SAN YSIDRO, Calif. (KGTV)— The border shutdown at the San Ysidro Port of Entry Sunday created a ripple effect for transportation and nearby businesses.Many people were stranded at the port crossing for five hours before Homeland Security reopened the lanes in the evening. Christmas shopping at the Las Americas Outlet Mall came to an abrupt stop for Maria Martinez. "The mall was closed. She was shopping when she was told to leave the mall suddenly. Minutes prior, she claimed she saw a swath of caravan migrants rush the back of the mall, which the CBP denies."I saw the Salvadorenos people trying to cross the border,” Martinez said. “It was like watching a movie. I couldn’t believe it. I saw everything.”Customs and Border Protection closed off the San Ysidro Port of Entry late Sunday morning. Then the California Highway Patrol blocked off both the 805 and 5 Freeways south of the 905 interchanges. American federal agents in full tactical gear lined up along the border, at times using tear gas and rubber bullets to deter migrants.  "Over there, there was smoke and the noise of the gun,” Martinez said. At this point, there are no reports of any of the migrants successfully crossing the border. Martinez said she saw federal agents turn them around. The bus depot next to the mall was also closed, leaving shoppers like Martinez stuck and not knowing when they could get home. "I don't know. I think it's going to close the border. When everything is in peace, they are going to open. What time? I don't know,” Martinez said. By 5:15 pm, all operations at the San Ysidro Port of Entry resumed.  1883

SANTEE, Calif. (KGTV) - A rare and beloved family tortoise disappeared from a Santee backyard, possibly grabbed by a thief.Along Jeremy Street, one fenced yard feels especially empty."Heartbroken. My whole family is heartbroken," said a tearful Melanie Clark.Shelly, a 20-year-old leopard tortoise, disappeared about three weeks ago. Clark and her husband returned home from a trip and opened the sliding door but Shelly never came in. Days before returning, Clark says her daughter put down some lettuce on the backyard patio. The couple discovered it half-eaten, which was odd. Usually, Shelly comes back and finishes it.Still, Clark wondered if Shelly wandered off. "We checked all along the fence and saw no gaps," said Clark, who believes it all adds up to a thief."I'm just afraid that somebody saw her and said, 'What a beautiful animal, and I want that beautiful animal,'" said Clark.The foot-long, ten-pound tortoise is unique in its yellow-and-black coloring and origins. "She was one of the last South Africa tortoises to be imported into the United States," said Clark.Clark purchased Shelly at a local pet store before a 2001 ban on the importing of leopard tortoises to the U.S. They were banned because of a certain tick the tortoises may carry.The tortoise, native to Africa, is sensitive to cold temperatures."I'm just worried about not being kept warm. We bring her inside when it's cold. We use special lights and heat to keep her warm," said Clark.She made a plea to the person who took Shelly."Please bring her home to us. She's not just a tortoise. SAN TAN VALLEY, Ariz. — In-person schooling was supposed to begin Monday for the J. O. Combs School District, but a move by teachers and staff forced the district to cancel school for the day.On Friday, a J. O. Combs Spokesperson said 109 teachers and staff requested not to work on Monday."Due to these insufficient staffing levels, schools will not be able to re-open on Monday as planned. This means that all classes, including virtual learning, will be canceled," wrote J. O. Combs Superintendent Dr. Gregory Wyman in a letter to parents on Friday. "At this time, we do not know the duration of these staff absences, and cannot yet confirm when in-person instruction may resume."A teacher in the district said that one of the reasons teachers decided to call out Monday was that they felt unprepared to teach students virtually and in-person.Teachers are expected to simultaneously instruct students in the classroom and those at home via live stream. One teacher believes they were not adequately prepared to cater to both types of learners, since all of the educators' attention has been on executing online learning."The issue is that [a] teacher would not be able to tend to the online learners that are on Google," said a teacher in the district. "Even in-class learning must be modified for online. So it's a lose-lose for both types of learners."That teacher said only one hour of training was given for the live stream equipment."Some classes have as many as 36 [on] their roster or more. About half are choosing to stay home, so we really need to service our online learners."Aside from the feeling of unpreparedness from teachers, many feel unsafe since benchmarks set by the Arizona Department of Health Services have yet to be met by any of the school districts."My coworkers do not feel safe. Metrics being met is a big deal. We also want to keep at-risk teachers with online kids."The district's Governing Board voted against the superintendent's recommendation to move in-person education to October, and also shot down a motion to forgive a ,000 penalty for teachers, ,500 for administrative staff, who decide to break their contract due to COVID-19.Teachers in the district hope to come to a resolution with the district to continue online-only teaching until health benchmarks are met.On Monday, students of Combs High School are also staging a march in support of teachers who did not call out at 10 a.m.The district says they will monitor the situation and expects to have an update no later than 5:00 p.m. Monday.This story was originally published by Adam Waltz on KNXV in Phoenix. 2619

SANTEE, Calif. (CNS) - A San Diego County Sheriff's Department employee was behind bars Thursday morning on suspicion of burglary and identity theft, authorities said.Estella Velez, a 54-year-old licensed vocational nurse at the Vista Detention Facility, and her alleged accomplice, 44-year-old Raul Rios, were taken into custody Wednesday, sheriff's Lt. Nancy Blanco said.The pair is suspected of stealing a woman's purse in the 5500 block of Mission Road in Bonsall on July 10, then using the victim's credit card at several locations in North County, Blanco said.Rios and Velez were also seen on video surveillance in two attempted commercial burglaries in the 1700 block of East Vista Way in Vista on July 21 and 23, the lieutenant said.Velez was booked into the Las Colinas Detention and Reentry Facility in Santee and Rios was booked into San Diego Central Jail, according to jail records. They both face multiple felony counts of burglary, conspiracy and theft.Velez was being held in lieu of 5,000 bail pending arraignment, scheduled for Aug. 14.
