SAN DIEGO (KGTV) - Loved ones are speaking out more than a week after a bloody melee that injured eight guards at Donovan state prison in Otay Mesa.The violence erupted two Sundays ago, around 4 p.m., inside the recreation yard. Corrections officials say there were about 20 inmates in the yard when one of them attacked a guard. His fellow guards rushed to help. In the mayhem that followed, four inmates allegedly assaulted guards. Six of the guards suffered stab wounds.Christina Armstrong's longtime boyfriend, correctional officer Malcolm Billingsley, was in the middle of it."The best way I hear him describe it is a 'melee, just chaos' ... There was so much going on, it was hard for him to pinpoint each action that was taken," said Armstrong.Corrections officials say a warning shot by one of the guards ended the altercation. As the guards were rushed to hospitals, news filtered out to loved ones."It was frightening not knowing for several hours what was going on. It was terrifying," said Armstrong.Billingsley was not stabbed, but suffered a back injury and possible nerve damage to his hand."It's hard for him to everyday things. He can't take care of our son, let alone play with him. He's in a lot of pain," said Armstrong.His fellow guard Roland Milan was stabbed in the face and suffered a brain bleed. His wife Marcy says he's had four plates inserted into his face."A stab wound to the face, to the mouth area. All his upper teeth were knocked out," she said.Sources say in all, eight guards were injured, including one with a fractured bone in his back.Armstrong says because of an ongoing investigation, she can't reveal details of the melee, but says the guards fought hard for their lives and the lives of their fellow guards."They are all heroes. Malcolm went to work that day to carry out his duty as a correctional officer an he became a victim but his strength and courage allowed him to come home a hero," said Armstrong, choking back tears.Corrections officials say the four inmates could face attempted murder charges.Gofundme campaigns have been set up for both Milan and Billingsley to help with expenses. 2147

SAN DIEGO (KGTV) - Inside an MCAS Miramar courtroom Thursday, the military held a preliminary hearing for a Navy corpsman who's charged in connection with the death of a fellow Navy corpsman, HM3 Michael Vincent De Leon. A corpsman is a type of medic.ABC 10News' cameras were not allowed inside, where accused corpsman HM1 Ryan Dini appeared in his military fatigues alongside his private counsel."A cover-up is what I felt [happened] from the get-go," Jose De Leon told ABC 10News just after the hearing. He has suspected a possible cover-up since his 30-year-old son died on the Twentynine Palms military base last year.At Thursday's hearing, the prosecution argued that HM1 Dini should face additional charges related to negligence. He's already charged in part with dereliction of duty resulting in death and drunk and disorderly conduct. HM1 Dini has 19 years of service with the military.The prosecution stated that HM1 Dini and a handful of others service members including Michael were at a house party on-base where alcohol was flowing, and guns were being dry-fired the night of the death.HM1 Dini's defense denied any wrongdoing."[HM1 Dini] being the most senior individual at this going-away party failed to protect not just Michael but everyone there because they were in danger when these firearms came out," said Jose De Leon. He told us in September, "We know that the firearm was dry-fired at Michael. The firearm was put away and it came out again and according to some statements they were horsing around, and the firearm came out again and that's when Michael was killed."He said that the shooting was first called in as a suicide but ABC 10News then learned from a source with close military ties that the death was being investigated as a homicide.A prosecutor named three other service members in the hearing. Their involvement remains unknown.The prosecution told ABC 10News that in about three weeks a judge will determine whether HM1 Dini's charges will be sustained and whether he'll face additional charges.Naval Criminal Investigative Service wrote to ABC 10News on Thursday that the investigation is still open. 2149

SAN DIEGO (KGTV) - Law enforcement agencies across San Diego County must comply with a new law designed to increase transparency of police misconduct.Senate Bill 1421 requires departments to release records of officer-involved shootings and major uses of force, officer dishonesty and confirmed cases of sexual assault to the public.Earlier this year several police associations in San Diego County sued to block the release of records, arguing Senate Bill 1421 doesn’t contain any express provision or language requiring retro-activity or any clear indication that the legislature intended the statue to operate retroactively.They claimed the bill eliminates the longstanding statutory confidentiality of specified peace officer or custodial officer personnel records.In March a judge ruled the bill applies retroactively to all personnel records of peace officers not only now but before January 1, 2019.The Judge ruled no records could be released before March 29 giving the unions time to appeal if they want. It does not appear any have appealed.Some agencies tell 10News they plan to start releasing records this week.10News is still waiting to hear from other local agencies about when they are planning to release records. 1238

SAN DIEGO (KGTV) -- Immigration and Customs Enforcement issued new guidelines that could have a big impact on many international students studying in the U.S.The modifications were posted to ICE's website, outlining the new rules for students on F-1 or M-1 visas. The guidelines say students may not take a full online course load and remain in the United States and that the Department of State won't issue visas to students enrolled in programs that are fully online or allow them to enter the country. The news comes as many schools including San Diego State University and UC San Diego have moved to online only or a hybrid format because of the COVID-19 pandemic.In their modified guidelines, ICE said they had issued a temporary exemption regarding online courses for the spring and summer semesters. If a student attends a school with a hybrid model, the school must certify that the program isn't online only and that the student is only taking the minimal number of online courses. SAN DIEGO (KGTV) — Maritime Museum of San Diego will reopen to the public on Aug. 22, with new precautions for visitors and limited capacity.Museum officials say they have placed 6-foot markers on the upper decks of ships to remind visitors to practice social distancing while visiting. Capacity for the museum has also been cut to 25%, but staff will monitor levels every 15 minutes.Guests and staff will undergo temperature checks and wellness screenings before entering the museum, and facial coverings will be required. The museum is also condensing its hours to 10 a.m. to 5 p.m.Due to the high touch potential, the museum's gift shop is temporarily closed. Museum staff will be cleaning and sanitizing surfaces throughout the day.The museum's tours will be self-guided, but volunteers will be available through the museum to help guests."We wanted to offer a special treat for visitors and residents of San Diego during the stress of the global pandemic," Raymond Ashley, president and CEO of the Maritime Museum of San Diego, said.
