SAN DIEGO (KGTV)-- On a clear, sunny day in February, the sound of a bell announces the arrival of Naval Commander John C. Witte as he boards the USS Annapolis. He's in charge of the roughly 160 sailors who serve aboard the submarine, one of several boats stationed at Naval Base Point Loma."Submarining takes a lot of mental toughness and these guys will work long hours but they'll do what it takes to get the mission done," Witte told 10News. As you can imagine space is limited on board, nearly every inch is utilized, especially in the command area. But that's not to say the crew doesn't ever use their eyes. The periscope is still something the submarine crew utilizes regularly. "We may want to look at what other ships are doing we may want to try to observe other navy's activity stuff like that," Witte said. Everyone on board has a specialized skill, but because of the isolation that comes with being underwater for long periods of time, everyone has to take on multiple roles. When it's time to eat, the culinary specialists use the limited supply of ingredients to make every meal and also bake things like fresh bread and cookies pretty often. "We don't carry a lot of pre-made bread because it takes up too much room so a lot of our bread is made fresh a lot of our cookies are made fresh so its a pretty good," Witte explained. SAN DIEGO (KGTV): A program in San Diego is making it easier for military families and veterans to get the help they need to fight food insecurity.Courage 2 Call offers food giveaways twice a month to anyone with a military ID or any veteran."We don’t have any criteria for them to go through the line," says program coordinator Angela Nagel. "They just have had to serve. We don’t look at status. We don’t look at discharge status. We don’t look at income. If you have a VA card, if you have a military id, come to courage to call we will get you set up with the resources in San Diego."The program focuses on giving out fresh fruits and vegetables, as well as other pantry staples. Nagel says, at any given event, they'll serve up to 200 people."It breaks my heart to know that these military families have to go through our lines to get food," says Nagel. "I know for active duty it is a struggle to live in San Diego because of how expensive it is here. For active duty, they should not have to be going through these lines, but they do."Food insecurity has been called a "hidden epidemic" in the military. The San Diego Hunger Coalition says that 1 in 10 people who go to food banks have a military member in their family. The Coalition says low wages for enlisted members make it difficult to keep food on the table.Courage 2 Call is one of several military-focused programs that receive food from Feeding San Diego. SAN DIEGO, Calif. (KGTV) - A former North County Boy Scout said he is one of hundreds of sexual abuse victims in a new lawsuit against the Boy Scouts of America.Matt, who only wanted to use his first name, joined the Boy Scouts when he was around 13 years old. He really loved the outdoor activities.“We had a lot of great trips… a lot of good camp outs,” Matt said. Roughly a year after he joined, things changed.“We had an assistant Scoutmaster that started to join us on trips,” Matt said. “He just started spending more time with kids and a lot of these bad things started to happen.”The new lawsuit alleging sexual abuse was filed on behalf of one former scout in Pennsylvania. The total number of alleged victims in this latest wave of accusations is more than 850, according to attorney Andrew Van Arsdale. Matt is one of them.“Our oldest [alleged victim] is in his late 80s. Our youngest is 14-years-old,” Van Arsdale said. Van Arsdale is one of the lawyers involved in the group “Abused in Scouting.” The group came together after hearing the Boy Scouts were potentially filing for bankruptcy. They began a campaign telling victims that they no longer have to be in hiding. “It’s time to come forward. It’s the right time now and the response was overwhelming,” Van Arsdale said. He said he is “100 percent” expecting more people to come forward. For Matt, time has not healed all wounds of what he said the assistant Scoutmaster did to him.“He had come at me on multiple times. I think the first time, I was able to get him away from me,” Matt said. He was able to get away the first time, but not every time. He specifically remembers a camping trip in Camp Pendleton.“I woke up and he had gotten his hands on my genitals and massaging me… I woke up and pushed him off,” Matt said. “I think I just really kind of put it at the back of my head and just tried to forget about it.” But he didn’t forget and he said other kids in his troop were also abused by this man. In a statement, the Boy Scouts of America said that they “believe victims” and that the organization has “taken significant steps over many years to ensure that we respond aggressively and effectively to reports of sexual abuse.” The full statement can be read here. For some, it’s too little too late. “They knew it was a problem for a long time,” Van Arsdale said.“Anytime you got kids with adults having access to kids, you better make sure those adults are reliable, good people. And I don’t know that the scouts are doing that now. I would hope they are, but I know back in the day they weren’t,” Matt said. Matt said he quit because of that assistant Scoutmaster. So far there are eight former scouts in San Diego that are part of these latest allegations against the organization, according to Van Arsdale. 2798

SAN DIEGO (KGTV): Wall Street set a record last week for the longest "Bull" run in US Stock Market history, topping 3,400 days of growth. Now, financial experts are saying it won't last forever and advising clients to prepare for a downturn."You have to expect at some point, we're due," says Dennis Brewster of SagePoint Financial. "I think everybody's almost forgotten, look at earlier in the year, how sharp the markets broke back in February. So it wouldn't be unusual to see any of those declines coming up later this year or early next year."Brewster says he doesn't expect anything as drastic as 2008, but he still says investors should take a few steps to safeguard their earnings and even make the downturn work in your favor.A lot of it, he says, depends on how close you are to retirement."When you look at the year to year returns, they're all over the board. When you look at the 20-30 year returns they're very close," says Brewster. "If you're younger and have 20-30 year horizons, the day to day gyrations are almost noise to you. But if you're getting closer to retirement or in retirement, then you have to be more careful."'Brewster looked up numbers from the S&P 500 for the last 20 years. He says someone who invested ,000 in 1998 would have lost about ,300 after the crash in 2008. But if they kept their money in until 2018, that same ,000 investment would now be worth more than ,000.He says older investors should be more conservative with their portfolios. Younger investors should increase how much they invest if the market falls, to take advantage of lower prices.As for when the correction could come, Brewster says it's too tough to predict. But he says to watch out for "triggering" events that could rattle the market, some of which may already be happening. Things like trade wars or the Federal Reserve spiking interest rates could be the kind of thing to end the Bull Run."It always goes higher than you think and lower than you think," he says. SAN DIEGO (KGTV): A vacant lot next to the College-Rolando area library has become a dumping ground for homeless people and their trash. Now neighbors are fed up and want the owners to do something about it."My house is not even this trashy," says Erin Webster, who visits the library every day. "I keep my house clean. I think we should keep this whole community clean."The lot, at 6650 Montezuma Road, is owned by 52 Blue Falcon LLC, an investment group. They've filed paperwork with the city to build a 4-story Holiday Inn Express on the property. They're still waiting for final city approval."Everybody's trying to get through this process as quickly as possible," says Jeannette Temple with the Atlantis Group, who is a consultant on the project.In the meantime, homeless people have broken through the fence blocking off the lot. There are piles of mattresses, food, tents, electronics and other garbage piled up on every side.Temple told 10News the owners hired a cleaning company to come this week and remove the trash. She also says they have contracted with a security company to come twice a day and kick out anyone who doesn't belong.She says they welcome the complaints from the community and the owners want to know when things aren't right."We appreciate their eyes and ears because we don't want anything bad to happen at the property either," says Temple.Temple says the owners hope to start construction on the hotel at the start of 2019 and it should take about 18 months to finish.City of San Diego representatives say there are ways people can report problem properties in their neighborhood.
