   615

SAN DIEGO (KGTV) — Three rescued pilot whales have been transported to San Diego to continue their recovery from a mass stranding in 2012.SeaWorld San Diego welcomed 7-year-old short-finned pilot whales — Ace, Ava, and Piper — to the park Monday from SeaWorld's Orlando park. The three whales are the only surviving pilot whales from a mass stranding event near Fort Pierce, Fla., in 2012.The trio was rescued and rehabilitated by SeaWorld Orlando, but the National Marine Fisheries Service determined the three whales couldn't be returned to the wild since they were dependent calves at the time of their rescue.The whales will also join Argo, a pilot whale rescued after stranding on a beach near Kamogawa, Japan, in 2004. Argo was transported from Japan to San Diego in 2012.The new pilot whales are currently adjusting to their new habitat at the Dolphin Amphitheater and will be introduced to Argo over the next several days, SeaWorld says.As part of the transport, two of SeaWorld San Diego's beluga whales have been relocated to SeaWorld San Antonio. 1065

SAN DIEGO (KGTV) -- The state agency that protects California consumers by licensing and regulating the state’s construction industry received more than 30 complaints about a San Diego County-based business.A Team 10 investigation discovered some customers who said they signed a contract with American Pride Enterprises, paid thousands of dollars up front and were left with little or nothing. The Contractors State License Board revoked American Pride Enterprises' license for non-compliance with an arbitration award in July of 2018.An outdoor cover to block the sun was the final piece in what had been a total backyard transformation for the Zimmerman family.“We were just looking to put a patio cover over our east-facing patio,” said Jim Zimmerman.Zimmerman said in 2017 he hired American Pride Enterprises and its owner Stephen Hage to do the work.He said there were no red flags. The company was licensed, bonded and at the time there were no real complaints online.“We paid just under ,200,” Zimmerman said. “That was to cover materials, and he was supposed to come back in three weeks and complete the job. That was the last time we ever saw Stephen Hage.”Zimmerman told Team 10 Hage initially offered to pay the money back, but instead of getting a check Zimmerman got excuse after excuse about why the money hadn’t arrived.Eventually, Zimmerman said the evasion tactics were too much and he sued Hage in smalls claims court.Zimmerman says he got some of his money back.A Team 10 investigation discovered Zimmerman isn't alone.Team 10 was in court when several people who claim Hage swindled them reached an agreement with his bonding company, getting some of their money back.James Francois said he paid Hage more than ,000 for a patio.“He never showed up, never delivered any material, never did an hour of work,” Francois told 10News.Court documents show more than 20 names listed on the lawsuit filed by the bonding company, which seeks reimbursement from Hage.A spokesperson for AmTrust told us, “This is a claim filed under a contractor’s license bond issued to our principal, American Pride Enterprises, by Wesco. Due to the claims we have received exceeding the aggregate ,000 bond limit, we filed an interpleader (a way for a holder of property to initiate a suit between two or more claimants to the property) to pursue funds that would be distributed to the named consumers, assuming the principal does not resolve the claims that have been presented.”  Court documents show Hage filed for bankruptcy in July, and list his estimated liability around 0,000. In bankruptcy people trying to get money can’t access the assets until the bankruptcy is resolved.Team 10 tried to track down Hage, but no one answered the door at his listed address.The Contractors State License Board told Team 10 through a spokesperson:  2964
