BEIJING, Feb. 12 (Xinhua) -- China said late Saturday that members of the United Nations should work for a broadly-based consensus on the reform of the UN Security Council.Foreign Ministry spokesman Ma Zhaoxu made the remarks in response to a relevant question.Media reports had it that a recently-released declaration by some countries said most of UN member nations supported enlarging the council with new permanent and non-permanent members, and insisted tangible results be achieved in this regard during the Current Session of the UN General Assembly.Ma said China held that UN member nations should seek for a package of solutions for the reform, on the basis of broad and democratic consultation among member nations to accommodate interests and concerns of all parties.He said though some positive progress had been made since inter-government negotiations regarding the reform of the UN Security Council were launched, there were still serious differences within all parties over certain important issues about the reform.China advocated that the more differences the member countries had on the reform, the more necessary for UN member nations to enhance dialogue and consultation, he said."Experience has proven that presetting results for the reform or forcing premature reform plans will not only undermine the unity of UN member nations, but also harm the reform process, which will not be in line with any party's interests," he said.China is ready to maintain contact with all relevant parties, and make joint efforts with other member nations to push forward the reform in a way which can be conducive to safeguarding the overall interests of UN and the unity of the member nations, said Ma.

SAN FRANCISCO, April 4 (Xinhua) -- Google Inc. on Monday announced that it is bidding for patent portfolio of Nortel Networks in the bankruptcy auction for the Canadian telecommunications equipment maker.In a press release, the Toronto-based Nortel said Google has agreed to buy all of its remaining patents and patent applications for 900 million U.S. dollars in cash.Nortel, which filed for bankruptcy protection in 2009, expects the auction to be held in June this year, pending Canadian and U.S. court approvals.Nortel has selected Google's bid as the "stalking-horse bid," or the starting point against which others will bid prior to the auction.The agreement with Google includes the planned sale of about 6, 000 Nortel patents and patent applications spanning wireless, wireless 4G, data networking, optical, voice, Internet, service provider and semiconductors.According to Nortel, the patent portfolio touches nearly every aspect of telecommunications and additional markets, including Internet search and social networking."This is an unprecedented opportunity to acquire one of the most extensive and compelling patent portfolios to ever come on the market," George Riedel, Nortel's chief strategy officer, said in a statement.Google argued that the bid would help protect it from patent litigation and foster innovation.The technology industry has recently seen an explosion in patent litigation, often involving low-quality software patents, which threatens to stifle innovation, Kent Walker, Google's general counsel, said in a blog post, believing the best defense against such litigation is to have a "formidable patent portfolio. BEIJING, Feb.11 (Xinhua) -- Representatives from different sectors have given feedback on drafts of the government work report and China's economic and social development blueprint for the next five years, the State Council, China's cabinet, said Friday.Premier Wen Jiabao chaired five seminars from Jan. 20 to 27, at which representatives of various sectors of society were invited to voice their views on the documents, according to a State Council statement.The 12th five-year program, or the national development plan for 2011 to 2015, and the government work report will be delivered for review at the plenary session of the National People's Congress (NPC), China's top legislature, in March.Experts from social economic organizations along with those from science and technology, education, health, culture and sports circles attended the meetings, as well as members of non-communist parties.Participants at the seminars agreed on the framework and main content of the documents. They also gave some suggestions and proposed a couple of revisions to the report and the development plan.Most suggestions focused on China's economic restructuring, income distribution adjustment, modern agricultural development, scientific innovation, reform of the yuan exchange rate formation mechanism, property market regulation and affordable housing construction, and further improvement in education and medical care system.The forums also invited 11 grass-roots representatives, including farmers, technicians, and owners of small businesses, who raised suggestions to boost farmland irrigation construction, train more technicians, and help with the development of small and medium enterprises.Wen said the feedback will be "of great help" when revising both the government work report and 12th five-year plan, as well as to the work of the government.

WASHINGTON, April 29 (Xinhua) -- A U.S. appeals court ruled on Friday that the Obama administration can continue the taxpayer- funding for human embryonic stem cell research.The U.S. Court of Appeals in Washington overturned a preliminary federal court order that would have blocked the U.S. Health and Human Services Department and the National Institutes of Health (NIH) from spending government money on embryonic stem cells research."Today's ruling is a victory for our scientists and patients around the world who stand to benefit from the groundbreaking medical research they're pursuing," said Nicholas Papas, a White House spokesman.U.S. President Barack Obama has been trying to expand government funding for human embryonic stem cells research, saying that years of progress on finding cures for spinal cord injuries, Parkinson's disease and other diseases would be lost without the government support on this field.Opponents have been arguing the research is unacceptable because embryonic stem cells can only be obtained through destroying human embryos.Last August, a federal judge ruled that the government-backed embryonic stem cell research violated the law because embryos were destroyed in the process and it jeopardized the position of researchers using adult stem cells for winning federal grants.The government immediately appealed to the ruling, and the appeals court said the research could continue at the NIH before the judge ruled on the case.

LOS ANGELES, April 2 (Xinhua) -- People taking antidepressants may be more likely to develop thicker arteries which may raise the risk of heart disease and stroke, a new study suggests.Depression can heighten the risk for heart disease, but the effect of antidepressant use is separate and independent from depression itself, according to the study make public by the American Association for the Advancement of Science (AAAS) on Saturday.The data suggest that antidepressants may combine with depression for a negative effect on blood vessels, said study first author Amit Shah, MD, a cardiology fellow at Emory University School of Medicine.Study findings will be presented on April 5 at the American College of Cardiology meeting in New Orleans, according to the AAAS.The study included 513 middle-aged male twins who both served in the U.S. military during the Vietnam War. Twins are genetically the same but may be different when it comes to other risk factors such as diet, smoking and exercise, so studying them is a good way to distill out the effects of genetics.Researchers measured carotid intima-media thickness - the thickness of the lining of the main arteries in the neck -- by ultrasound. Among the 59 pairs of twins where only one brother took antidepressants, the one taking the drugs tended to have higher carotid intima-media thickness (IMT), even when standard heart disease risk factors were taken into account.The effect was seen both in twins with or without a previous heart attack or stroke. A higher level of depressive symptoms was associated with higher IMT only in those taking antidepressants."One of the strongest and best-studied factors that thickens someone's arteries is age, and that happens at around 10 microns per year," Shah said. "In our study, users of antidepressants see an average 40 micron increase in IMT, so their carotid arteries are in effect four years older."Antidepressants' effects on blood vessels may come from changes in serotonin, a chemical that helps some brain cells communicate but also functions outside the brain, Shah said."I think we have to keep an open mind about the effects of antidepressants on neurochemicals like serotonin in places outside the brain, such as the vasculature. The body often compensates over time for drugs' immediate effects," Shah said. " Antidepressants have a clinical benefit that has been established, so nobody taking these medications should stop based only on these results. This isn 't the kind of study where we can know cause and effect, let alone mechanism, and we need to see whether this holds up in other population groups."
