SAN DIEGO (KGTV) — President Trump's pardon of former Congressman Duncan Hunter came as no shock to the man who successfully prosecuted the case.“While I am appalled as a citizen, I am not surprised given the prior conduct of the president,” said Phil Halpern, who left the Justice Department after the case concluded.Halpern was one of the Assistant U.S. Attorneys who prosecuted Duncan Hunter and his wife Margaret in 2019. His 11-month prison term was set to start in January, but President Trump pardoned him Tuesday.Halpern said seeing the case through was still worth it to demonstrate that the people who write the laws are not above them.“It was important not only that he be convicted, but he admit his wrongdoing. He spent too much time claiming that his prosecution was political,” Halpern said.RELATED: Margaret Hunter granted full pardon by White House, one day after former CongressmanOn Wednesday, Hunter's father, former Congressman Duncan Lee Hunter, maintained the charges were political and that the issue should have been handled civilly by the Federal Election Commission, as spelled out in a letter of support from former FEC commissioner Bradley Smith.“At the end of the line you've got one last receptacle of justice, and that's the President of the United States,” Duncan Lee Hunter said. “And he looked at this, a Marine Corps marathon, First Lady’s luncheon. They’re going to try to put this guy in jail for that? (President Trump) saw the injustice of that.”Duncan Hunter is now working for a construction company, his father said.RELATED: President Trump issues more pardons of alliesHalpern said the case was not politically motivated, noting that the Justice Department was run by a Republican in William Barr. He said he never felt pressure to ease off, and that the dollar amounts were well beyond anything that could be handled by the commission.On Wednesday, Trump also pardoned Margaret Hunter, who was sentenced to eight months of home confinement. Speaking before that announcement, Halpern said Margaret should be pardoned if Duncan is as well. 2447

SAN DIEGO (KGTV) -- New information from the Census Bureau shows that San Diego’s housing growth isn’t keeping up with our growth in population.Within the year spanning between July 1, 2016, and July 1, 2017, San Diego saw its population increase by nearly 13,000 people.According to the Census Bureau, though the population has increased, the number of new homes being built is actually slowing down.When you compare housing growth between 2000 and 2007 and housing growth between 2010 and 2017, San Diego County saw a major decrease in growth of new housing. San Diego was also ranked the 11th most populated city in the United States, according to the new data. SAN DIEGO (KGTV) - Neighbors in College Area are a little more vigilant after a coyote attacking a chicken was caught on camera. Matt Dixon was grilling in his backyard when he heard squawking on the neighboring hillside. “One of the chicken flies into the fence,” said Dixon describing the video he took. “That’s when the coyote popped out of the clearing it there and made its way up and he eventually found what he was after.” Dixon posted the 28-second video online and found that people were quicker to forgive the coyote. “I got a lot of flak for not trying to help save the neighbor’s chicken and I can understand that,” said Dixon, “but it all happened so fast.” Other neighbors say they are more cautious with their children and pets outside knowing there can be coyotes in an urban area. 805

  

SAN DIEGO (KGTV) -- People on social media are outraged after video shows a security guard questioning a mother's immigration status in a Target parking lot. The woman who recorded and posted the video, Sonia Serrano Zavala, says the guard was asking the mother if she is here legally when she started recording. The unidentified security guard can be heard in the video saying, "You’re illegally here and you’re having babies and you’re probably on welfare."The woman, seen holding a baby in the parking lot, was reportedly asking for money. Midway through the video, the security guard says "it's a scam" and claims the woman has a car and a condo.The incident took place at a Target located in the Marketplace at the Grove Shopping Center. The guard does not work specifically for Target, but provides security for the entire shopping center. The company who hires the security guards for the mall said, "The behavior of this employee is not reflective of the standards we have set for our security professionals, and we will address it."WARNING: The video below contains graphic language.  1136

  

SAN DIEGO (KGTV) — Pacific Beach mother Sandy Algra says her number one job is keeping her child safe, something she wasn’t able to do a few months ago.Algra and her 3-year-old son were at Liberty Station Park when he was scratched by a dirty needle, sending him to the emergency room. Algra says he underwent an infectious disease consultation and will require HIV and Hepatitis C tests every six months.“Right now I’m trying to channel and redirect the anger that I feel about what happened to him, that I wasn’t able to keep him safe," said Algra.She's created a petition to designate San Diego’s playgrounds for children only; adults are only allowed if they’re accompanied by a child.Similar ordinances already exist in New York and Florida, people who violate them can face fines. "I think that most people can use common sense and understand that an adult is not meant to be living under a slide, or sitting on a swing doing drugs or otherwise, that's not what these playgrounds are designed for," said Algra. The petition has over 1,000 signatures and has garnered support from the Pacific Beach Planning Group and Pacific Beach Town Council.Algra plans to eventually bring the petition to San Diego City Council.
