SAN DIEGO, Calif. (KGTV) - A new rule from the California Air Resources Board could wind up costing San Diego MTS hundreds of millions of dollars.CARB announced a series of regulations last week, all aimed at making bus fleets more environmentally friendly.One rule says all buses need to be zero-emission by 2040.That could be costly.Right now, SDMTS uses Compressed Natural Gas in their buses, which they say burns much cleaner than diesel fuel.Those buses cost 7,000 each, and MTS buys about 50 new buses each year.New electric, zero-emission buses will cost about 2,000 each.Replacing the entire fleet with electric buses will cost 7.5 million more than CNG buses."The technology is relatively new, the costs are high right now," says MTS Spokesperson Rob Schupp. "I think CARB is looking into the future. As we encourage more and more manufacturers to build these buses, the costs will come down."San Diego MTS is already putting six electric buses in their fleet this summer as part of a pilot program.They'll use those to test how the electric buses operate across several terrains and distances in San Diego.They also received a grant to help buy 11 more for a South Bay Bus Rapid Transit line that will open in 3 years.Beyond that, MTS says they may use a combination of state funding, grants and possibly rate increases to pay for the new electric buses.Schupp says the state has plans to chip in about 0,000 per bus.The cost of new buses isn't the only concern about going electric.MTS says they need to look into how much electricity will cost compared to natural gas.They also may need to build and install charging stations around town, because the buses may not be able to go as far as they would using gas.Despite all that, Schupp says the MTS Board fully supports the change. 1812

SAN DIEGO, Calif. (KGTV) - A large San Diego Church is continuing to hold in person, indoor services despite orders from San Diego County to hold services in outdoor settings only. Awaken Church has gotten three cease and desist orders at different locations and also had an outbreak at one of those locations, according to San Diego County.County Supervisor Nathan Fletcher said the church is not cooperating with the county in regards to the outbreak at their Balboa location, so the county had to publicly announce the community outbreak and ask anyone impacted to quarantine. Typically, the specifics of community outbreaks would not be publicized, but he said the lack of cooperation from the church led to the public notice.“The Awaken Church in general has continued to be very defiant and continue to put the members of their church at a great risk and continue to not cooperate as we seek to investigate positive cases, which led us to the unique situation of publicly reporting that they did have a public outbreak at the Awaken Church,” said Supervisor Fletcher.Anyone who went to the location at 7620 Balboa Ave. between Nov. 15 and Nov. 22 is asked to quarantine for two weeks.Related: County asks Kearny Mesa church attendees to quarantine after COVID-19 outbreakSupervisor Fletcher said the county is trying to find a balance between respecting freedom of religion and also keeping the community safe.“We do recognize the first amendment role and I recognize the important role faith plays in our lives and in our community, particularly in a time of difficulty, which is why we work so hard to try and make sure that it is available, it just has to be available in a safe way,” he said.Glenn Smith is a Professor of Constitutional Law at California Western School of Law and also teaches at UC San Diego, and said there’s a chance churches could fight restrictions in court, but it depends on the circumstances. He said if a church is impacted by blanket rules for an area, they would likely not win in court. A church would have to prove that they were treated differently.“If religions are being treated in a nondiscriminatory fashion, in other words if there’s a general law that establishes how many people can be in a room or what are the conditions, and it happens to have an incidentally impact on religion, that’s not a special problem as long as government has a rational reason for doing that, that’s alright. It’s only when government discriminates against religion that a special level of review called strict scrutiny is required and government has to have a really really good reason for discrimination,” said Smith.He added that the makeup of a court will also impact any future decisions on religious freedom, saying when Justice Ruth Bader Ginsburg was alive, cases regarding religious freedom during the pandemic were found to not be discriminatory, however with the newly appointed Justice Barrett, it’s more likely the Supreme Court would rule in favor of a church. 3009

