BEIJING, March 10 (Xinhua) -- The Chinese government will adopt stricter measures to boost energy conservation this year to meet the goal set by an important five-year plan, Xie Zhenhua, vice minister of the National Development and Reform Commission, said Wednesday."It's the last and decisive year for us to realize the goals set by our country's 11th Five-Year Plan," Xie said at a press conference on the sidelines of the annual session of the National People's Congress, China's top legislature."The current energy conservation situation lags far behind the goal set in our plan and our task is still formidable," said Xie, one of China's leading negotiators for climate change talks.Under the 11th Five-Year Plan ending this year, China pledged to cut energy consumption per unit of gross domestic product (GDP) by 20 percent, or four percent each year, but consumption fell by a margin much smaller than the set target during the past four years.The per unit GDP energy consumption fell only 14.38 percent from the 2005 level.Xie said the Chinese government will enact a series of measures this year to boost energy conservation, including the introduction of an accountability mechanism for provincial governments and tight control of projects of high energy consumption and high pollution.China announced in November it aimed to reduce the intensity of carbon dioxide emissions per unit of GDP in 2020 by 40 to 45 percent compared with 2005 levels.

It is the first state-level list of its kind in the country.The list illustrates what each kind of medicine should be used for, but it is not mandatory. Medicines on the list include all those on the National Basic Medicine Catalogue and the Catalogue of Drugs for Basic National Medical Insurance, and some other frequently used medicine, the ministry said.Cao Guirong, president of the Chinese Hospital Association, said at the release ceremony that compilation of the list borrowed the experience of developed countries and the World Health Organization (WHO) while taking into account China's geographic features and clinical therapeutic habits.It took two years for more than 100 domestic medical and pharmaceutical experts to complete the list, Cao said. It would be handed out to hospitals nationwide within the next few days in an effort to promote better medical service.

BEIJING, Feb. 21 (Xinhua) -- The total length of China's rural roads had reached 3.3 million kilometers by the end of 2009, connecting 99.4 percent of towns and villages, a transportation official said here Sunday.Some 381,000 kilometers of roads were built in China in the past year, far exceeding the annual target of 300,000 kilometers, China's Vice Minister for Transport, Feng Zhenglin, said at a conference.By the end of 2009, residents at 35,000 towns and 553,000 villages in China's rural areas were able to take buses to travel, representing 98 percent and 87.8 percent of China's towns and villages, respectively, according to Feng.Li Shenglin, Minister of Transport, vowed at the conference to boost rural passenger transportation.Feng also vowed to improve the highway network that connects towns and villages this year and in the country's 12th Five Year Plan which starts in 2011.
