JACUMBA (CNS) - Authorities have identified the 22-year-old man who died Saturday after the car he was driving collided with a guardrail on Interstate 8.Gonzalo Martinez of Hemet died shortly after the 4:48 p.m. crash on the eastbound side of the freeway just before In-Ko-Pah Road in Jacumba, according to the San Diego County Medical Examiner's Office.Martinez lost control of the Volkswagen Jetta he was driving after it drifted toward the shoulder and collided with a guardrail. The car stopped about 40 yards from the point of impact, according to the preliminary California Highway Patrol investigation.He was pronounced dead at the scene. 653

JACKSONVILLE, Florida — Water releases to Lake Okeechobee will be adjusted beginning today, Aug. 24. The U.S. Army Corps of Engineers says releases will achieve a 14-day average of 2,000 cubic feet per second from Moore Haven Lock and Dam and 1,500 cubic feet per second from St. Lucie Lock and Dam. "With continued paramount focus on Herbert Hoover Dike safety throughout 2018, we need to make increased discharges to slow the still dangerous rise in lake levels," said Jacksonville District Commander, Col. Jason Kirk. "In concert with the South Florida Water Management District, we continue to maximize storage nor and south of the lake to minimize the requirement for discharges." The lake stage was 14.57 feet as of Thursday. Under these current conditions, discharges up to 4,000 cubic feet per second are allowed to be released to the Caloosahatchee and up to 1,800 cubic feet per second to the St. Lucie. Crews will use flexibility when it comes raising flows, while they still work to reduce risk to the Herbert Hoover Dike. The St. Lucie average flow will increase by 330 cubic feet per second from current releases, although runoff water from rain in the St. Lucie basin could occasionally result in flows that exceed the target amount of 1,500 cubic feet per second. Staff with the Jacksonville District will continue to monitor conditions and will make adjustments to water flows as needed.  1458

KEARNY MESA (KGTV): A San Diego surfer is making a name for himself on the Professional Big Wave World Tour. He's now using his newfound fame to help kids in Southern California hospitals.Jo Jo Roper is in his first year on tour. Just before Thanksgiving, he shredded a 60-foot wave in Portugal."That feeling, it's hard to describe," Roper says of surfing waves that big. "Sometimes you black out, to be honest, you don't even remember what happened."Roper says he remembers everything from the wave this week. It was the fulfillment of a lifelong dream and years of preparation."It's really difficult," he says. "So when you line one up, it's that much more rewarding to kick out a wave."Roper comes from a family of pro surfers. His dad, Joe Roper, surfed professionally in the '70s and '80s. He stopped when he had kids, and says it's a thrill to watch Jo Jo pick up the family mantle."He's taken it to another level," says Joe Roper. "I'm so proud of him."Jo Jo is giving his parents a lot to be proud of outside of surfing. He's starting working with City of Hope Hospital in Los Angeles. It helps treat kids with cancer. "These kids are stronger than anything I've ever done," he says. "What they go through is on a whole other level of what's amazing. I'm just trying to bring some joy to them."Jo Jo has the kids decorate his surfboards with their handprints and signatures. He looks at them for inspiration when he's riding the big waves."It's very heartwarming for me," he says. "It gives me a bigger purpose when I'm sitting in the line-up. I look down and have all these kids on my side. It's awesome."Jo Jo will auction off the boards he uses on the pro tour later this year. The money will go to City of Hope. Kentucky Speaker of the House Jeff Hoover resigned from his position Sunday amid sexual harassment allegations, saying he had made "mistakes."Hoover, who The Courier-Journal newspaper in Louisville reported had secretly settled a sexual harassment allegation by a woman on his legislative staff, did not resign as a state representative, however, and has denied all allegations."I did make mistakes, in that I engaged in inappropriate text messages," the Republican lawmaker said at a press conference announcing his decision. "I engaged in banter that was consensual, yet make no mistake, it was wrong on my part to do that. And for that I am truly sorry."The Courier-Journal was the first to report Hoover's settlement last week, citing sources with direct knowledge of the matter. The settlement involved three other Republican state representatives and Hoover's chief of staff, the newspaper reported.Hoover and his accuser, whom the Courier-Journal has not identified because she says she was sexually harassed, declined to comment, as did a lawyer for the woman, the newspaper said.Hoover asked for the public's forgiveness in a tearful statement on Sunday, saying, "To say that the past few weeks and days have been trying and difficult for me and my family would be an understatement."Kentucky's House speaker pro tempore, Republican David Osborne, said in a statement that he will be assuming operational control of the chamber as acting speaker.Hoover's resignation comes a day after Kentucky Gov. (KGTV) - San Diego Sheriff's deputies are investigating a possible threat against Julian High School Friday.Deputies contacted the student suspected of issuing the threat off-campus, according to Julian Union High School District Superintendent Patrick Hefflin.
