TASHKENT, May 22 (Xinhua) -- Chinese Foreign Minister Yang Jiechi on Saturday called for efforts to increase cooperation in regional security and economic matters among the member states of the Shanghai Cooperation Organization (SCO).Speaking at a meeting of the Council of Foreign Ministers of the SCO in the Uzbek capital of Tashkent, Yang said that uncertainty and instability have been increasing and it would still take time for the world economy to fully recover.He suggested that the SCO member states make efforts in line with the consensus reached by their heads of state to further enhance coordination of their policies and strategies on affairs of common interest. BEIJING, April 28 (Xinhua) -- Chinese Premier Wen Jiabao Wednesday called for greater efforts to fulfill the energy-saving and emission reduction goals set out in the nation's 11th Five Year Plan.According to the plan laid out in 2006, China will cut its per unit GDP energy consumption by 20 percent compared with 2005 levels by the end of 2010.Relevant departments must work harder to help enterprises close down old and polluting production facilities, he said at a State Council meeting.The departments must also suspend approval of new projects by enterprises failing to eliminate backward production capacity, he added.He also stressed efforts to curb the expansion of high energy-consuming industry, and emphasized strict control of exports of goods produced in an energy-inefficient way.Wen said energy-saving and emission reduction are priorities for the construction and transportation industries.Public institutions nationwide are expected to lower their energy consumption by 5 percent year on year in 2010, he added.More energy-conservation and emission-reduction publicity campaigns should be organized to promote the development of "green" consumption, he said.
BEIJING, June 6 (Xinhua) -- The Communist Party of China (CPC) Central Committee and the State Council, China's Cabinet, on Sunday jointly issued the country's Medium and Long-term Talent Development Plan (2010-2020), which sets a blueprint for creating a highly skilled national work force.The plan says as part of China's modernization process, people's education must be improved. China has to transform itself from being labor-rich to talent-intensive.The plan aims to increase the ratio of citizens with a higher education background in the work force from 9.2 percent in 2008 to 20 percent by 2020.The plan lists six major categories of "talent" that the government will help cultivate, ranging from political leaders, entrepreneurs to high-tech researchers and professional social workers.By 2020, more than 85 percent of government officials will have four years of college education, it says.The government will conduct large-scale training programs to encourage more college graduates to work in China's rural areas to help local farmers live a better life, the plan says.In terms of professional social workers, the plan says the government will put measures in place to train about 3 million social workers by 2020.

BEIJING, May 14 (Xinhua) -- China's Ministry of Agriculture Friday ordered local departments to strengthen field management to ensure the summer grain output after prolonged extreme weather in some areas.China faced with a challenging grain situation this summer as persistent cold weather had ravaged major production zones since the winter, which prolonged growing season for wheat and raised the risk of dry hot wind and heavy rains during the harvest time, said Wei Chao'an, Vice Minister of Agriculture.Wei urged authorities to intensify disaster and pest disease prevention, and to quickly harvest in fine weather.According to the ministry, China needs to maintain an annual grain output of 500 million tonnes to feed the nation's 1.3 billion people.China's summer grain output rose six years in a row to top 123.35 million tonnes last year, 2.6 million tonnes more than the previous year. Grain output reached 530.8 million tonnes in 2009, the sixth consecutive year of a growth in grain yield.
