One day after 17 lives were taken during a school shooting in Florida, a grandmother in Everett, Washington was given credit on Thursday for foiling a planned school shooting, according to a police press release. According to the press release released on Thursday, the grandmother of 18-year-old high school student Joshua Alexander O'Connor called 911 after finding O'Connor's journal that allegedly detailed plans to kill classmates. After the grandmother showed law enforcement the journal, O'Connor was arrested on Tuesday for attempted murder. Police said detectives seized O’Connor’s journal, inert grenades, a cellular phone and a High Point 9 mm carbine rifle following a search warrant. “This is a case where the adage ‘see something, say something’ potentially saved many lives,” said Everett Police Chief Dan Templeman. “It is critically important for community members, to include students and parents, to remain observant and immediately report odd or suspicious behaviors with our children or with fellow students. We were fortunate that a family member believed there were credible threats and contacted law enforcement for further investigation. Officials are urging residents of Texas' capital city to cut water consumption by at least 15 percent so water treatment plants can catch up with demand as historic flooding continues to muck up lakes that supply the region's tap water."Immediate action is needed to avoid running out of water," Austin leaders said Monday in a statement. "Emergency conservation now required."A boil-water advisory remains in effect Tuesday, as the city works to filter "much higher levels of debris, silt, and mud" from the Highland Lakes.Reservoir water in Texas' fourth-biggest city already was reaching "minimal levels" on Monday, according to the statement. Residents were using 120 million gallons of water per day, or about 15 million gallons more than water treatment plants can produce daily, it said."There is an urgent need to reduce water demand to allow treatment plant operations to stabilize," city leaders stated.Outdoor water use has been prohibited, officials said, and violators may be reported to the city's 311 hotline."Our initial estimates is that this situation could go on for 10 to 14 days as the water system tries to settle," Eric Carter, the Travis County chief emergency management coordinator, told county commissioners on Tuesday. 1254

OCEANSIDE, Calif. (KGTV) - The City of Oceanside is taking control of its water destiny, investing in a facility to purify recycled water from homes.“It’s not being used, it’s really a waste. A lot of that water is going out to the ocean and it’s really a precious resource," said Cari Dale, Water Utilities Director for the city. This Fall they'll break ground on the Pure Water Oceanside facility, which will sit right next to the San Luis Rey Water Reclamation Facility.The process uses state-of-the-art water purification steps that replicate and accelerate nature's natural recycling process. The facility will create between 3 and 5 million gallons per day of high-quality drinking water for the Oceanside community.Currently, the city gets most of its water from outside sources, which is costly and subject to drought and environmental disasters.Pure Water Oceanside will be able to provide 30 percent of the city's water supply.“It’s important because it’s controlling our own destiny, we’re really reusing something that would otherwise would be thrown away, so really it’s being a good environmental steward," said Dale.Orange County has been using a similar system for years.Funding for the million project will come from the city, as well as federal and state grants. Dale says residents will also see small increases in their bills.They hope to have the new facility running by the end of 2021. OCEANSIDE, Calif. (KGTV) - A woman run over and killed by a construction vehicle at an Oceanside beach was identified by the San Diego County Medical Examiner’s Office.The ME’s Office said 68-year-old Carol Aguirre died in the incident that occurred Sept. 28 on the beach near Oceanside's South Harbor. Aguirre was listed as a transient, the office noted.Oceanside police said the victim was lying on the sand on the beach off the 1200 block of North Pacific Street at around 10 a.m. when the incident happened.RELATED: Woman run over, killed by heavy machinery on beachAccording to police, the woman was apparently asleep when a tractor, which was involved in a dredging project at nearby Oceanside Harbor Beach, struck her.The woman died at the scene.It was not immediately known if the victim was in an area closed off to the public when she was run over by the heavy machinery. 889

Officials with the Texas Animal Health Commission say a 2-year-old dog in Texas is the first animal in the state to be infected with the virus that causes the coronavirus in humans.In a news release, the officials with the health commission said the Tarrant County dog was tested by a veterinary as a precaution after its owners had the virus.“Based on current knowledge, there is no evidence that pets play a significant role in spreading SARS-CoV-2 to people,” said Dr. Andy Schwartz, State Veterinarian in the release. “It’s always important to restrict contact with your pets and other animals, just like you would other people if you are infected with COVID-19 in order to protect them from infection.”The veterinary says the dog is healthy.There are now 12 other animals in the United States that have tested positive for the virus, according to the U.S. Department of Agriculture Animal and Plant Health Inspection Service.Officials say routine testing of animals is not recommended at this time. 1011
