SAN DIEGO (CNS) - The San Diego Unified School District announced plans Thursday to offer voluntary in-person learning sessions for elementary school students identified as experiencing learning loss.While the district is preparing to open its 2020-21 school year Monday for remote, online learning for all students, some children who have faced learning challenges due to the COVID-19 pandemic may be offered appointments to take part in the in-person sessions, which could begin as soon as late September, according to the district.Sessions will be held in spaces "with adequate air exchange, including MERV-13 air filters and/or portable ventilation units," according to the district.Students will be identified by their teachers for participation based on several factors:-- Below standard, represented by an average academic mark of a 1 or 2 in Math or English Language Arts strands on their Spring 2020 report card-- Students who do not have a Spring 2020 report card (incoming TK, K or new students to the district) and do not make progress toward grade-level standards once schools open-- Special education students not meeting their IEP goals-- Special education students with intense support needs-- Students who have been recommended for an initial assessment for an IEP or require a triennial assessment, and require standardized assessment that cannot be completed online for eligibility"We remain committed to following the science in designing our response to the COVID-19 crisis, including all of the recommendations we received from our expert panel of UCSD science and health professionals that included a phased return to in-person instruction," said District Superintendent Cindy Marten."This is Phase One, which provides a measured approach to address the very real problem with learning loss, faced by our most disadvantaged students, while maintaining the strict standards put in place to protect the health and safety of all students, staff and community," Marten said."Online learning has created new challenges for every student. We trust our educators to identify those students most in need of additional supports to overcome those challenges," she said.According to the district, once a student is identified for potential participation, educators will review the student's progress using formative assessments, observations and information gathered from families. Some students will be moved to appointment-based, in-person learning, while others may only need adjustments to their online learning.Student identification for the onsite learning plan will include decisions regarding transportation and meal plans.The number of students who will be admitted to the onsite sessions is contingent upon available site staff and resources. Students who take part in the onsite sessions will still receive online learning as well, according to SDUSD.District Board President John Lee Evans said, "Our goal continues to be reopening all of our schools for all of our students. It is tremendously encouraging that the virus has receded enough to begin phase one of that effort. SAN DIEGO (KGTV) -- A brush fire burning near the border in Otay Mesa grew to 10 acres Monday afternoon, according to Cal Fire. Thick, white smoke could be seen billowing from miles away. Cal Fire originally reported the fire around 4 p.m. burning in Tin Can Canyon. The fire then grew to five acres before Cal Fire posted a third tweet, noting that the blaze had grown to 10. SAN DIEGO (KGTV) -- A 96-year-old family secret reveals a piece of the Carlsbad school district’s history. Florence Oliver has lived in San Diego her whole life."I was born at SD General at that time, but of course I don't remember it!" The family settled down in Carlsbad, and for Florence, family is everything. For the last century, her family hung on to another memory. A brass bell from the Carlsbad School which rung daily for class.In 1922, Florence's uncles stole stole the bell to pull off a prank on her mother's wedding night. "They hung it, in those days you had those wire springs on bed to hold mattresses, they hung it underneath, no one knew… so the bell really rang loud!"Rather than return the bell, it stayed in the family - first handed down to Florence's oldest brother, and then the next brother, and eventually to her."What does it mean to me, it's just a piece of our life, and it's gone through our family, it's like it's related."One day, Florence had a conversation with her niece. "She said Dad used to go in the garage and she told me that bell needs to go home, that would make him very proud."So last month, Florence made good on her promise. SAN DIEGO (KGTV) - A deaf and legally blind man was promoted to the Marine Corps Recruitment Depot as a Prep Chef last week and is thrilled to be back to work. Kevin Tong was born deaf in Vietnam and moved with his family to San Diego when he was 13. He fell in love with cooking during an internship and started working in hotels, honing his skills in the kitchen.In his 20s another challenge hit, his vision started to go dark. "I started to see from what would be considered a tunnel and I went to the doctor because it was really alarming to me to work in food services and not have the vision I needed to cut safely," Tong said through interpreter Laila-Wendy Chouinard with the Helen Keller National Center.From 2016 until about two months ago, Tong didn't have a job. That's where the HKNC stepped in with training.They have six core areas of training, according to Susanne Hogan, Senior Orientation and Mobility Specialist, Helen Keller National Center. "We teach in orientation and mobility, which teaches travel in the community or the work environment. We teach assistive technology," which helps those with hearing or vision loss communicate says Hogan."They helped me not only as a deaf-blind person to find success but they taught me how to be independent by teaching me mobility skills, taught me employment skills," Tong said through sign language.He advocates for others in his shoes, "so for those who are deaf-blind or have vision loss, I tell them be flexible and learn to take on challenges." He said even if you can't do something, watch and absorb the information. He said if you don't give up you can achieve your dreams, like saving up to travel the world. "I want to learn more about other deaf cultures, other deaf-blind people who live abroad, I want to see what they do and how they live," Tong says.Tong is one of about half of the staff at the Mess Hall overcoming obstacles to try and lead a normal life, serving those who serve our country. He works for a company called Sodexo, and General Manager Kevin Hollingsworth said he's been very impressed with Kevin's ability and his drive to earn promotions.Tong worked for Camp Pendleton for two months before being promoted and transferring to MCRD. At MCRD he works off a recipe to feed 2,700 recruits three times a day, according to officials on base.A green cutting board helps him see what he's doing easier and he wears extra pairs of gloves to protect himself while working: "If I show any type of distraction it could cost me one of my fingers."October is National Disability Employment Awareness Month and the Helen Keller National Center hopes to raise awareness of their services and help those like Tong.The Mess Hall hasn't stopped running through the pandemic, keeping Marines and recruits full and ready for training.
