SAN DIEGO (KGTV) - The final panel of a 14-mile stretch of the Primary Border Wall project was installed Friday, marking a turning point for U.S. Border Patrol, according to Border Patrol officials. Now there is more updated fencing in place compared to aging infrastructure. The stretch of new fencing replaced stamped steel, that's easy to climb, originally installed in the 1990's.The 18-30-foot steel bollard stretches a quarter of a mile from the ocean, to Otay Mountain. The old wall was breached more than 1,700 times, according to Border Patrol officials.RELATED: Funds earmarked for defense can be used for border wall, Supreme Court rules"Any upgrade we can get we'll take, this wall's been around for 30 years," Border Patrol Public Affairs Officer Theron Francisco said. The transparent feature of the new wall, vital for Border Patrol agents. Fiscal year to date, 149 incidents were reported, compared to 72 last year.Last April migrants hurled rocks at San Diego Border Patrol officers, shattering their Jeep's window. In June a Border Patrol agent in Calexico was hit in the head by a rock about the size of a softball.RELATED: Artists install seesaws at border so kids in the US and Mexico could play together"With a wall like this it will create more of a deterrent. With that, it means less agents have to field a certain area," Francisco said. He said that means an area with seven agents could go down to two or three. As for who paid for the wall, each Border Patrol agent said the Trump administration. "So this would be Trump's wall, it was financed in fiscal year 2017, so it's starting under his administration and will wrap up under his administration," Francisco said.Border patrol is working on two other projects, one in Tecate that's a four mile primary fence and another that's stretches from the ocean to Otay Mountain as a secondary wall. Both projects are expected to be completed by 2020. 1929

SAN DIEGO (KGTV) – Tens of thousands of jobs are on the line as Congress struggles to save the airline industry, but a new bill announced Friday is giving some aviation workers hope. For Dante Harris, it’s more than a job.“It's a career that I would never want to exchange for any other,” said Harris. In his 21 years as a flight attendant with United Airlines, he’s traveled to every corner of the world. Now, he’s among the tens of thousands laid off after Congress failed to pass a stimulus bill this weekHarris is the president of the Association of Flight Attendants-CWA Council 12 union stationed at LAX, which also serves San Diego and Seattle members. He says about 2,500 United Airlines workers on the west coast lost their income and health care.It comes as an incredibly hard blow for the first responders of the sky who already faced countless challenges due to COVID-19.“We provide service to make sure that doctors and nurses get to where they need to go, to make sure that Americans are safe,” said Harris. On Friday, House Speaker Nancy Pelosi said if a bipartisan agreement is not reached, she’ll push for a standalone bill to extend payroll protections for airline workers for another six months.Harris is calling on Washington to extend that crucial funding so airline workers can get their wings back.“We need that bridge to get us to the point where we can bounce back,” said Harris. “And we can fly America to all corners of the earth again.” 1468

SAN DIEGO (KGTV) — The Laurel Street Bridge at Balboa Park was closed late Friday after a fire started inside the bridge. At around 7:30 p.m., Park Rangers called the San Diego Fire Department after seeing smoke coming out of the side of the 105-year-old bridge. The closure caused great inconvenience for Old Globe Theater patrons trying to get to and out of Friday night's show. Season ticket holders Kenny Ard and Brian Moore barely made it to the theater, before the bridge was closed off by emergency responders. Witnesses saw firefighters carefully try to suppress the flames by opening the manholes on the road.“We kind of rushed when we saw the fire truck," Moore said. “I was like, I bet they’re going to close the bridge. So we hurried and made sure we got here.“San Diego Fire Fighters said the fire broke out inside of the hollow bridge. They have not announced the cause of the flames. However, this scene was all too familiar. Since its construction in 1914, the Laurel Street Bridge has caught fire several times. Many of the fires were started by transients who end up living inside the bridge. In 2017, several homeless people were rescued from inside a utility hole on the bridge.“There are access panels at the base and some on the sides, and so people get in there,” Moore said. While Are and Moore were able to avoid the jam getting to the show, they were not so lucky finding their way home.“My car is parked right on the other side of the bridge,” And said. “We’re going to have to take a Lyft because it’s a long way around.”The bridge had reopened by Saturday morning. 1601

SAN DIEGO (KGTV) - The California Restaurant Association has a grim forecast for the restaurant industry as communities across the state begin to see more and more restaurant closures. When the coronavirus pandemic started, the CRA projected that 20 to 30 percent of restaurants could close their doors for good because of the pandemic. That projection is looking to be on the higher end now, according to Jot Condie, the CRA's president and CEO."With this second shutdown, it's likely to be closer to 30 percent," Condie said. "A lot of restaurants that we're learning are closed, are doing it quietly. There are no signs posted, no banners saying we're closed for good."He said while many variables are at play, even when restaurants can reopen completely, many restaurant owners will not be out of the woods yet."After the opening, you'll see a sort of shaking out of the industry in those first 18 months," Condie said.Condie said the restaurants most at risk are fine dining and independently owned. He also said the impact will likely vary in various parts of the state. Condie believes that San Diego County and Southern California's restaurant industry may fare better than the rest of the state because of better weather throughout the year. The weather will be a significant factor for restaurants that can offer outdoor dining and expanded outdoor dining."Where the weather cooperates almost all year, you're likely not to see the challenges of survival that you will see in, for example, San Francisco or the Bay Area," he said. 1546
