SANTEE, Calif. (KGTV) -- Following hours of public comment and discussion, the Santee City Council approved a massive housing development that has been in the works for decades.Late Wednesday evening, the council voted 4-1 in favor of the Fanita Ranch project. The development was first proposed in 1999 and has gone through several revisions.The project includes nearly 3,000 new homes, as well as plans for a school, parks, and open space. Changes to state Route 52 are also a part of the plan.The development will be located north of SR-52, west of Eucalyptus Hills, off Magnolia Avenue and Cuyamaca Street.Fanita Ranch supporters have argued that more homes are needed in the area, but opponents believe the project would create a traffic problem, especially during an emergency situation like a wildfire. Noise and environment-related concerns have also been raised.The developers, HomeFed Corporation, said they have solutions for many of the issues brought up by project opponents, including evacuation routes in the event of an emergency.HomeFed also said the project would bring more jobs and revenue to the city of Santee.The project would be completed in four phases and would be finished in 10-15 years.Prior to the vote, some Santee residents asked the council to table the issue and allow them to have a vote on the land use with Measure N on the November ballot. 1385

Seattle’s mayor says the city will move to wind down the “occupied” protest zone following two recent shootings, including one that left a man dead. Mayor Jenny Durkan said at a news conference Monday that officials are working with the community to bring the “Capitol Hill Occupied Protest” zone to an end after two weeks. The mayor said the violence was distracting from changes sought by thousands of peaceful protesters seeking to address racial inequity and police brutality. Rains may generate mud and debris flows."The potential for debris flows being triggered is low to moderate. Waterway flows may be rapid and blockage and overtopping in waterways is expected. Got a few screws loose, I guess,” Russell could be heard saying. “Never really knew it, until now."One of Russell's co-workers was surprised to hear his voice."You could tell he was in pain,” says Jeremy Kaelin, a former co-worker of Russell. “Kind of seemed a little delusional, and I was just shocked to see that someone who was so nice, so helpful and caring, actually he cared about his job, to do such a thing and you know and end his life."Russell had access to secure aircraft areas as a ground service agent and had knowledge on taxiing planes around the airport.Protocol requires two people to be present to tow the plane. Authorities are still unsure how Russell managed to access the plane alone and move it by himself."We believe he was in uniform,” says Brad Tilden, CEO of Alaska Airlines. “His job is to be around airplanes. He is tow certified, so he's meant to be-- airports have a non-secure side and a secure side. He's meant to be on the secure side. That's a part of the fulfillment of his job responsibilities."Once in the air, military jets were sent to follow Russell to make sure he didn't do anything dangerous."Military jets were scrambled from Portland, but it does not appear that the jets were involved in the crash of the Horizon aircraft," says Gary Beck, CEO of Horizon Air.The National Transportation Safety Board says Russell crashed through several lines of 10-foot-high trees. 2050

SAN JUAN, Puerto Rico (AP) — A grandfather accused in the fatal fall of his young granddaughter from an 11th-story window of a cruise ship docked in Puerto Rico last year has pleaded guilty to negligent homicide.Salvatore Anello of Valparaiso, Indiana, earlier said he would drop a not-guilty plea to help end what he called “this nightmare" for his family.Chloe Wiegand, an 18-month-old, slipped from Anello’s grasp and fell about 150 feet from an open window of Royal Caribbean Cruises’ Freedom of the Seas ship in July 2019.Anello, 51, has repeatedly said he is colorblind and did not know the window in the children's play area was open when he lifted Chloe up so she could bang on the glass, WRTV reports.Chloe's parents filed a wrongful death lawsuit against Royal Caribbean Cruises in December 2019, claiming the company violated industry standards by failing to provide reasonably safe windows in an area where children play on the ship.In response, Royal Caribbean filed court documents alleging that Anello was “unquestionably aware” that the window was open because video shows him leaning out of it right before he picked Chloe up and dangled her from it.The documents filed by Royal Caribbean claim Anello's actions were captured on two separate video surveillance cameras, which were previously unreleased.
