SAN DIEGO (CNS) - Despite an adjusted daily COVID-19 case rate of 7 per 100,000 population, San Diego County was again able to avoid being pushed into the most restrictive purple tier of California's four-tier reopening system.High rates of testing helped the county stay in the red tier, county officials said. If a county reports statistics meeting metrics in a higher tier for two consecutive weeks, it will move into that more restrictive tier for a minimum of three weeks.The state's health equity metric, which looks at the testing positivity for areas with the lowest healthy conditions, dropped from 5.7 to 5.5% and remained in the red tier. This metric does not move counties backward to more restrictive tiers, but is required to advance.County public health officials reported 265 new COVID-19 infections and four deaths related to the illness Tuesday, raising the region's total case count to 53,000 and the death toll to 857.Four men died between Oct. 11 and Oct. 18, and their ages ranged from mid-50s to early 80s. All had underlying medical conditions.Of the 9,110 tests reported Tuesday, 3% returned positive, bringing the 14-day rolling average percentage of positive cases to 2.8%, far below the state-set target of less than 8%.Of the total COVID-19 cases in the county, 3,788 or 7.1% have been hospitalized, with 876 -- or 1.7% -- spending at least some time in an intensive care unit.Five new community outbreaks were reported Tuesday, two in businesses, one in a restaurant/bar setting, one in a K-12 school setting and one in a faith-based institution. SAN DIEGO (CNS) - A would-be carjacker who didn't know how to drive a stick shift was foiled when he tried to steal a car with a manual transmission in San Diego's Fox Canyon neighborhood, police said today.Two teenagers were sitting in the car around 10:45 p.m. Thursday in a hilly residential area near Auburn Drive and Wightman Street when a young man approached the window and demanded the victims' phones, San Diego police Officer Robert Heims said. The man then demanded the victims, an 18-year-old man and 17-year-old boy, get out of the car."They got out and the suspect got in and tried to drive away,'" Heims said. SAN DIEGO (CNS) - After being reassured that motorists' privacy would not be compromised, the county Board of Supervisors Wednesday unanimously approved a plan to electronically collect license plate data as part of a vehicle- emissions study aimed at improving air quality.Under the plan, the county Air Pollution Control District will use automated license reader software to analyze vehicles at 12 intersections in disadvantaged communities, including Barrio Logan, Logan Heights, Sherman Heights and western National City.A state grant will pay for the ,500 automated license plate reader system, which will collect license plate numbers and vehicles' weight, make and model.Jon Adams, assistant director of APCD, said the data will be collected in a secure method and kept at the district office, and would not be shared with anyone else. SAN DIEGO (CNS) - An Arizona man who carried out a series of knifepoint rapes in the city of San Diego 24 years ago will be sentenced to 50 years to life in state prison early next year following his guilty plea to six rape counts.Christopher VanBuskirk, 47, of Goodyear, pleaded guilty Monday to threatening the victims with a knife while sexually assaulting them on four occasions between August and November of 1995, according to San Diego police.Deputy District Attorney Martin Doyle said Vanbuskirk also pleaded guilty to two knifepoint rapes committed in Riverside County in March 2002 and November 2004, with the Riverside County District Attorney's Office giving San Diego County prosecutors jurisdiction over those two cases.RELATED: Man accused of sexually assaulting six women since 1995 faces 190 yearsVanbuskirk is slated to be sentenced Feb. 20.Prosecutors said the four San Diego cases occurred twice in the Tierrasanta neighborhood, once in Pacific Beach, and once near San Diego Mesa College.
