MOSCOW, Oct. 13 (Xinhua) -- The China-Russia partnership has entered a new development phase and boasts bright prospects, visiting Chinese Premier Li Keqiang said here Monday.

Residence permit holders may enjoy many basic public services as locals, including free compulsory education, employment support, old-age care, and social welfare, said the draft of measures on the management of residence permits.

Peng made the remarks while attending a meeting focusing on development issues concerning disabled people, together with wives of some leaders of the Asia-Pacific Economic Cooperation (APEC) member economies, who are in Beijing for the 22nd APEC Economic Leaders' Meeting.

He said China and the European Union regard each other as important partners in affairs of this region and they share broad prospect of cooperation.

"Compared with fast-advancing urbanization, industrialization and informatization, our country's agricultural modernization is lagging far behind, seriously impeding the synchronized development of the four aspects," said Li.
