Florida gunman Nikolas Cruz is willing to plead guilty to avoid the death penalty and spare the community from reliving the massacre in a trial, his public defender said.Cruz, 19, faces charges of premeditated murder in Wednesday's shooting at Marjory Stoneman Douglas High School in Parkland, which left 17 people dead.Broward County Public Defender Howard Finkelstein, who is representing the confessed gunman, said there's no question he killed the 14 students and three staff members."The only question is, does he live or does he die?" Finkelstein asked.Prosecutors would need to agree not to ask for capital punishment and allow life without parole instead.On Saturday, State Attorney Michael J. Satz said this "certainly is the type of case the death penalty was designed for," but that now is the time "to let the families grieve and bury their children and loved ones.""Our office will announce our formal position at the appropriate time," Satz said.Cruz's next court date is set for Monday morning. With many counties in Florida reporting record number of vote-by-mail requests, some are wondering will more controversy emerge in 2020? Tuesday's primary may provide clues. TUESDAY'S PRIMARYWhile Tuesday's primary does not involve presidential politics in Florida, a number of races impacting the state legislature, Congress and local governments are taking place. HISTORY OF ISSUESFlorida's issues with elections goes all the way back to 1876. The presidential election was still undecided with Florida being unsure how to award its 4 Electoral College votes. Florida wasn't alone. South Carolina and Louisiana were also unsure. As a result, Congress had to step in and resolve the issue with Rutherford B. Hayes eventually becoming President. Most Americans know Florida because of the issues in 2000. With another presidential election hanging in the balance, Al Gore and George W. Bush battled for votes during a 36-day recount. Palm Beach County's butterfly ballot, with confusing placement of names for some voters, likely resulted in 2,800 votes for Pat Buchanan instead of Gore. "Hanging Chads" in the state became a household phrase nationwide to describe ballots with paper fragments still hanging from them. Ballots that year were hole punch style for many voters. Like in 2000 and 2016, Florida has long been an important state for nominees to win. It has helped choose the winning presidential candidate every election since 1992.RECENT ISSUESIssues in Florida's Elections have continued in recent years. In Broward County, nearly 1,000 uncounted ballots were found in a warehouse in 2012. In 2018, 22 ballots were counted that were supposed to be rejected. Former Chicago Police Superintendent Garry McCarthy, who was previously fired by Chicago Mayor Rahm Emanuel, announced on Wednesday that he intends to run against Emanuel to be the city's mayor.The election will be held in February 2019. McCarthy was fired in December 2015 after it took the department 14 months to release video of the death of Laquan McDonald, who was an unarmed black 17-year-old shot and killed by Chicago Officer Jason Van Dyke. It was determined that Van Dyke had shot McDonald 16 times, leading to protests in Chicago. The case led the City of Chicago to offer a million settlement to the McDonald family, the Chicago Tribune reported. Van Dyke, who has since been charged with homicide, is still awaiting trial. McCarthy told the Tribune that he is running as a "conservative Democrat." “Between the taxes, our economy, the schools and the crime rate here, we’re a laughingstock in America,” McCarthy told the Tribune. “The prevailing thought about Chicago is we’re on our way down in all those areas, and they all infect each other, and nobody seems to get that. It’s almost like a ‘Wake up, Chicago’ moment.”McCarthy is going up against a relatively popular mayor. According to a poll by Anzalone Liszt Grove Research, Emanuel's approval rating as of January was 51 percent, compared to 40 percent who disapproved. Emanuel is seeking his third term after being President Barack Obama's first Chief of Staff in the White House. While McCarthy has made it clear that he is not running as revenge against Emanuel, he contends his firing was unjust."While I am very emotional, that’s not my motivation here,” he told the Tribune. “Why would I possibly take on turning around one of the largest American cities in the right direction? Because I’m annoyed? No. I’m doing it out of a sense of obligation as a public servant and that’s what motivates me.”He added that homicide levels dropped to their lowest levels since the 1960s while he was superintendent, but Emanuel's treatment toward police has played a factor in the city's rising homicide count.  2151

Former first lady Barbara Bush is in failing health, a source close to the Bush family tells CNN.At 92 years old, Bush has been suffering for some time and has been in and out of the hospital multiple times in the last year while battling with Chronic Obstructive Pulmonary Disease, or COPD, and congestive heart failure.The source said she is being cared for at her home in Houston and has decided she does not want to go back into the hospital.The office of former President George H. W. Bush released a statement, confirming after a "recent series of hospitalizations," she has decided against seeking additional medical help."It will not surprise those who know her that Barbara Bush has been a rock in the face of her failing health, worrying not for herself — thanks to her abiding faith — but for others. FORT MYERS, Fla. -- Caleb Lowman says he was forced to use his shotgun on his neighbor's three dogs when they escaped their cage and began attacking his goats. “When I came out, I had the shotgun with me with the hopes it wouldn’t have to be used,” Lowman said. Lowman says this isn't the first time the dogs have gotten out and been aggressive. On last Monday, the dogs got out of their fence and attacked the goats in his yard. Photos show the goats suffered bite marks up and down their neck and legs.However, one of the dogs' owners, Jake Hutto, claims his pets have never been aggressive. “I don’t understand how it’s possible to shoot three dogs in the head, to blow their face off," Hutto said.Lowman's family called Animal Control after last week's incident and says they safely returned all three dogs to the neighbors. Five days later, Lowman says it happened again — this time in front of his 13-year-old daughter, Chloe. “I had to go outside and watch basically my babies be attacked by dogs," said Chloe. Lowman says despite his family's efforts, the dogs killed two of the goats. That's when he pulled out his shotgun and killed all three dogs. Hutto came home to find that Animal Control had left his pets in three large trash bags.“There’s nothing more you can do, nothing’s going to bring them back,” Hutto said. Records show several citations had been issued from Animal Control to the dog owners' household. But with two goats and three dogs now gone, Lowman says this isn't what he wanted. "This time it was our goats, Monday it was our goats; if we let that happen again that could have been my children," he said. "It didn’t need to be this way if they just secured their dogs."A spokesperson for Animal Control says this is an active investigation. Lowman claims when he put in his final statement today at Animal Control, he was told two citations would be issued against the dog owners. He says the citations are for dogs menacing and harassing livestock and running at large.  2160
