CHULA VISTA, Calif. (KGTV) -- A group of parents hosted a rally Monday evening calling on Chula Vista Elementary School District officials to reopen schools for in-person learning. Parents said they want the district to move forward with a phased reopening approach, a plan that was supposed to start on Oct. 26.However, the district halted the repoening plan at the beginning of October, citing concerns about rising COVID-19 cases in two specific ZIP codes -- 91911 and 92154.Parents argued that there is a safe way to go back to in-person learning, but they feel the district isn't ready. CVESD Superintendent Francisco Escobedo said he does want to get children back in the classroom and is hoping cases in those ZIP codes go down so they can reopen by the end of the year. He added that the district is still working with employee associations and labor groups in hopes of coming to an agreement so teachers can have everything they need to safely do their job. 976

CINCINNATI -- A police officer working an off-duty detail at a grocery store used a stun gun on an 11-year-old girl Monday evening.The officer was working a detail at the Kennard Avenue Kroger when his attention was brought to the girl and two others who were involved in shoplifting, Lt. Steve Saunders said. The officer gave the girl several commands to stop, and then deployed the stun gun.Medics at the scene checked on the girl, and later so did staff at Cincinnati Children's Hospital Medical Center, Saunders said. He said that as far as he knows, the girl doesn't have any health issues as a result of the Taser deployment.Saunders said that a stun gun can be used on anyone between the ages of 7 to 70, according to Cincinnati Police Department procedure.CPD procedures on use of force state, "The TASER may be deployed on a suspect actively resisting arrest when there is probable cause to arrest the suspect, or to defend one’s self or another from active aggression."The procedure also notes that officers should consider the severity of the crime, the level of suspicion with respect to the fleeing suspect, the risk of danger to others and the potential risk of secondary injury to the suspect due to their surroundings before using a stun gun."An individual simply fleeing from an officer, absent additional justification, does not warrant the use of the TASER," CPD procedure states.The girl had a backpack full of items, Saunders said. She was charged with theft and obstruction, and then released to her parents. (KGTV) - A Chula Vista man is recovering after a painful encounter with a rattlesnake sent him to a hospital for several days.It happened in a quiet Eastlake neighborhood near a canyon. A week ago, along White Pine Ct., just before. 9 p.m., Lino Ayon was visiting a neighbor, inside a garage, when the neighbor pressed the remote. The door went up."As I stepped out, I felt like a pinch in my ankle area. Then I heard a rattle and by the time I said, 'Oh, that's a snake,' it bit me again," said Ayon.His neighbor tracked it down and killed it: a 3-and-a-half-foot rattlesnake. Meanwhile, Ayon quickly started feel the effects of the bites."My body started getting numb, my face and my chin," said Ayon.His left ankle -- where he had been bitten twice -- started to swell with pain. His speech was slurred."In my mind I knew what I wanted to say, but it wasn't coming out right," said Ayon.He was brought to the ER, eventually receiving two doses of antivenin. He was released from the hospital two days later."Very scary, never in a million years did I think I was going to be bitten by a snake," said Ayon.While rattlesnake bites for humans are fairly rare, experts say be on the lookout this time of year. It's birthing season, so there are more rattlers slithering about.Local snake wrangler Tom Mingha tells ABC 10News when the temperatures heat up, rattlesnakes become active at night, when it's cooler.That is when Ayon had his encounter. (KGTV) — South Bay police officers closed down two marijuana dispensaries operating illegally.Two search warrants were served at illegal pot shops on Thursday by Chula Vista Police, according to the department. One dispensary was located at 500 Vance Street. CVPD arrested two employees on felony charges of operating an illegal dispensary and seized about ,000 in cash and 0,000 to million in illegal products.The second bust occurred at an illegal shop in the 900 block of Broadway.
