CHENGDU, May 13 (Xinhua) -- A senior official with the Sichuan Provincial government said Tuesday the death toll in the province has exceeded 12,000, and is still rising.     Li Chengyun, vice governor of Sichuan, said at a news conference Tuesday afternoon that the death toll was based on incomplete figures tallied by 4:00 p.m. Tuesday. He said another 26,206 people were injured, and more than 9,400 people were buried in debris.     Li also provided a breakdown of the death toll, including 161 in the Aba Tibetan and Qiang Autonomous Prefecture, 7,395 in Mianyang City, 2,648 in Deyang City, 959 in the provincial capital Chengdu and 700 in Guangyuan City. Other casualties were reported in cities including Ya'an, Ziyang and the Garze Tibetan Autonomous Prefecture. Beichuan County is badly damaged in Monday's quake, with great numbers of buildings collapsed and landslides around the county.    The death toll climbed from an earlier tally provided by the Ministry of Civil Affairs, which put the Sichuan death toll at 11,608. Authorities said the death toll might change every hour, as they heard reports from rescuers who were seizing every minute to pull out bodies from the earthquake rubble.     The earthquake, which centered on the province's Wenchuan County at 2:28 p.m. Monday, has left the province in chaos. More than 3.46 million houses were wracked, Li said.     Li said he was deeply saddened by the super earthquake. He called on both officials and the masses in Sichuan to speed up efforts to fight the disaster and rescue themselves.     Chinese Premier Wen Jiabao, who arrived in Sichuan Monday afternoon to oversee rescue work, ordered the clearance of rocks and mud slides that were blocking roads to the epicenter by midnight on Tuesday.     "People are trapped in debris; we must use every second," he told an emergency meeting at 7:00 a.m. Tuesday.     On Tuesday afternoon, a brigade of about 20 soldiers have reached Yingxiu Town of the earthquake epicenter Wenchuan, the disaster relief headquarters in the Chengdu Military Area Command said.     The soldiers reported they saw more than 70 percent of the roads in the town were wracked, and nearly all bridges collapsed. A large number of people were believed to be under the debris.     They said 3,000 people were known to have survived, and the town's total population is 12,000. No information on detailed casualties could be available.     Li Shiming, commander of the Chengdu Military Area Command, said the soldiers had distributed food and water to children and injured people in the town, and more supplies would be airdropped to the area.

The Chinese Premier met with foreign experts who are honored with the Prize of Friendship and their families here on Monday.China had successfully hosted the Beijing Olympic Games, finished its third manned space mission and kept a positive trend in economic growth after overcoming the severe snow and quake disasters, Wen said.     All the successes and achievements had come about because of the collective efforts of Chinese people as well as the support and concern of foreign experts and friends, he added.     The premier told the award-winning experts that China would continue the policy of reform and opening up which had been proven to be the correct way of leading the country to prosperity, and which enjoyed its 30th anniversary this year.     Wen said governments at all levels would strive to create better working and living conditions for foreign experts in China and protect their legal rights and interests to realize their career ideals.     The Friendship Award is the top prize awarded by the Chinese government to foreign experts who make outstanding contributions to China's economic construction and social development.     The 50 award receivers of the year 2008 come from 19 nations. They have been engaged in journalism, agriculture, education, health, engineering and other specialties.     The Chinese government has given the award to 999 foreign experts from 58 countries since 1991.

PYONGYANG, June 17 (Xinhua) -- Visiting Chinese Vice President Xi Jinping on Tuesday made a five-point proposal to strengthen bilateral ties and cooperation with the Democratic People's Republic of Korea (DPRK).     Xi, who is also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, made the proposal while meeting with Yang Hyong Sop, vice president of the Presidium of DPRK's Supreme People's Assembly.     Firstly, Xi proposed maintaining the trend of mutual exchange of visits by high ranking officials, and strengthening political communication and close relations between the Chinese Communist Party and the Worker's Party of Korea.     China will continue to exchange views on governance and party construction with the DPRK, maintaining communication on important issues, he said. SINGAPORE, July 23 (Xinhua) -- The first informal meeting of the Foreign Ministers of the Six-Party Talks on the Korean Peninsula nuclear issue concluded here on Wednesday with "very meaningful results", Chinese Foreign Minister Yang Jiechi said.     In a news briefing after the close-door talks on the sidelines of the Association of Southeast Asian Nations (ASEAN) Ministerial Meeting, Yang said that the Six-Party Talks have "very meaningful results", adding that they exchanged views and deepened understanding and expressed the will of continued pushing forward the Six-Party Talks further.     Yang said, "with joint efforts, the six parties agreed that the initial success has been achieved" and the informal talks "made useful preparation for the formal Six-Party Ministerial Talks in early day".     The Chinese foreign minister said the six parties reaffirmed they will earnestly fulfill their commitment to the signed joint statements and related documents.     Yang said all agreed the Six-Party Talks are an important platform for exchanging views and enhancing understanding, adding that the six parties should continue to enhance their exchanges so as to "achieve mutual benefit and win-win progress". Chief delegates of the six-party talks on the Korean Peninsula nuclear issue ended talks on July 12, agreeing to establish a verification mechanism for denuclearization.

  

BEIJING, Sept. 5 (Xinhua) -- The Communist Party of China (CPC) will launch a 1.5-year campaign from this month to learn and implement the Scientific Outlook on Development, the CPC Central Committee Political Bureau said here on Friday.     The campaign aims to push Party members, especially leading Party members and government officials, to learn how to implement the Scientific Outlook on Development and carry it out effectively, a statement issued after a CPC Central Committee Political Bureau meeting said.     The meeting was presided over by and CPC Central Committee General Secretary Hu Jintao, also Chinese president.     As Hu explained in his keynote speech at the 17th CPC National Congress in October 2007, the guideline takes development as its essence. It puts people first as its core with comprehensive, balanced and sustainable development as its basic requirement. Overall consideration is its fundamental approach.     "The Scientific Outlook on Development is an important guiding principle for China's economic and social development and a major strategic thought that we must uphold and apply in developing socialism with Chinese characteristics," said the statement.     Through the campaign, the CPC expects its officials to change their way of administration that don't meet the requirements of scientific development and to find solutions for the problems that hold back its implementation and the issues people complain about most, the statement said.     In the campaign, the CPC also aims to develop the administrative system that can boost scientific development and to improve the Party's ruling capability, it added.     The CPC Central Committee Political Bureau asked all Party members to take part in the campaign, especially senior Party members and government heads at county level and above
