SAN DIEGO (KGTV) -- A massive water main break in North Park Tuesday morning flooded streets as the neighborhood continues to cope with issues related to the breaks. According to the city, a 30-inch cast iron water main transmission line broke around 6 a.m. on Ray Street at Capps Street. Currently, the City of San Diego is in the process of replacing all cast iron pipes. After that process is complete, the city says it will assess concrete mains. SAN DIEGO (KGTV) - A man who apparently set himself on fire and died of burn injuries is unidentified, the San Diego County Medical Examiner’s office said Friday in a plea for the public’s help. An artist created a rendering of the man who told first responders his name was Randy. Medical Examiner’s Investigator Tessa Lee said Randy apparently set himself ablaze under an overpass bridge in Carmel Valley July 4. He died six days later. Randy’s burns were too severe for investigators to obtain fingerprints or identify tattoos or a birthmark. The man was Hispanic or Caucasian, in his 20s to early 40s, with short dark hair, and green or hazel eyes. He stood between 5’9” and 5’11”, and weighed about 270 pounds. Lee said Randy might have been homeless. Anyone with information is asked to call investigators at 858-694-2905. 836

SAN DIEGO (KGTV) -- A principal in La Jolla apologized after sending an email to parents she says unintentionally reinforced stereotypes.La Jolla Elementary School Principal Donna Tripi last month sent an email after two parents expressed concern over a man they believed was following a parent and her two children out of a Starbucks and across the street. In the email, Tripi described the man as “an African American male, about 30 years old, about 6’1” tall, wearing a hooded sweatshirt.” Tripi added in an apology email that she was passing along the description she was given.RELATED: La Jolla students, teachers gather to battle bullying on campus“My email was a mistake. While it is critical to keep our school family safe, the way I communicated didn't provide enough specifics to identify the individual, but could easily lead to unnecessary and harmful reactions against other members of our community.”As a result of the incident, the school is hosting a “conversation” on Monday, October 22 at 6 p.m. where parents can gather and ask questions.RELATED: La Jolla High School football is trying to put emphasis on the multi-sport athleteRead the full email below: 1191

SAN DIEGO (KGTV) -- A judge has ruled that the government can continue waiving environmental laws to proceed with construction of a U.S.-Mexico border wall.Judge Gonzalo Curiel issued the ruling Tuesday afternoon. The ruling allows 14 miles of border wall to be built southeast of San Diego. The ruling comes one day after the Washington Post reported that President Trump will visit border wall prototypes in mid-March. RELATED: President Trump to visit San Diego, inspect border wall prototypesIn early February, ABC News reported that the Center for Biological Diversity filed a lawsuit against the U.S. Department of Homeland Security to protect endangered butterflies. Environmentalists claim the Quino checkerspot butterfly and a number of other species could be in danger if construction of the border wall continues. “We intend to appeal this disappointing ruling, which would allow Trump to shrug off crucial environmental laws that protect people and wildlife,” said Brian Segee, a senior attorney at the Center for Biological Diversity.“The Trump administration has completely overreached its authority in its rush to build this destructive, senseless wall. They’re giving unprecedented, sweeping power to an unelected agency chief to ignore dozens of laws and crash through hundreds of miles of spectacular borderlands. This is unconstitutional and shouldn’t be allowed to stand.”RELATED: San Diego federal judge fails to make ruling over border wall lawsuitCalifornia Attorney General Xavier Becerra said in a statement Tuesday afternoon that "A medieval wall along the U.S.-Mexico border simply does not belong in the 21st century.”Read the full statement below:“We remain unwavering in our belief that the Trump Administration is ignoring laws it doesn’t like in order to resuscitate a campaign talking point of building a wall on our southern border. We will evaluate all of our options and are prepared to do what is necessary to protect our people, our values, and our economy from federal overreach. A medieval wall along the U.S.-Mexico border simply does not belong in the 21st century.” 2170

SAN DIEGO (KGTV) - A juvenile was arrested Wednesday for allegedly making a threat against a San Diego Unified School District high school. The juvenile was arrested at Serra High School for the alleged threat, according to SDUSD. The suspect told school police the comment was not meant to be taken seriously. While police deemed the threat non-credible, they determined the comment meant the definition of a criminal threat. The language of the threat and how it was issued was not immediately clear.RELATED: DA: Nine minors charged in recent threats to local schoolsClasses at Serra High were held on a normal scheduled Wednesday despite the report. There was reportedly no increase in police presence on the campus either.SDUSD official called for a press conference on Friday at 10:15 a.m. at the Education Center to address the increasing number of local school threats over the past month.Since the Parkland, Fla., school shooting in February, at least 24 school threats have been investigated at county schools.Of the threats, District Attorney Summer Stephan has charged at least nine juveniles."We can't assume that the threat is a joke," Stephan said. 1208
