The US government announced additional sanctions and travel restrictions on Cuba Wednesday, following up on an announcement by President Donald Trump earlier this year.Among the specific changes outlined by the Treasury Department are restrictions on travel to Cuba for educational or cultural exchange groups, which will now be permitted only for sponsored groups in the United States, and with the participation of representatives from those groups.Individuals traveling for so called "people-to-people" outreach will no longer be able to visit the country, except where travel arrangements have already been made, or in cases where these individuals are accompanied by permitted, US-based sponsors, a senior administration official explained to reporters on a conference call. 787

The United States set another record for daily confirmed coronavirus cases as several states posted all-time highs, underscoring the vexing issue confronting President Donald Trump or Joe Biden as a perilous pandemic surges with the holidays and winter approaching. The surging cases and hospitalizations happening around the country reflect the challenge that the winner of the too-early-to-call presidential race will face in the coming months.According to the New York Times, 1,130 coronavirus-related deaths were reported on Tuesday. The average number of deaths, while increasing, is not increasing at the same rate as cases. According to a Harvard risk assessment map, 26 states are are the highest alert level where 25 cases per day per 100,000 people. The states are mostly located in the central US. The map shows that North and South Dakota are experiencing the most widespread cases of the coronavirus. 921

The World Health Organization updated its guidelines on mask-wearing Tuesday, recommending that anyone over the age of 12 wear a mask indoor and outdoor and inside your home if it's ventilated poorly. The updated guidelines come as COVID-19 cases continue to sore in America. On Wednesday, 180,083 new cases were reported, according to data from Johns Hopkins University.According to the guidelines, in areas where COVID is spreading, WHO recommends that anyone over the age of 12 wear masks in shops, shared workplaces, and schools if they can't maintain a distance of more than 3-feet between others. They also recommend masks be worn when people visit your home if there's not adequate ventilation, or you can't be more than 3-feet or more from each other. The WHO said on top of wearing a mask, other precautions such as washing hands, avoiding touching your face, having adequate ventilation if indoors, testing, contact tracing, quarantine, and isolation should also be taken."Together, these measures are critical to prevent human-to-human transmission of COVID-19," WHO said.In areas of COVID-19 spread, the organization said healthcare workers should take part in "universal masking" in health care facilities, meaning they should wear an N95 respirator mask throughout their entire shift, including when caring for other patients. The advice applied to visitors, outpatients, and common areas such as cafeterias and staff rooms, but added administrative staff does not need to wear a mask if they are not exposed to patients. The organization also recommended that people who do vigorous physical activity should not wear masks, citing some associated risks, particularly asthma. For children, the WHO recommends children up to 5-years-old should not wear masks for source control. They added that children between the ages of 6 to 11-years-old should only wear masks if "a risk-based approach is applied.""Factors to be considered in the risk-based approach include intensity of COVID-19 transmission, child’s capacity to comply with the appropriate use of masks and availability of appropriate adult supervision, local social and cultural environment, and specific settings such as households with elderly relatives, or schools," the organization added in its guidelines. 2285

The so-called cone of uncertainty for Tropical Storm Jose now includes North Carolina's Outer Banks, Maryland and Delaware, after the National Hurricane Center on Thursday shifted its potential path west. The cone shows the probable track of the center of a storm over a five-day period. With maximum sustained winds of 70 mph, Jose is a tropical storm after being a hurricane through the week. The storm is expected to strengthen and become a hurricane again by this weekend, the center said. At one point last weekend, Jose was a Category 4 hurricane.Jose, which recently completed an odd clockwise loop, is forecast to move closer to the United States before turning north. The vast majority of computer models still keep the storm out to sea, but a few show it making a potential landfall along the East Coast, CNN meteorologist Brandon Miller said."Jose could produce other direct impacts next week along portions of the east coast of the United States from North Carolina northward to New England, but it is too soon to determine what those impacts might be or where they could occur," the hurricane center said.Track the storm hereThe inclusion of the Outer Banks in Thursday's advisories marked the first time the United States mainland has been in the forecast cone tracking Jose.As of 11 pm on Thursday, Jose was in the southwest Atlantic Ocean, about 375 miles northeast of the southeastern Bahamas, and was moving west-northwest at 8 mph.No matter its path, Tropical Storm Jose is expected to bring rough surf and rip current conditions in the next few days. The swells generated by Jose are affecting Bermuda, the Bahamas, the northern coasts of Hispaniola and Puerto Rico and the US Southeast coast. Those effects will spread north along the mid-Atlantic coast in the next few days.Jose is the sixth named hurricane of the Atlantic basin season, which lasts through November. The peak of hurricane season is generally from mid-August to mid-October. Two major hurricanes, Harvey and Irma, have hit the United States, with Irma also demolishing islands in the Caribbean. 2089

The Senate is expected to vote on an economic relief package this week and while it has little chance of passing the House, it is sending a very clear message to airlines: help may not be coming. United Airlines and American Airlines have both threatened thousands of their employees with layoffs if government assistance doesn't come before October 1. October 1 is the first date airlines that took bailout money from earlier this year can layoff workers under the terms set by Congress. United is looking at cutting around 16,000 employees while American is slashing around 19,000 workers. Southwest and Delta, notably, are not laying off workers after offering buyouts to many workers. For weeks, airlines and unions were holding out hope lawmakers would pass a bill after returning from their August recess. The Association of Flight Attendants took to Capitol Hill Wednesday to demand action. 906