SAN DIEGO, Calif. (KGTV): Drug enforcement experts in San Diego are warning about a new, deadlier opioid on the streets - Carfentanil."You've got Fentanyl, which is 50 times stronger than heroin. And then Carfentanil, which is 100 times stronger than Fentanyl," explains DEA Special Agent in Charge Colin Ruane.Carfentanil was originally created to be used as a tranquilizer on large zoo animals, like elephants. The FDA initially restricted it's manufacture to just 28 grams per year in the US.According to FDA Spokesperson Lindsay Haake, "The sponsor of Wildnil, a form of Carfentanil, voluntarily relinquished the approval for this potent analog of Fentanyl in March 2018, as it hadn’t been marketed in at least five years, and because the sponsor wanted to avoid any potential public health effects associated with diversion of the drug if marketed in the future."It only takes .02 mg of Carfentanil to cause a deadly overdose in humans. That's about the same size as a couple grains of salt."The fact that it's as potent and deadly as it is, and we don't know when it's going to show up or where it's going to show up is of most concern," Ruane adds.There are currently two cases involving Carfentanil working their way through Federal Court in San Diego. In one, a dealer was caught with 1.77 grams of the drug. In another case, search warrants related to overdose deaths in 2017 led to 20 people charged on 3 separate indictments.So far, only 3 people in San Diego have died from Carfentanil, all in 2017. But the DEA is still sounding the alarm."It's extremely dangerous to the public and that's what we want to get out there," says Ruane.He says drug makers are mixing Carfentanil in counterfeit pills. The fact that just a small quantity will produce a major effect makes it more profitable. Drug manufacturers are including it in pills they try to pass off as Oxycontin or Xanax.Experts say taking a pill like that is the same as playing Russian Roulette."If you're at a pill party and people are distributing pills, you have no idea what's inside," says Assistant US Attorney Sherri Hobson. "Why would you take something when you have no idea what's inside?"Ruane says that most of the illegal pills are made in back rooms, bathrooms, warehouses or other labs with no quality control. That makes them more dangerous because there's no consistency between what's in each pill."You could have two people, they take the same kind of pill from the same batch, and one person is fine while the other one dies," he says.He says the safest thing to do is avoid any pills when you don't know their source."If you're not under treatment from a doctor and you haven't gotten the pill from a legitimate pharmacy, don't take it. SAN DIEGO (KGTV)-- Protests around the nation have put police officers' less-lethal use-of-force under the microscope. A criminal justice professor explained the protocols taught in the Police Academy, and what is considered appropriate and excessive.La Mesa Police used tear gas against riotous protestors rushing Police Headquarters on May 30, 2020."These are things that are designed to get people's attention, to shock them, to say get back," former El Cajon police officer and now criminal justice professor, Kevin LaChapelle said.If the violent protestors disperse, LaChapelle said these less-lethal weapons are serving their purpose. He said in the Police Academy officers are taught to face threats using the "Force +1" method."If somebody is presenting a particular level of force towards me, I can respond with that force and then one more level to basically control the situation."According to the National Institute of Justice, there are five basic levels of "use-of-force" to diffuse a situation.1. It begins with officer presence, in which there is no use of force.2. Then come verbal commands, such as an officer asking for identification or telling someone to 'Stop!'3. The next level is empty-hand control, where an officer could grab, hold a person.4. Then come the less-lethal methods, including a baton, taser, projectile, sound, or chemical sprays.5. The last resort is lethal force or the use of a firearm.LaChappelle said officers primarily use projectiles to control riots. Pepper bullets are normally deployed onto the ground, and when they skid, they emit an uncomfortable spray. Sound, light, or rubber bullets are aimed at or below a person's torso, which can cause bruises. The same go with beanbags, which can be filled with anything from styrofoam to harder materials."When people say, 'This is too uncomfortable, and I can't handle this. I'm going to stop. San Diego (KGTV)- Family members of a man shot and killed by police in El Cerrito are demanding answers. Witnesses told police they saw the man swinging a shovel at officers before shots were fired. The family says the man had a mental illness. The aunt who called police Saturday night tells 10News she called 911 so officers could help get her nephew to a mental health facility. “We all call police for help,” says Grace Carolino. She says she’s still in disbelief that her cousin was shot and killed over the weekend. “It’s really bothering our family what happened because he’s not a threat.”Police said when they arrived at the home on Adelaide Avenue the man resisted arrest. Officers used a taser on the man. Witnesses say the man was swinging a shovel at police. Then another officer fired shots. “I can not imagine how the police officer used deadly force,” says brother Anthony Carolino. According to the District Attorney’s office, between 1993 and 2017, 79 percent of officer-involved shootings had some evidence of drug use or mental health concerns. Just last week, Governor Newsom signed a new law requiring officers to use every non-lethal option. But the Carolino family says that wasn’t the case over the weekend. “We have the taser; we have the pepper spray, we have the canine unit, we have a police negotiation team. Those things are not here.”The family says they are hoping this doesn’t happen to another family. 10News reached out to the San Diego Police Department to ask if they were aware of the man’s mental illness, the time frame of when the taser and gun were fired and how long officers were there before the shooting.
