BEIJING, Dec. 8 (Xinhua) -- "Building roads before building wealth," a widely known slogan in China, was cited by Lao Deputy Prime Minister Somsavat Lengsavad.Lengsavad was referring to a planned high speed railway for his country. As an inland country, Laos wants to counter its disadvantages of being land-locked by improving its transportation systems, Lengsavad said at the ongoing seventh World Congress on High Speed Rail in Beijing.In April, Laos reached an agreement with China to establish a joint venture that will construct a railway linking China's southwestern Yunnan province and the Lao capital of Vientiane. The project will be launched in 2011, with an estimated construction time of four years, Lengsavad said.Thailand, another country in Southeast Asia, is also partnering with China to improve its rail network.In October, Thailand approved a negotiation framework for a project for Thailand-China cooperation on high-speed rail. BEIJING, Dec. 3 (Xinhua) -- During the 11th Five-Year Plan period (2006-2010), China spent 3.26 trillion yuan on social security, an annual increase of 17.6 percent, the Ministry of Finance (MOF) told Xinhua Friday.Wang Jun, vice minister of the MOF, said in the 2006-2010 period, the social security expenditure from the central government stood at 1.4 trillion yuan (210.19 billion U.S. dollars), which was 2.1 times the expenditure in the previous five years.As the improvement of civil welfare is a crucial component of the harmonious society China is pursuing, financial authorities at all levels should continue to raise investments in social security when making the 2011 fiscal budget and plans for the 12th Five-Year Plan starting from 2011, Wang said.

CANCUN, Mexico, Dec. 4 (Xinhua) -- China will not compromise on issues of principle at the ongoing UN climate change conference in Cancun, Mexico, the country's chief negotiator said on Saturday.Su Wei, the chief Chinese negotiator and head of the climate change department of China's National Development and Reform Commission, made the remarks in response to some parties' call for "compromise to make achievements.""All the parties want to reach substantial achievements at the Cancun conference, which can lay a solid foundation for the completion of 'Bali Roadmap' negotiations," Su told Xinhua in an exclusive interview."I think we can cooperate with other parties and even make compromises on some non-principle issues, but we will not compromise on the issues of principle, such as the continuation of the Kyoto Protocol, which is the basis for a package of agreements to be made in Cancun," Su said.The negotiator stressed that the developing countries have reached consensus on the principle issues. "We are keeping solidarity and trying to play a constructive role," he added.Su said some country's opposition to the Kyoto Protocol is no good news to the developing countries, and has exerted negative influence on the conference.Negotiators at the Cancun conference are trying to establish a replacement for the Kyoto Protocol, which obliges rich nations except the United States to cut greenhouse gas emissions by an average of 5.2 percent below 1990 levels by 2008-2012."At the end of the first week of the Cancun conference, there are some progresses in adaptation, finance, technology and mitigation for the developing countries, but it is hard to say if the progresses are final ones," Su observed.As for the rumors about a secret Mexican text, Su said that the president of COP16 has told the delegations from every country including China that Mexico will not put forward a secret text."As I know, Mexico, the host country of COP16, is always pursuing the principles of 'open, transparent and widening participation' for the climate negotiations this year. JINAN, Dec. 21 (Xinhua) -- China and the Republic of Korea (ROK)Tuesday launched a joint land and sea transport services in a bid to cut logistics costs and boost trade.Semi-trailers loaded with cargo can now be shipped between Qingdao, Rizhao, Yantai, Weihai, Longyan and Shidao in the eastern Chinese province of Shandong and Incheon, Pyungtack and Kunsan in the ROK.The service can cut transport time by 3.5 hours and reduce costs by 50 U.S. dollars per container, as trailers can be driven directly to customers without unloading and loading, according to the ROK's Transport Research Institute.The service is expected to boost the shipments of fresh vegetables, live fish and other fragile products such as glass and electronics.Gao Hongtao, deputy director of the Shandong Provincial Transportation Bureau, said that with continuous oxygen charging and temperature control, the service can increase by 10 percent the survival rate of live fish exported from Weihai to the ROK.The two countries would later allow trucks to be shipped, according to an agreement they signed in September. The ports might also later include locations such as northeast China's Liaoning Province, according to Ju Chengzhi, director of the international cooperation department with China's Ministry of Transport.This year marks the 20th year since the launching of cargo, passenger and container sea transport services between China and the ROK. China has become the ROK's largest trading partner, both as its largest importer and exporter.
