DENVER, Colo. — Voters in Denver, Colorado, overwhelmingly voted to pass Ballot Measure 2J to lift the cities more than 30 years old ban on pit bulls.Ballot Measure 2J passed with 64.5% voting to lift the ban and 35.5% voting to keep the ban in place.Passing the measure will allow the city to grant a provisional permit to pit bull owners as long as the owner microchips the animal and complies with additional requirements set by Denver Animal Protection.Denver Council member Christopher Herndon led the charge, proposing the idea to lift the pit bull ban in January.Denver City Council voted 7-4 to repeal the ban in February, which would have replaced the law with what could be best described as a “probation” for pit bulls. However, Mayor Hancock vetoed the ordinance just days later, saying in a letter he could not support the legislation because it did not, "fully addresses the very real risk to a severe injury that can result from attacks from these particular dog breeds, especially should they happen to a child."The law banning pit bulls was put in place in 1989 after 20 people had been attacked by pit bulls in the previous five years.One was a 3-year old who died from the attack in 1986. Hancock argued in his letter to the council that less than 20% of all pets in Denver are currently licensed, which "raises significant questions about the effectiveness of this proposed new system."Proponents said breed-specific bans do not work and enforcing the ban has cost the City of Denver more than .8 million.Aurora, Lone Tree, Louisville, and Commerce City still have bans on pit bulls, though Castle Rock repealed their ban in 2018. DEL MAR, Calif. (KGTV) - Met with fierce opposition, a plan to install fencing along several miles of train tracks in Del Mar has been put on hold.The plan was put forth by the North County Transit District which operates the Breeze, Coaster and Sprinter train routes.NCTD said it had obtained grants to fund the project, with the goal of stopping people from crossing the tracks illegally. NCTD said the fence would also help prevent erosion.But at the Del Mar city council meeting Monday night, city staff announced the plan had been put on hold.“I had some specific conversations with the executive director. City staff also had some conversations,” said Dave Druker, a Del Mar city councilmember who’s also on the NCTD board.The plan had received criticism from Del Mar residents, who in letters to the council complained about the potential damage to the view as well as restricted access to the beach.City staff announced that NCTD’s executive director said the transit agency will be hiring a consultant to perform a safety study. A fence will be still considered but so will other alternatives like extra signs, public education and additional crossing points. That last point was already on the agenda. The city council voted to move forward on a 0,000 feasibility study that would look at four new crossing points and beach access trails.The crossings would still be a short-term solution. SANDAG has approved a plan to move the tracks off the bluff, which in addition to safety concerns also faces worsening erosion. It’s part of their 2050 plan and is estimated to cost 2 to 3 billion dollars. But so far, the money has not been secured. 1665

DEL MAR (CNS) - A 3-year-old filly suffered a fatal injury during a morning workout Saturday at the Del Mar.Lovely Lilia pulled up after the workout at about 5 a.m. and veterinarians said the horse could not be saved and was euthanized, according to Mac McBride, Del Mar's director of media.Lovely Lilia was eased in her final race, a mile turf race at Santa Anita Park June 12, which she led at the halfway point.Lovely Lilia made seven starts, winning twice and finishing second once, earning ,551.Del Mar made the safety of people and horses the leading theme of its 81st summer meet which began Friday with no fans in the stands for the first time because of the coronavirus pandemic.The meet's horse and rider safety initiatives amplified measures Del Mar introduced over the last several seasons of racing that led it to being recognized as one the nation's safest racetracks for 2018 and 2019, according to figures from The Jockey Club's Equine Injury Database provided by the track.Del Mar had a rate of 0.79 fatal injuries per 1,000 starts in 2018 and 0.62 in 2019. The national average for track's reporting was 1.68.While there were no racing deaths, there were four training deaths during last year's summer meet and three racing deaths and two in training during the fall meet.Del Mar is continuing its Entry Review Panel of regulatory veterinarians who will oversee the entries of all horses and provide an additional review of each of their medical, training and racing histories. The panel will recommend to the track's stewards that any horse it deems unfit for competition be barred from racing.Del Mar is furthering its adoption of reforms modeled after the International Federation Horseracing Association requirements. Rules surrounding nonsteroidal anti-inflammatories have been enhanced and extended, and additional rules regarding other equine medications have been clarified and codified.Random testing will continue for any horse at Del Mar, including ones readying for, or having just completed, morning workouts.Just as they were last summer, veterinarians are stationed at elevated observation points at the facility to oversee morning workouts and will have the ability -- through communication with outriders -- to remove horses from the racetrack and have them undergo a follow-up soundness examination.Exercise riders and jockeys again will be prohibited from using a riding crop to encourage their horses during morning workouts.The Del Mar Thoroughbred Club created a stakeholder advisory committee last summer represented by trainers, veterinarians, jockeys, racing surfaces maintenance personnel and management that met regularly to discuss safety practices, operations and track surfaces. DENVER — A 16-year-old girl killed her 7-year-old nephew after the boy threw a fit when the girl refused to play video games with him, according to court documents.Seven-year-old Jordan Vong went missing on Aug. 6. His body was found a day later when FBI agents and police obtained a warrant to enter his family’s Montbello home a day later.According to a probable cause statement, the 16-year-old girl accused of killing her nephew told police she pushed Jordan off her bed after he refused to move and amid a crying fit. She then “placed her hand over Jordan's mouth and plugged his nose as Jordan began to struggle for a few minutes."The girl, whom authorities have not yet identified, was arrested last Wednesday after Vong’s body was discovered inside his family’s home Aug. 7, the day after he was killed. On Monday, she was charged with first-degree murder and felony child abuse charges.According to the document, the teenage suspect told police that on Aug. 6, Vong went down to her basement bedroom and asked her to play video games with him. When she refused, the boy became upset and laid down on her bed, the document read. She said this made her angry, which caused her to push the boy off her bed “causing him to strike his face on the floor,” the statement read. The document said after Jordan stopped moving, the girl told police she put the body underneath her bed before removing it, wrapping it in a blanket and placing it in a portable closet in her room.She told investigators that she did not say a word to family members about what she allegedly did or where the body was hidden. Vong’s body was found by authorities in the portable closet Tuesday evening amid the execution of a search warrant.According to the probable cause statement, Vong’s body was found with a “towel and comforter around his head, biological matter and blood about his nose, and an unknown imprint on Vong’s chest.” He was first reported missing around 4:30 p.m. Monday.Police said the victim’s mother called 911 and reported her son missing. She told police she last saw Vong in the living room of their residence using his tablet computer.The Denver Office of the Medical Examiner said Monday it had determined Vong’s manner of death was homicide, but that his cause of death was “still pending.” 2349

David Turpin and Louise Turpin, the California couple accused of holding their 13 children captive and torturing all but one, are facing additional charges, a prosecution spokesman said Friday.Riverside County District Attorney spokesman John Hall told reporters after a brief court hearing that each Turpin is facing three additional counts of child abuse. An additional felony assault charge has been lodged against Louise Turpin."Further investigation led us to this," Hall said.  496
