SAN DIEGO (KGTV) -- Video posted on social media shows a vehicle narrowly missing a pedestrian and slamming into a car in Pacific Beach. Dennys Morales says the incident happened just after 4:30 p.m. Sunday near the intersection of Riviera Drive and Graham Street. Video shows the car making a turn before nearly hitting a woman walking in the street. The footage then shows the driver slamming into Morales' parked car. RELATED: Driver hits pedestrian, flips car in Pacific BeachThe good news is, Morales says the suspect came forward Tuesday morning, sending him a message on Facebook to confess. Morales tells 10News the man said his back tire was low, claiming he swerved to avoid hitting the pedestrian, instead hitting the parked car. A police report has also been made. “This person needs to be held accountable,” Morales said. SAN DIEGO (KGTV) -- When a car breaks down or a housing voucher falls just short, San Diegans can slip through existing safety nets and into homelessness. Supervisor Nathan Fletcher and members of the Regional Task Force on the Homeless announced a proposal Monday to address those shortfalls in traditional housing assistance through what’s called a “flex pool.”Based on models used in cities like Los Angeles and Chicago, the Flexible Funds for Housing Program would combine government and private funds, with fewer restrictions on who qualifies and how the money is used. SAN DIEGO (KGTV) - When the Chargers bolted north to the Los Angeles area, not only did they vacate what’s now known as SDCCU stadium, they also emptied out of their facility off Murphy Canyon Road.Formerly known as Chargers Park, the facility belongs to the City of San Diego. Team 10 discovered even though the site is vacant, the utility and maintenance bills continue to pile up.According to data analyzed by Team 10, the electric bill for August 2018 was ,949.78. The most recent water and wastewater bill from the end of June to the end of July 2018 shows a balance of more than ,000 and a year's worth of landscaping, maintenance, and fire safety repairs ran ,067.12.A city spokesperson said any vacant building still has operating and utility costs.“This is not a way to maximize taxpayer dollars,” said San Diego Councilmember David Alvarez, who saw the bills Team 10 received through a public information request.In 2017, Alvarez and Councilmember Lorie Zapf backed a plan that would have transformed the facility into a temporary homeless shelter. It didn’t happen.“We have a poor record and a history of not being able to use our real estate assets in a good way,” Alvarez said.Team 10 started looking into the operating costs after seeing a video posted to YouTube of people touring the facility.The guys from “The Somethin’ or Other Tour” took a peek around the building. SAN DIEGO (KGTV) -- Tracking citizen complaints about law enforcement is a requirement of California law. However, some say there needs to be a significant improvement in that process."Police officers have tremendous authority," said former police officer and criminal justice professor Kevin LaChapelle. He broke down how the process works."[In] a formal complaint, there should be written documentation and the agency is accountable for reporting that to the Department of Justice," LaChapelle said. LaChapelle says the formal complaint process differs from an informal complaint, where someone may talk to an officer or supervisor but no documentation is required. Those interactions are not included in DOJ numbers. When it comes to two of the largest departments in the county, Team 10 found the number of complaints differ drastically. In 2018, the San Diego Sheriff's Department reported nine complaints. In 2017, there were six reported complaints.San Diego Police Department reported 74 complaints last year. In 2017, there were 97 reported to the DOJ.Each department reports to the state both substantiated and unsubstantiated complaints. 1156
