SAN DIEGO (KGTV) — A new SANDAG report found that when it compared to the region's Caucasian population, Black and Hispanic communities are more than four times as likely to live in an area impacted by COVID-19 and unemployment. The report says more than two-thirds of the county's Black (67%) and Hispanic (70%) populations live in zip codes with higher than average unemployment rates. About half of Black (52%) and Hispanic (49%) San Diegans live in zip codes with higher than average COVID-19 cases as well.In comparison, the study says Caucasian (14%) and Asian (24%) populations are less impacted in both cases."As regional elected officials and leaders, it is important for us to think strategically about how to coordinate with the Black and Hispanic communities – and all communities in need – to determine which programs and policies can put in place to guide an equitable recovery as businesses begin to reopen and as people return to work or look for new jobs," said SANDAG Chair and Poway Mayor Steve Vaus.SANDAG says the most affected areas reside in the southern part of the county. The following zip codes have been most affected by COVID-19:91910 (Chula Vista N)91911 (Chula Vista S)91917 (Dulzura)91932 (Imperial Beach)91950 (National City)91977 (Spring Valley)91978 (Rancho San Diego)92020 (El Cajon)92021 (El Cajon)92102 (Golden Hill)92105 (City Heights)92113 (Logan Heights)92114 (Encanto)92115 (College)92139 (Paradise Hills)92154 (Nestor)92173 (San Ysidro)As of June 7, SANDAG reported the region's unemployment rate at 28.5%, or about 480,000 residents.SANDAG found that unemployment and the effect on industries have hit populations differently:Hispanic employees make up the largest percentage of the essential workforce in building cleaning services (65%), grocery and drug stores (44%), and childcare and social services (39%).Black employees account for more than 7% of the childcare and social services; 9% in trucking, warehouse, and postal service; and nearly 20% of public transit workers.Asian employees represent 22% of those working in the health care sector.White employees account for only 40% of the pool of workers in high-contact and essential occupations. To read SANDAG's full report, click here. 2245

SAN DIEGO (KGTV) — A San Diego businessman pleaded guilty in federal court on Wednesday to charges of bank fraud and tax evasion in connection with failing to report hundreds of thousands of dollars in income and fraudulently obtaining a mortgage.David Daughtrey, 60, of El Cajon, admitted to evading taxes by failing to report 8,612 of income to the IRS and also fraudulently obtaining a mortgage for his .8 million home using a third party, U.S. District Attorney officials said.As part of his plea agreement, Daughtrey will pay ,016,457.91 in restitution to the IRS. He's scheduled to be sentenced on Nov. 16.RELATED: San Diego businesswoman pleads guilty in liquor license loan fraud"People who cheat on their taxes are cheating all other law-abiding taxpayers," said U.S. Attorney Robert Brewer. "Mr. Daughtrey blatantly disregarded his tax obligations for years. The defendant not only abused the tax system for his own financial benefit, but conspired to commit bank fraud in order to maintain this lifestyle."Daughtrey admitted that from July 2006 until April 2016, he conspired with others to commit bank fraud and tax evasion. As part of the fraud scheme, he directed another person to submit a mortgage application to Wells Fargo to buy a .8 million five-bedroom home, officials say, and falsely claim that the fund used as a down payment belonged to a third party and the third party would be the primary homeowner. In reality, Daughtrey provided the funds and the house was intended to be his primary residence. He later submitted a false hardship letter on behalf of the third party to get the bank to modify the terms of the home loan, officials added. He also admitted that over several years, he and his spouse, who is not charged in the case, conspired to falsely report total income in tax years 2012 through 2015. Officials say in 2012, Daughtrey omitted at least 8,612 in income and the IRA tax loss for years 2012-2014 was 6,536. "Our nation’s tax system funds critical infrastructures and vital programs, including supporting our citizens and small businesses during the ongoing pandemic," said Ryan L. Korner, Special Agent in Charge, IRS Criminal Investigation. "Honest Americans’ compliance with the tax laws is imperative. Rather than pay his fair share, David Daughtrey chose to live lavishly, while intentionally failing to report his true income and evading the payment of over 0,000 in taxes." 2448

SAN DIEGO (KGTV) - A growing number of apps and online video games are creating new opportunities for hate groups to recruit young people with little oversight, experts say.The information comes about a month after a 19-year-old honors student allegedly shot four people inside a Poway synagogue, killing one person.Dr. Peter Simi, a Chapman University professor who has studied hate groups for more than 20 years, say they are feeling emboldened in a way not seen before. Simi pointed to the charged anti-immigration and anti-Muslim rhetoric that has become mainstream has given the groups new confidence. "We have a long history of these groups that we don't talk nearly enough about because we're in kind of the denial game," Simi said. "The last several years, the white supremacist movement is emboldened in a way that certainly goes beyond anything I've seen in 24 years."RELATED: Shooting at Poway synagogue leaves one dead, three injuredSimi said the groups will use a soft-sell method, drawing people in with subtle white supremacist ideas. They use that introduction as an avenue for further discussion before growing more explicit. The groups, which have posted fliers on San Diego college campuses, are also recruiting young people through apps and video games. For instance, a suspected hate group targeted Ben Hedgspeth's 17-year-old son through a meme app."They were coming from a particular religious background and they were trying to recruit him into their online chat space," he said. "It frustrates me to know that those people are out there approaching our children."Simi said ignoring the groups won't work and schools aren't always doing enough. To start, subscription programs like Circle and Bark can do things like filter content and set limits. Bark will also alert parents to communication such as hate speech, sex acts and depression. But there's one place safeguards still lag: Video games. Bark Chief Parenting Officer Titania Jordan said it's because people communicate verbally - via headset - on popular online games like Fortnite, Roadblocks and Minecraft. "The video gaming platforms are a black box; they are a closed system," Jordan said.RELATED: Poway synagogue suspect pleads not guilty to federal hate crime chargesJordan said predators will pretend to be young, even if they are not.
