The people of El Paso, Texas, are resilient. Living in the middle of the harsh Chihuahuan Desert, the city has no other choice. On average, 15 days every year spike over 100 degrees Fahrenheit. The city gets little relief with annual rainfall of just about 9 inches. It's one of the hottest cities in the country.One of its prime sources of water is the Rio Grande. Typically the river can supply as much as half of the city's water needs. But climate change is making that increasingly difficult and is pushing the city to look for new sources of water. Now, El Paso is on track to become the first large city in the United States to treat its sewage water and send it directly back into its taps.Increasing temperatures will make the dry region even more vulnerable to drought, according to the federal government's most recent national climate assessment. Already challenged with balancing the demands of about 700,000 thirsty El Pasoans along with agriculture and industry needs, El Paso must also face the fact that climate change is literally drying up one of its major sources of water.Analyzing tree ring records, scientists have been able to reconstruct the climate history of the region as far as the late 1500s and have found that as temperatures have risen, the amount of snow melting and feeding the Rio Grande has dropped."We're getting less runoff now than we would have gotten as recently as the '80s or '90s," said J. Phillip King, a professor of civil engineering at the University of New Mexico. King has tracked the river's water levels for the past 27 years as an adviser to the Elephant Butte Irrigation District. The district manages the water distribution of some 90,000 acres of farmland along the Rio Grande Valley in New Mexico and Texas.King told CNN Chief Medical Correspondent Dr. Sanjay Gupta that there is simply less snowmelt coming from northern New Mexico and southern Colorado to feed the river. Since 1958, the amount of early April snowmelt going into the Rio Grande has dropped 25% due to less snowpack and evaporation.What's happening in the Rio Grande is not unique. It's a phenomenon happening throughout the Western United States.King called the Rio Grande a harbinger of what's to come. "You know we've already gotten critically low here, and you can think of the Colorado as a few years away from a similar fate," he said.Drought isn't anything new for the 1,800-mile long river. The Rio Grande has survived severe and sustained droughts, King said. But an increase in temperature is pushing both a warmer and dryer climate. And that means not only potentially less snowfall but a greater chance for water to evaporate.The federal government projects that temperatures could rise an additional 8 degrees Fahrenheit in the region by 2100.The dwindling reserves are apparent at Elephant Butte Reservoir, just outside of Truth or Consequences, New Mexico. The reservoir there sits right on the Rio Grande and forms the largest recreational lake in the state. It holds water for farmers from north of El Paso up to Colorado. It has a capacity of about 2 million acre feet, King said. Currently, it's hovering around 3% to 4% of its full capacity. Buildings that were built as offices during the dam's construction in the early part of the 20th century were previously submerged in the 1980s. Ron Wyden, the top Democrat on the Senate Finance Committee, has been pressing the gun rights group for additional information about its finances."Can you categorically state that your organizations have never, wittingly or unwittingly, received any contributions from individuals or entities acting as conduits for foreign entities or interests?" Wyden asked in a letter in early March.The NRA's secretary and general counsel John Frazer insisted in a mid-March response that the NRA takes pains to ensure money from foreign nationals isn't injected into political spending."While we do receive some contributions from foreign individuals and entities, those contributions are made directly to the NRA for lawful purposes," Frazer wrote. "Our review of our records has found no foreign donations in connection with a United States election, either directly or through a conduit."While it's not illegal for the NRA to accept contributions from foreign donors, the group would run afoul of the law if that money were used for electioneering purposes. The NRA's political action committee, the NRA Political Victory Fund, is required to report its spending to the Federal Election Commission, but the group houses a number of other accounts that aren't bound by such transparency.While their political arm supports candidates and lobbying efforts, the NRA also spends money on other programming, such as security assessments for schools and firearms training for NRA members.In the letter to Wyden, the NRA notes that it's legal for the organization to move money between those accounts in many instances. That makes it all the more difficult to track whether foreign funds could have ultimately been used for a political purpose.In the letter, the NRA's general counsel said from 2015 to 2016 the NRA did not receive any significant contributions from a foreign address or drawn from a foreign financial institution.The NRA did, however, receive donations from US subsidiaries of foreign entities and from US companies with foreign nationals at the helm. "However, none of those entities or individuals is connected with Russia, and none of their contributions were made in connection with US elections," Frazer wrote.The NRA's latest reply, part of an ongoing back-and-forth with Wyden, invited another round of questions from the Senator.Wyden is pressing for additional information about how the NRA spent foreign contributions and whether that money could have been aimed at influencing American audiences. He also requested information on whether any foreign individuals, including Russians, were members of the NRA's elite donor programs. 3833

  

The gunman behind the Texas church massacre killed his grandmother-in-law during the attack, multiple friends of the woman told CNN.Devin Patrick Kelley had domestic problems and texted his mother-in-law as recently as Sunday morning, not long before he carried out the largest mass shooting in Texas history, authorities said."We know that he expressed anger towards his mother-in-law, who attends this church," said Freeman Martin of the Texas Department of Public Safety. He said Kelley had a history of sending her threatening texts.But his mother-in-law was not inside the First Baptist Church in Sutherland Springs when Kelley sprayed the congregation with gunfire and killed 26 people. The youngest killed was a 17-month-old girl, her family told CNN. The man accused of killing 17 people at Marjory Stoneman Douglas High School in Parkland, Florida earlier this year reportedly attacked a detention officer inside a Florida jail Wednesday morning.WTVJ-TV in Miami spoke to the Broward County Sheriff's office in Miami, who confirmed that Nikolas Cruz attacked and injured a detention officer at the Broward County Jail Wednesday morning. The condition of the injured officer is unknown.Cruz is the suspected shooter in the Feb. 14 shooting at Marjory Stoneman Douglas High School in Parkland, where 17 students and teachers were killed. Cruz was charged with 34 counts of premeditated murder and attempted murder in March and is currently awaiting trial.  752
