DAVOS, Switzerland, Jan. 28 (Xinhua) -- Chinese Premier Wen Jiabao on Wednesday stressed confidence, cooperation and responsibility as key to overcoming the current global financial crisis.     The global financial crisis is a challenge for the whole world, and the pressing task for the international community is "to take further measures to restore market confidence as soon as possible," Wen told participants attending the World Economic Forum annual meeting in the Swiss skiing resort of Davos.     In tackling the crisis, confidence is the source of strength, practical cooperation the effective way and accepting responsibilities the prerequisite, he said in his special message at the forum.     "We should not only take more forceful and effective steps to tide over the current difficulties, but also push for the establishment of a new world economic order that is just, equitable, sound and stable," Wen said.     To this end, international economic cooperation and a sound multilateral trading regime should be promoted, and the reform of the international financial system should be advanced, he said. The international community should intensify cooperation and respond to these challenges together," Wen said.     Wen, who is on a visit to Switzerland, traveled on Wednesday to Davos to attend the forum after meeting with President of the Swiss Confederation Hans-Rudolf Merz for talks on bilateral ties on Tuesday.     Switzerland is the first leg of Wen's European tour, which will later take him to Germany, the European Union headquarters, Spain and Britain.

BEIJING, Nov. 12 (Xinhua) -- Chinese Vice Premier Li Keqiang said on Wednesday that increased environment protection efforts would help significantly to boost domestic demand and open new economic growth points. China would continue to make environmental protection a priority to benefit the people and ensure a stable economy, he told the annual meeting of the China Council for International Cooperation on Environment and Development (CCICED).     China faced difficult tasks in protecting its environment as itwas the world's biggest developing country with huge economic growth potential. BEIJING, Jan. 23 (Xinhua) -- The Political Bureau of the Communist Party of China (CPC) Central Committee held a meeting Friday to study the application of the scientific outlook on development.     The meeting was chaired by the General Secretary of the CPC Central Committee Hu Jintao who is also Chinese President.     In a statement issued after the meeting, the Political Bureau urged all Party members to deepen study and application of the scientific outlook on development to promote economic growth, social stability, and the governance capacity of the CPC.     The top priority of the application of the scientific outlook on development had always been to maintain fast and steady economic development, to adjust the country's industrial structure and to safeguard and improve the livelihood of the Chinese people, the statement said.     However, it noted that China still faced a number of challenges and problems during its social and economic development.     Currently, the spreading global financial crisis and the slowdown of world economic growth had exerted great pressure on business operations of Chinese companies and the country's employment situation, the statement said.     Moreover, the environmental cost for China's economic development was too high, the statement said, adding that the country's industrial structure remained problematic and lacked independent innovation capacity.     It also said China had witnessed increasing difficulty in maintaining steady development of its agricultural sector and in increasing income of its rural residents.     Work safety, food and drug safety, and other issues of vital interest to the Chinese public must also be addressed with stepped-up efforts, it said.     The statement urged all Party members to apply the scientific outlook on development to their work to deal with the global financial crisis and maintain steady economic growth.     Party members should be fully confident while implementing government policies aimed at stimulating domestic demands and promoting economic growth, it said.

BEIJING, Dec. 6 (Xinhua) -- China on Saturday gave further explanation on the proposed reform of fuel tax and pricing in a bid to dispel misunderstanding that a higher consumption tax will mean higher pump prices.     The authorities on Friday released a draft reform plan to solicit public opinions till Dec. 12. It had been long advocated by experts as key for energy saving and economic structure transform.     The plan, scheduled to take effect on Jan. 1, will abolish six fees now charged for road or waterway maintenance and management.     But drivers will pay higher fuel consumption taxes. Gasoline taxes will be raised from 0.2 yuan (about 3 U.S. cents) per liter to 1 yuan and diesel taxes from 0.1 yuan per liter to 0.8 yuan.     The government reiterated its Friday's statement that the pump prices, which include the higher tax, won't be raised and the reform won't increase costs for fuel consumers.     The tax is reflected in the pump prices and isn't an additional increase to the retail prices, said a joint statement by the National Development and Reform Commission (NDRC), Ministry of Finance, Ministry of Transport and State Administration of Taxation.     The proposed tax is lower than the level in the European Union and also in the neighboring countries and regions, it said.     The draft said China's domestic crude oil prices should be set directly in line with world prices, but the link should be controlled and indirect for refined petroleum prices.     There will be a ceiling on pump prices as part of the plan. The government said it will continue to properly regulate domestic pump prices to prevent the negative impacts of huge fluctuations in the international oil prices on the domestic market.     The reform helps to promote a healthy development of the oil sector and energy saving, and to ensure domestic fuel supply and a stable economic growth, said the statement.     But it said the government will increase subsidies to farmers, taxi drivers, and sectors of fishing, forestry, and public transport.     The reform will be a significant step towards liberalizing retail fuel prices, said researcher Zhou Dadi from the Energy Research Institute of the NDRC.     China has been pushing for fuel tax reform for many years, and the idea of a fuel tax was raised as early as 1994. Both officials and economists said the plunge in global oil price presents a window of opportunity for this reform.     The world crude oil price has plunged almost 70 percent from a peak of 147 U.S. dollars per barrel in mid-July.     Even with oil prices tumbling so much, Chinese drivers are paying much more than those in many other countries because domestic fuel prices have been unchanged since June. Government-set prices are changed only infrequently.     The pump prices are higher than the levels in the United States, but lower than that in some European and Asian nations, said the statement. But it noted this is because of oil resource shortages in the European and Asian countries and their intention to use higher prices to encourage energy saving.

   KUWAIT CITY, Dec. 27 (Xinhua) -- At the invitation of Kuwaiti First Deputy Prime Minister and Minister of Defense Sheikh Jaber Mubarak Al-Hamad Al-Sabah, Chinese Vice Premier Li Keqiang arrived here Saturday evening on a four-day official visit.     Li said in a statement delivered at the airport that he is delighted to pay an official visit to Kuwait, noting that the relationship between China and Kuwait, especially in the fields of trade, energy, finance and culture, has witnessed remarkable growth since the two forged diplomatic relations in 1971.
