BEIJING, Feb. 18 (Xinhua) -- Jia Qinglin, China's top political advisor, urged the municipality of Beijing to intensify efforts to promote the development of service and manufacturing industries.Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference, made the remarks during his inspection tour in Beijing from Wednesday to Friday.During the tour, Jia visited factories, construction sites and communities to exchange views with officials and civilians. BEIJING, March 22 (Xinhuanet) -- NASA scientists are testing its next-generation Mars rover, which will land on Mars next year, under extreme conditions at space-simulation chamber in California, media reports said Tuesday.Scientists at NASA's Jet Propulsion Laboratory in Pasadena, Calif., say they've installed the Curiosity rover in a space-simulation chamber that can mimic the environment the probe will encounter on Mars.  After the chamber's large door was sealed last week, air was pumped out to near-vacuum pressure, liquid nitrogen in the walls dropped the temperature to minus 130 degrees Celsius, and a bank of powerful lamps simulated the intensity of sunshine on Mars.After the test period, the rover along with other portions of NASA's Mars Science Laboratory spacecraft including the cruise stage, descent stage and backshell -- part of protective covering -- will be shipped to the Kennedy Space Center for final preparation for the launch window from Nov. 25 to Dec. 18, 2011. Curiosity will study whether a selected area of Mars has offered environmental conditions favorable for microbial life and for preserving evidence about whether Martian life has existed.

BEIJING, Feb. 25 (Xinhua) -- China's top legislature on Friday ended its bimonthly session, adopting a series of bills including a law on vehicle and vessel taxation, which is aimed at standardizing taxation and promoting environmental awareness and energy efficiency.The National People's Congress (NPC) Standing Committee also voted to adopt an amendment to the Criminal Law which reduces the number of crimes punishable by death by 13 to 55.Moreover, it passed the country's first law on intangible cultural heritage protection, which is expected to better preserve heritages of historic, literary, artistic or scientific value.At the session that opened on Wednesday, lawmakers validated the dismissal of Liu Zhijun from his post as the railways minister and appointed Sheng Guangzu, the former head of the General Administration of Customs, to replace Liu.The discipline watchdog of the Communist Party of China (CPC) said on Feb. 12 that Liu was under investigation for alleged "severe violation of discipline," while the CPC Central Committee's Organization Department said he had been removed from the post of the ministry's Party chief.Wu Bangguo, chairman of the NPC Standing Committee, said at the closing of the bimonthly session that the democratic rights of NPC members should be fully respected and guaranteed during the upcoming NPC plenary session.On Friday afternoon, the members of the NPC Standing Committee attended a lecture on China's water conservancy development.

CANBERRA, April 14 (Xinhua) -- Scientists on Thursday expressed disappointment to the decision to cancel the long-running Australian Science Festival in Canberra.The festival has been operating during August for the past 19 years with free and ticketed science education activities.However, the festival organizers on Wednesday announced to halt this year's program after failing to secure support from the Australian Capital Territory state government in time to arrange events.According to Australian Science Communicators president, Jesse Shore, thousands of school children have attended the festival over its history to learn more about science as a career."It's encouraged other activities to join it, it was very important in getting National Science Week started, and that's stimulated a lot of other science communication activities," he told ABC News on Thursday.Shore said the decision to close it down is unfortunate as the event has been very influential and instrumental promoting science communications activities.He said he hopes that a number of people would gather together in a new partnership, with new ideas and hopefully a new funding base.

ABUJA, Jan. 28 (Xinhua) -- China and Nigeria celebrated the 40th anniversary of the establishment of diplomatic relations on Thursday evening in Nigeria's capital city Abuja.More than 600 Chinese and Nigerian guests, including Nigeria's former Head of State Yakubu Gowon, attended the gala event.On Feb. 10, 1971, the two most populous developing countries in Asia and Africa set up their diplomatic relations, said Deng Boqing, the Chinese ambassador to Nigeria.The frequent high level visits from both sides built up the mutual trust, the exchanges and cooperation in the fields of economy, culture, science, education and health, he said.The bilateral trade volume in 2010 is expected to break the record 7.5 billion U.S. dollars in 2008. The total Chinese investment in Nigeria has been nearly 8 billion dollars by the end of 2010, he said.Deng also gave tribute to the indispensable efforts made by the overseas Chinese and Chinese companies in Nigeria.Yakubu Gowon, former head of state in the 1970s, told Xinhua that he was delighted to witness the establishment of diplomatic ties between China and Nigeria in 1971 during his term. He visited China and met the late Chinese leader Mao Zedong in 1974.Nigeria's President Goodluck Jonathan sent his representative to the celebration of the 40th anniversary of bilateral ties, pledging the two countries would work closely in the future.
