SAN DIEGO (KGTV) - Firefighters in San Diego are rallying around a beloved firefighter suddenly in the fight of his life, after a cancer diagnosis."His nickname is 'Big Joe,' because he's bigger than life," said firefighter Russell Castillo.Castillo says Engineer/Paramedic Joe Odom, 49, is known as the light switch in a room."His smile lights up a room. His energy lights up a room. He makes everyone feel valued ... It’s our time to return that love," said Castillo.It’s been an emotional time for the 23-year veteran of San Diego Fire-Rescue. He recently discovered some swelling in his groin area. Doctors diagnosed him with lymphoma, cancer that begins in the immune system. He’s awaiting more testing for a prognosis.It comes as Odom’s wife Lisa battles serious health issues, including a lung condition and lupus."She’s giving me inspiration for what’s she’s been through," said Odom.Lisa is immunocompromised. Odom, as a paramedic on the front lines, has been trying to keep her safe, while still serving the community during a pandemic."It's scary for a lot of folks. I just want to be there, anyway I know how ... Just feel like I need be out there," said Odom.A help now on pause as he begins his cancer battle, and he’ll be far from alone."I feel like I'm in this dark places but God is bringing all these people to me," said Odom.Firefighters from Odom’s Station 26 in Oak Park have helped organize a fundraiser, including a meal train, along with countless messages of support."It's our time to show how much we love him," said Castillo."I'm speechless of the support I’m getting. SAN DIEGO (KGTV) — Despite a concerted effort to repair San Diego's crumbling sidewalks, a new report by city staff details the vast number of areas in desperate need of repair, as well as the skyrocketing cost to get them fixed."We're repairing more now than we ever have, but it continues to be a source of frustration," City Council member Mark Kersey told 10News in an interview Wednesday ahead of a City Council meeting on the matter.The new data shows that crews have repaired or replaced more than 27,000 sidewalks since the last major assessment was completed in 2015. However, more than 81,000 sidewalks still need attention. And while an estimate in 2016 put the costs to complete the work at million, that number has now jumped to to 100 million."The way it's set up right now is the sidewalk is the property owner's responsibility," Kersey explained. "They own it and they're supposed to maintain it. But because it's in the public's right of way, if someone trips and falls and hurts themselves, the city is the first one to get sued."Kersey says the repair process is far more complex and time-consuming than simply seeing a problem area and fixing it. Much of this stems from trying to prod property owners into making the repairs. However, Kersey says the costs of getting the right permits can be prohibitive, even sometimes matching the actual cost of the work. There is a city program which offers to bypass permitting and have the city do the work for half of the cost, though only a few dozen repairs are processed through the program each year.Another concern is mounting legal costs. On top of the cost of the actual repairs, the city has spent millions of dollars settling lawsuits stemming from dangerous sidewalks. "I would much rather put those millions of dollars into fixing the problem than paying out legal bills," said Kersey. 1874

SAN DIEGO (KGTV) -- District Attorney Summer Stephan spoke about her new efforts to train officers and weed out “bad actors.”The push includes calls for a new independent Commission on Police Practices, which would replace the current Community Review Board on Police Practices. “Our communities need us to grieve with them, but they also need us as leaders to step up,” Stephan said. “Officers that are involved in abuse like what we saw with Mr. George Floyd have a history. They do not belong in a field where you supposed to serve and protect and you have the power between life and death.”She said part of the effort to train officers in de-escalating situations includes a new class that focuses on interactions with the public. “This is about interacting with someone that may have mental health issues, may appear not compliant, and how do you talk to them. How do you de-escalate? How do you show respect and communication?” she said.The goal is to train all 5,000 officers in the local departments.The independent Commission on Police Practices would have independent council and subpoena power. It still needs to qualify for the November ballot. Mayor Faulconer pledged his support for the ballot measure Monday. Stephan said she also supports it.“I support it because it is a balanced approach for oversight and transparency,” Stephan said. SAN DIEGO (KGTV) - Feeling overwhelmed by bills? 10News is exploring solutions for making it in San Diego and found there may be a way around the mountain of debt.A recent study by Lendedu suggests companies are open to allowing consumers to negotiate their bills. Using data provided by the company Truebill, Lendedu analyzed which companies tend to be more generous in negotiating with customers.Satellite service providers were analyzed in the report. Customers of SiriusXM had the highest success rate in negotiations, according to Lendedu. Consumers had negotiation success rates in the 80s with three other companies, Suddenlink, Centurylink, and Dish Network, the report showed.The study went on to note, “When it came to how much companies actually knocked off the average customer’s bill, SiriusXM once again led the way; the average SiriusXM customer was able to decrease that monthly charge by 40 percent or more. Immediately behind SiriusXM was CenturyLink, ADT Security, and DirectTV, who all fell into the 25 to 29 percent range in terms of the percentage the bill was decreased by post-negotiations.”RELATED: Making it in San Diego: How to deal with large medical bills"They're looking at who you are as a consumer," said Steven Osinski, a sales and direct marketing professor at San Diego State University. Osinski says the way businesses make their money, especially when it comes to services, is through recurring revenue.
