A COVID-19 vaccine candidate being produced by biotech company Moderna has shown to be 94.5% effective in Phase 3 clinical trials, the company said Monday.The news means that the company is on track to request Emergency Use Authorization status for the drug in the coming weeks. The vaccine is already being mass-produced and thousands of doses will be ready to ship following authorization.Moderna's vaccine is closely tied with "Operation Warp Speed," a Trump administration program that provided nearly billion in government funding for research and support, and placed the vaccine on an FDA fast-track.On Aug. 11, the Department of Health and Human Services announced it was paying .5 billion ".5 billion in funds to support the large-scale manufacturing and delivery" for 100 million doses of Moderna's vaccine candidate.Moderna said Monday that 20 million doses of its vaccine will be available to ship by the end of 2020, and is on track to produce between 500 million and 1 billion doses in 2021.Health experts believe that a vaccine will be available to some people by the end of 2020, and will be widely available in spring 2021. Though it's unclear who specifically will qualify to receive the drug first, doses will need to be rationed for several months before vaccines are widely available.The release comes a week after Pfizer announced its own vaccine candidate was also on track for mass distribution after showing 90% effectiveness in Phase 3 trials.Moderna's announcement comes as welcome news to the U.S., where COVID-19 is currently spreading at a rate unseen since the pandemic first hit. A Lake Geneva, Wisconsin teenage who was stuck in Paris for weeks after falling into a coma has returned to the United States, his family says.Nathan Dyer returned to the US late Wednesday morning. His family is still raising money to pay off  thousands in medical bills.About a month ago, Dyer embarked on his first journey overseas to Morocco with his cousin. Dyer got sick a week into the vacation and fell into a coma. A federal judge has dismissed several charges against Dr. Jumana Nagarwala in the historic female genital mutilation case, ruling that the federal law against female genital mutilation is unconstitutional.U.S. District Court Judge Bernard Friedman ruled that Congress did not have the power to enact a federal law that banned female genital mutilation in the United States.Instead, Friedman made the argument that the law was too broad and it violated Congress' powers, as the law does not stand up to scrutiny under either the Necessary and Proper Clause or the Commerce Clause of the US Constitution.He also found that laws penalizing Female Genital Mutilation should be handled at the state level, similar to laws regarding Criminal Sexual Conduct, battery or child abuse.  Shannon Smith is the Defense Attorney for Dr. Nagarwala.  She says the ruling is "absolutely a huge victory. When you actually studied the law they enacted, there was no constitutional basis for them to enact the law. It’s really an issue that should be left to the states."Smith also claims the doctors did not perform Female Genital Mutilation, saying instead they performed a mild form of female circumcision."What Dr. Nagarwala was doing, if we had gone to trial, would have been vindicated that she was not mutilating little girls. While we’re happy with the victory and we’ll certainly take it, there’s a part of me that’s a little disappointed that the public isn’t going to see the evidence brought out at a trial to see that she was never guilty of it in the first place," Smith said.The ruling comes after Friedman also dismissed a "conspiracy to transport minor with intent to engage in criminal sexual activity" charge in January. That was the only count that could have lead to life in prison for both Nagarwala and Dr. Fakhruddin Attar.Friedman's ruling leaves two counts in place in the case.
