SAN DIEGO (KGTV) — San Diego officials will request that Gov. Gavin Newsom discount coronavirus cases in San Diego State students from the county's case rate.Supervisor Greg Cox said the county will send a letter to the governor formally asking that the state not include SDSU's case numbers in the county's total coronavirus case rate.Gov. Newsom said during a press conference Wednesday that he will not allow San Diego County to do that."You can't isolate, as if it's on an island, the campus community that is part of a larger community. So the answer is no," Newsom said in regards to whether he would consider a special exemption for the county.RELATED: San Diego County could backslide to more coronavirus-related restrictionsTuesday, County Public Health Officer Wilma Wooten said during a Board of Supervisors meeting that if the campus' cases were removed from the equation, the county's case rate would be lower.As of Monday, SDSU reported 667 confirmed cases and nine probable cases.According to county Medical Director Dr. Eric McDonald, less than 10 coronavirus cases have been directly linked to the campus. Of those, McDonald said three cases are county residents with direct connections with SDSU students and four non-county residents with direct connections to students.McDonald added that the county is aware of four residential outbreaks related to SDSU students in the College Area, but there have not been any other outbreaks in other settings related to students."The reality is, the number of cases in ICU and hospitalizations is not being impacted because of those cases from SDSU," Cox said. "We think there's justification for not including those numbers from SDSU and, frankly, other campuses in San Diego as they reopen."San Diego County public health officials voice worried that the region could be moved back a tier after registering at least one week's worth of data in California's most stringent reopening tier.While the county's testing positivity has sat in the third tier (orange) for two weeks now, in the last week, the county's case rate has crossed above the 7.0 cases per 100,000 residents threshold. Wednesday, county health officials said the region was at a 4.5% testing positivity and 7.9 cases per 100,000 people.Under the state's guidance, a county only needs to register above a threshold in at least one metric for two weeks to be pushed back a tier, while to move up, the county needs to meet both metrics for 14 consecutive days."At a minimum, counties must remain in a tier for at least 3 weeks before moving forward ... To move forward, a county must meet the next tier’s criteria for two consecutive weeks. If a county’s metrics worsen for two consecutive weeks, it will be assigned a more restrictive tier," the state's website says.If San Diego is required to move back to California's first business reopening tier, businesses would need to adjust to more restrictive capacity levels. SAN DIEGO (KGTV) — San Diego Police are investigating the death of a man they say appeared to have been in an altercation right before his death.SDPD officers responded to a medical distress call just after 2 p.m. Tuesday inside a home at 6600 Springfield Street in Encanto. When police arrived, San Diego Fire-Rescue crews were already there performing CPR on a man.Police say the man was eventually pronounced dead at the scene.Homicide detectives arrived and began investigating. Wednesday, police said investigators learned that the man was involved in a physical altercation and injured before his death. They add that the man had difficulty breathing and collapsed.The 45-year-old man, identified Thursday as Antoine Deonte Dorsey, was a resident of the home and has been identified, but his name is being withheld at this time, police say.Police are now trying to locate witnesses of the altercation. As part of our Making It in San Diego initiative, we want to make sure veterans know there is potentially money available to them. 10News anchor Kimberly Hunt spoke to professionals in the field, as well as two veterans who are currently applying for benefits.Linda Urbina, Director of Client Services for Golden Care explains the different benefit packages. Aide & Attendance, while difficult to qualify for, will go a long way in paying a veteran's assisted living costs. A veteran would have to be found to have 30 percent of their medical needs deemed 'service-related.' Anything less than 30 percent could be covered by a benefit called Home Health Aide Care. That provides assistance with activities of daily living such as eating, dressing, personal grooming, bathing, toileting/incontinence care, transferring, and transportation. A veteran would have to need assistance with at least two of these ADL's to qualify for this program.Urbina has gone into homes to find a veteran whose needs are not being met and has called adult protective services. Later she finds out they could have received help from the VA. She sees wives "bent low from the burden of care giving" and veterans who "feel guilty" for being a burden. He strongly suggests a veteran "go talk with a veteran services officer at the VA., ask questions, sit down with someone and see if you might qualify for help." He acknowledges the VA is over-burdened, but he tells his clients not to give up. He says persistence pays off. It disappoints Watt to see someone wait years or decades before coming in. His wife Cyndy has been caring for him for years. The medical bills have mounted, and take the majority of their money. Other things around the house have had to go unattended. After years of what he and his wife describe as a frustrating battle with the VA, Simon now receives Homemaker benefits which give him an in-home caretaker 12 hours a day, and a pension benefit of 20 percent of his Navy pay. They are still pursuing greater benefits.Watt tells both couples to "keep at it. and don't take no for an answer." 3834
SAN DIEGO (KGTV) -- Retail stores across San Diego County are preparing for more restrictions in anticipation of a move into the state's COVID-19 purple tier.For retail stores, it would mean reduced capacity to 25%.At Warwick's in La Jolla, they're setting up window displays, not just to be festive, but also to help shoppers who may not feel comfortable coming inside the book store.Owner Nancy Warwick says she would support the decision if that's what it comes down to, but acknowledges they, like most, are struggling. They've been creative, offering more online shopping, phone orders, deliveries, and contact-free purchases.She says they'll turn one set of doors into an entrance, another the exit, to maintain a flow of traffic and a count of the number of people inside the store if they have to.For Warwick, it's about making her customers feel comfortable as well as her staff, some of whom she says have not returned to work because of safety concerns.Despite that, she is confident their online offerings and their emphasis on personal shopping will help them weather this round of restrictions, if it comes to that.Being in the store, she says, is uplifting, and provides a respite for customers who are looking for nostalgia, finding gifts there that are not available elsewhere. 1302
