SAN DIEGO (KGTV) -- A massive water main break in North Park Tuesday morning flooded streets as the neighborhood continues to cope with issues related to the breaks. According to the city, a 30-inch cast iron water main transmission line broke around 6 a.m. on Ray Street at Capps Street. Currently, the City of San Diego is in the process of replacing all cast iron pipes. After that process is complete, the city says it will assess concrete mains. Crews hope to have all cast iron pipes removed by 2023. SAN DIEGO (KGTV) - A man who apparently set himself on fire and died of burn injuries is unidentified, the San Diego County Medical Examiner’s office said Friday in a plea for the public’s help. An artist created a rendering of the man who told first responders his name was Randy. Medical Examiner’s Investigator Tessa Lee said Randy apparently set himself ablaze under an overpass bridge in Carmel Valley July 4. He died six days later. Randy’s burns were too severe for investigators to obtain fingerprints or identify tattoos or a birthmark. The man was Hispanic or Caucasian, in his 20s to early 40s, with short dark hair, and green or hazel eyes. He stood between 5’9” and 5’11”, and weighed about 270 pounds. SAN DIEGO (KGTV) -- A principal in La Jolla apologized after sending an email to parents she says unintentionally reinforced stereotypes.La Jolla Elementary School Principal Donna Tripi last month sent an email after two parents expressed concern over a man they believed was following a parent and her two children out of a Starbucks and across the street.In the email, Tripi described the man as “an African American male, about 30 years old, about 6’1” tall, wearing a hooded sweatshirt.” Tripi added in an apology email that she was passing along the description she was given.RELATED: La Jolla students, teachers gather to battle bullying on campus“My email was a mistake. SAN DIEGO (KGTV) -- A judge has ruled that the government can continue waiving environmental laws to proceed with construction of a U.S.-Mexico border wall.Judge Gonzalo Curiel issued the ruling Tuesday afternoon. SAN DIEGO (KGTV) - A juvenile was arrested Wednesday for allegedly making a threat against a San Diego Unified School District high school.The juvenile was arrested at Serra High School for the alleged threat, according to SDUSD. The suspect told school police the comment was not meant to be taken seriously. While police deemed the threat non-credible, they determined the comment meant the definition of a criminal threat.The language of the threat and how it was issued was not immediately clear.RELATED: DA: Nine minors charged in recent threats to local schoolsClasses at Serra High were held on a normal scheduled Wednesday despite the report.
